General Secretary: Central Committee members set an example, 'speak less, do more'

General Secretary To Lam urged each Central Committee member to continue setting an example, "speaking less, doing more, being decisive and effective," resolutely avoiding formalism, dogmatism, or shirking responsibility.

On the morning of October 8th, at the Party Central Committee headquarters, the 13th Conference of the 13th Party Central Committee held its closing session.

Speaking at the closing session, General Secretary To Lam stated that between the two conferences, the Politburo had worked very urgently and decisively, holding 10 meetings, giving opinions on 88 issues and issuing 16 conclusions to promptly guide and institutionalize the contents of the 12th Central Committee meeting and the resolutions of the 13th Party Congress in the "acceleration" and "finishing line" phase.

The focus is on preparing for the Party Congresses at all levels, leading up to the 14th National Congress of the Party, with priority given to drafting documents and preparing personnel; preparing for the 16th National Assembly elections and People's Councils at all levels for the 2026-2031 term; and reforming Party building and personnel work.

The Politburo has issued a framework of job title standards for officials under the management of the Politburo and the Secretariat, as well as for leading and managerial officials at all levels; it conducts quarterly assessments of the cadre workforce and the quality of activities of grassroots Party organizations throughout the Party; and it promotes socio-economic development and cares for the people's lives.

Furthermore, the Politburo has worked to remove institutional obstacles, improve the two-tiered local government system, and continue to streamline the three-tiered apparatus within the political system; develop criteria, standards, and classifications for administrative units and urban areas; intensify the fight against corruption, waste, and negative practices; strengthen national defense and security; and proactively engage in foreign affairs and integration...

According to the General Secretary, to translate major policies into concrete results, we need decisive, transparent, and consistent action. The General Secretary proposed adhering to three key priorities, three areas of transparency, and one benchmark.

Specifically,3 main focusesThis includes: rapidly institutionalizing resolutions and conclusions of the Central Committee, the Politburo, and the Secretariat; decisively implementing them according to weekly, monthly, and quarterly schedules; and conducting regular inspections and monitoring to promptly resolve any obstacles.

Three public disclosuresThis includes: publicly disclosing progress, publicly disclosing responsibilities, and publicly disclosing results so that society can monitor and participate.

A measureIt is the people's standard of living and trust. It means better public services, broader job and business opportunities, less time and bureaucratic hurdles, a more peaceful society, and a more prosperous and happier life for the people.

For local Party committees and authorities, especially at the provincial and city levels, the General Secretary suggested focusing on creating a substantive shift from "process" to "results," ensuring that each task has a tangible output, clear accountability, and a defined completion deadline.

The General Secretary noted the need to shift from "strength at the grassroots and local levels" to "strength across regions"; to improve planning and connect transportation, digital, and energy infrastructure; to form dynamic clusters and leverage urban economic development. Furthermore, it is necessary to shift from "caring" to "practical care" regarding social welfare, healthcare, and education, ensuring that services reach the right people, meet the right needs, and are provided at the right time; housing for workers and public services are upgraded; no one is left behind; and every individual and family is cared for both spiritually and materially.

"We concluded the 13th National Conference with renewed vigor, confidence, and responsibility. Significant advantages are emerging: positive results for 2025, a smoothly functioning two-tiered government model, mutually supportive development spaces after restructuring, and the seven strategic resolutions of the Politburo paving the way. At the same time, challenges are also considerable: strategic competition, changing international policies, climate change, and the demands for digital and green transformation."

"But courage, intelligence, and ambition will help us overcome challenges, seize opportunities, and develop the country day by day," the General Secretary expressed.

The General Secretary urged each Central Committee member to continue setting an example, "speaking less, doing more, being decisive and effective"; resolutely avoiding formalism, dogmatism, or shirking responsibility. The General Secretary called for "working together to maintain discipline, unlock resources, innovate, and accelerate implementation" to create breakthroughs starting in the final months of this year, building a solid foundation for 2026 and beyond.

The General Secretary also urged the prompt implementation of the conference's conclusions, thorough preparation for the 14th Central Committee meeting, and especially the 14th National Congress of the Party.

In light of the recent extremely complex weather events, the General Secretary shared his condolences for the losses of life, health, and property suffered by the people in the areas affected by the storms and floods. The General Secretary commended the Government, agencies, localities, the armed forces, police, youth, and relief organizations for their efforts and sacrifices, regardless of danger, in rescuing people and protecting state and people's property; and for promptly overcoming the difficulties in the affected localities.

The General Secretary urged Central Committee members, especially local leaders, to promptly focus on directing efforts to prevent, mitigate, and overcome the consequences of storms, floods, landslides, and waterlogging that are occurring seriously in many places, especially after typhoons No. 10 and 11.

The General Secretary requested the mobilization of the entire political system, armed forces, and people to protect the lives and property of the people, ensuring that no one goes hungry, homeless, or without medical care; focusing on overcoming difficulties so that students can return to school as soon as possible; and proactively preparing response plans for the predicted very complex and harsh weather conditions that may occur.
