The Hanoi Department of Culture and Sports decided to fine singer Jack for performing a song with lyrics that go against public morals and customs, causing negative impacts on society.

Official penalty and responsibilities of the parties

On November 7, 2025, the Hanoi Department of Culture and Sports issued a decision to administratively sanction Mr. Trinh Tran Phuong Tuan, aka singer Jack. According to Decision No. 1491/QD-XPHC, this singer was fined 55 million VND for "Performing art using words that are contrary to national customs and traditions, causing negative impacts on morality, public health and social psychology". In addition, Jack was also subject to an additional penalty of suspension of performing activities for a period of 9 months.

Previously, on November 4, 2025, the program organizer, The East Entertainment Services Company Limited, was also fined 50 million VND. According to Decision No. 1469/QD-XPHC, this company violated the error of "Organizing an art performance that does not comply with the content stated in the approval document".

Origin of the program "Childhood under the Moonlight"

The incident originated from the art program "Moonlit Childhood" which took place on October 16, 2025 at Cung Xuan stage, Bach Mai ward, Hanoi. After the event, many audiences and press agencies reported on singer Jack's performance, saying that the song had inappropriate lyrics and caused public outrage.

Upon receiving the feedback, the Hanoi Department of Culture and Sports quickly verified it. On October 20, 2025, the Department requested The East Company to report the incident. One day later, the Department chaired a meeting with the City Police, Bach Mai Ward People's Committee and the organizing unit to clarify the related contents.

Working process and commitment of the parties

The verification results showed that The East Company had included a song that was not on the approved list in the program. The company representative admitted the violation, accepted responsibility and committed to correcting it. As for singer Jack, on October 29, 2025, the authorized representative, Ms. Tran Thi Cam Loan, worked with the Department. At the meeting, Ms. Loan said that singer Jack was fully aware of the violation and committed not to repeat the offense, and at the same time wished to be given conditions to continue his artistic activities in accordance with the law.

Orientation of art management activities in Hanoi

The Hanoi Department of Culture and Sports affirmed that it will strengthen coordination with relevant agencies to more closely manage performing arts activities in the area. The goal is to ensure that all activities comply with the law, are healthy and civilized, and at the same time resolutely prevent artistic products with offensive content that go against good customs and traditions.

The agency also called on artists and people working in the arts to spread patriotism, national pride and love for Hanoi through creative and humane works, contributing to building the city into a creative center and a typical art destination.
