Searching for victims of the scam perpetrated by TikToker Chế Minh Thúy, known for her "feng shui" posts.

On September 27th, the Criminal Investigation Agency of Tay Ninh Provincial Police announced that it is handling a criminal case of "Fraudulent appropriation of property" that occurred on October 31st, 2024, in Quarter 2, Binh Phong Thanh town, Moc Hoa district, Long An province (now Binh Phong Thanh 2 hamlet, Moc Hoa commune, Tay Ninh province).

The suspect in the crime is named Che Minh Thuy (born in 1985, residing at 49G, Street No. 16, Binh Hung Hoa A Ward, Binh Tan District, Ho Chi Minh City; now 49G, Street No. 16, Binh Hung Hoa Ward, Ho Chi Minh City).

Through investigation, the police determined that Thuy created Facebook accounts named "Ben Thien Duyen" and TikTok accounts named "Phong Thuy 0102" and "Ben Thien Luong," posting content such as claims of being able to ward off bad luck, using spells and charms, opening doors to wealth and attracting good fortune, and helping others win lottery tickets; she also posted images of winning lottery tickets and cash payouts. When people believed her, they transferred money to Thuy via two bank accounts: 0703067144 (Military Bank) and 19073115363016 (Techcombank) for rituals to ward off bad luck.

Initially, the victims transferred small amounts of money. Therefore, Thuy came up with various excuses such as: the ancestral offerings hadn't been completed, the ancestors hadn't accepted the money, the ancestors were angry, further rituals were needed, etc. At the same time, Thuy gave away low-value bonsai trees and candles, claiming they were feng shui items, to gain the victims' trust and encourage them to transfer increasingly larger sums of money. Thuy defrauded numerous victims across many provinces and cities nationwide.

To facilitate the expanded investigation of the case, the Criminal Investigation Agency of Tay Ninh Provincial Police announces to the public nationwide the methods used by Thuy. Victims are requested to report to the Office of the Criminal Investigation Agency of Tay Ninh Provincial Police (address: 493 Chau Thi Kim Street, Tan An Ward, Tay Ninh Province) or contact Investigator Phan Tri Thao, Tel: 0975.822.122, to report and resolve the matter according to the law. If those involved do not cooperate and provide information and documents before the conclusion of the investigation, the Criminal Investigation Agency of Tay Ninh Provincial Police will have no basis to consider and resolve their legitimate rights and interests in the case.
