General Secretary: Central Committee members set an example, 'talk less, do more'

General Secretary To Lam asked each Central Committee member to continue to set an example, "talk less, do more, be decisive and effective", and resolutely avoid formality, dogmatism or shirking.

On the morning of October 8, at the Party Central Committee headquarters, the 13th conference of the 13th Party Central Committee held its closing session.

Speaking at the closing session, General Secretary To Lam said that between the two conferences, the Politburo worked very urgently and resolutely, conducting 10 meetings, giving opinions on 88 issues and issuing 16 conclusions to promptly orient and institutionalize the contents of the 12th Central Conference and the 13th Congress resolution in the "acceleration" and "finish line" stages.

The focus is on preparing for Party Congresses at all levels, towards the 14th National Party Congress, with priority given to the content of draft documents and personnel preparation; preparing for the election of the 16th National Assembly and People's Councils at all levels for the 2026-2031 term; and innovating Party building and personnel work.

The Politburo has issued a framework of title standards for cadres under the management of the Politburo and Secretariat and for leaders and managers at all levels; conducted quarterly assessments of the cadre team and the quality of activities of grassroots Party organizations throughout the Party; promoted socio-economic development, and cared for people's lives.

In addition, the Politburo has worked to remove institutional obstacles, perfect the two-level local government and continue to arrange and streamline the three-level apparatus in the political system; build criteria, standards, classify administrative units, classify urban areas; promote the prevention and fight against corruption, waste, and negativity; strengthen national defense and security; proactively engage in foreign affairs and integration...

According to the General Secretary, to turn major policies into concrete results, we need to act resolutely, transparently, and consistently. The General Secretary suggested thoroughly grasping 3 focuses - 3 publicities - 1 measuring stick.

Specifically,3 focusesincluding: quickly institutionalizing resolutions and conclusions of the Central Executive Committee, Politburo, and Secretariat; organizing drastic implementation according to weekly, monthly, and quarterly schedules; regularly inspecting and monitoring, and promptly removing obstacles.

Three publicincluding: public progress, public responsibility, public results for society to monitor and accompany.

A measuring stickIt is the standard of living and the confidence of the people. It is better public services, more job and business opportunities, less time and paperwork costs, a more peaceful society and a more prosperous and happy people.

For local Party committees and authorities, especially at the provincial and municipal levels, the General Secretary suggested focusing on creating a substantial change from "process" to "results", each task must have output products, a responsible address and a clear completion milestone.

The General Secretary noted the need to shift from “strengthening each base and locality” to “strengthening by region”; perfecting planning, connecting transport infrastructure - digital - energy; forming dynamic clusters, taking advantage of urban economy. In addition, it is also necessary to shift from “caring” to “practical caring” for health and education security, to the right people, right needs, right time; upgrading workers’ housing and public services; not leaving anyone behind; striving to ensure that each individual and each family is well taken care of both spiritually and materially.

"We completed the 13th conference program with new spirit, new confidence and new responsibility. The great advantages that are opening up are: positive results in 2025, the 2-level government model is operating smoothly, the development space after the arrangement is complementing each other, the 7 strategic resolutions of the Politburo are paving the way. At the same time, the challenges are not small: strategic competition, changes in international policies, climate change and the requirement for digital and green transformation.

But courage, intelligence and aspiration will help us overcome challenges, seize opportunities, and help the country develop every day" - the General Secretary expressed.

The General Secretary asked each member of the Central Committee to continue to set an example, “talk less, do more, be decisive and effective”; resolutely avoid formality, dogmatism or shirking. The General Secretary called for “to maintain discipline together, unleash resources, innovate, and accelerate implementation” to create breakthroughs right from the last months of this year, creating a solid momentum for 2026 and the following years.

The General Secretary also requested to urgently implement the conference's conclusions, prepare well for the 14th Central Conference and especially the 14th National Congress of the Party.

In the face of the recent complicated weather developments, the General Secretary expressed his condolences for the loss of lives, health and property of people in areas affected by storms and floods. The General Secretary commended the Government, agencies, localities, military forces, police, youth and relief organizations for their efforts and sacrifices, regardless of danger, to save people and protect the property of the State and people; promptly overcoming the recent difficulties in localities.

The General Secretary requested Central Committee members, especially local leaders, to urgently focus on directing the work of preventing, combating and overcoming the consequences of storms, floods, landslides and inundation that are occurring seriously in many places, especially after storms No. 10 and 11.

The General Secretary requested the mobilization of the entire political system, armed forces and people to protect people's lives and property, not to let anyone go hungry, have no shelter or no medical care; focus on overcoming difficulties so that students can go to school as soon as possible; proactively prepare response plans for weather developments that are forecast to be very complicated and harsh that may occur.
