The Provincial Party Standing Committee requested to postpone unnecessary meetings, mobilize the entire political system to lead, direct, deploy, and urge the response to super typhoon Rasaga.

Faced with the complicated developments of storm Ragasa, the Standing Committee of Nghe An Provincial Party Committee has just issuedOfficial dispatch No. 4391 -CV/TU dated September 22, 2025 on proactively and focusedly responding to super typhoon Ragasa.

On September 22, 2025, the Prime Minister issued Official Dispatch No. 170/CD-TTg on proactively responding to super typhoon Ragasa, a very strong storm (currently reaching super typhoon level and continuing to maintain super typhoon level for the next 2 days when operating in the East Sea), with a very wide range of influence and likely to directly affect the mainland of the Northern and North Central provinces.

To proactively respond to super typhoon Ragasa early and from afar, ensure people's safety and minimize property damage, the Provincial Party Standing Committee requested to postpone unnecessary meetings, mobilize the entire political system to lead, direct, deploy and urge the response to super typhoon Rasaga, focusing on the following key tasks:

For the Party Secretaries of communes and wards, the Standing Committee of the Provincial Party Committee requests to direct the grassroots authorities:

Coastal communes and wards urgently review and count all local boats and vehicles operating at sea and along the coast; coordinate with relevant agencies by all means to inform ship owners and captains of boats and vehicles still operating at sea about the developments and forecast of the storm's movement; guide them to move away from and not enter areas at risk of being affected by the storm; call on and guide boats and vehicles to safe shelters; and at the same time guide and support the implementation of necessary measures to ensure the safety of boats at anchorage.

Proactively review plans, forces, and means to be ready to organize and deploy evacuation support and relocation of people in unsafe areas before the storm directly affects them, and deploy response, rescue, and relief work when bad situations occur.

Deploy as soon as possible measures to prevent and combat storms at sea, in coastal areas and on land, paying attention to proactively reinforcing to ensure the safety of houses, infrastructure works, sea dykes, limiting damage to production, especially agricultural production in coastal areas; support people in harvesting agricultural products that are about to be harvested with the motto "green house is better than old field" to limit damage caused by storms.

Regarding the Secretary of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee requested the leaders of the Provincial People's Committee to direct the Chairmen of the People's Committees of communes and wards to implement the contents in the above-mentioned contents.

At the same time, based on the specific situation of risks and the level of impact of the storm, proactively decide to restrict ships and means of transport from going out to sea, operating at sea or prohibiting the sea when necessary (pay attention to prevent storms and lightning before the storm directly affects); decide to control and limit means of transport during the storm causing strong winds and heavy rain to limit incidents and ensure the safety of people's lives.

Proactively prepare backup plans for power supply and telecommunication waves, ensuring smooth communication from villages to all levels, avoiding information interruption when storms make landfall or cause impacts.

Direct the safe operation of irrigation dams, hydroelectric dams, and dykes, and proactively have response plans to ensure the safety of residents in the event of the worst-case scenario (floods exceeding design levels), and avoid being caught off guard.

Directing the readiness of forces, vehicles, and equipment in key and vulnerable areas (to each village and hamlet) to deploy rescue operations in case of bad situations,....

The Standing Committee of Nghe An Provincial Party Committee also requested the Provincial Party Committee's Propaganda and Mass Mobilization Department; Nghe An Newspaper, Radio and Television:Strengthen propaganda work, increase broadcasting time and news coverage so that people can grasp information about the developments, paths, and danger levels of storms and instructions from the Central and the province to proactively implement response measures; regularly publish articles instructing storm response skills to minimize damage caused by storms.
