The Lao Ministry of Education and Sports surveyed and shared experiences on student assessment in Nghe An province.

On the morning of December 9th, in Nghe An, the Ministry of Education and Training held a working session with the Ministry of Education and Sports of the Lao People's Democratic Republic regarding the application of the SEA-PLM assessment method in testing and evaluating students' learning outcomes.

Also attending were Mr. Huynh Van Chuong, Director of the Quality Management Department, Ministry of Education and Training, and Mr. Panya Chanthavong, Director of the Quality Assurance Department, Ministry of Education and Sports of the Lao People's Democratic Republic.

Attendees included Ms. Ho Thi Chau Loan, Deputy Director of the Department of Education and Training of Nghe An province; Mr. Nguyen Hong Cuong, Deputy Director of the Department of Education and Training of Ha Tinh province; and a large number of school administrators and primary school teachers from Laos and schools in Nghe An province.

Speaking at the conference, Ms. Ho Thi Chau Loan, Deputy Director of the Department of Education and Training, extended a warm and cordial welcome to the delegation for their field survey and exchange of experiences on ensuring the quality of primary education in the locality. She also affirmed that Nghe An – the homeland of the beloved President Ho Chi Minh – has, over the years, maintained deep cooperative relations with many provinces of Laos.

Previously, from 2021 to the present, 1,243 Lao officials, students, and trainees have been studying from high school to postgraduate level in Nghe An province. Notably, from the 2023-2024 academic year to the present, there are 90 students.Lao students- Studying at the high school level at Ethnic Boarding High School No. 2, Nghe An province – the first and only province to date with a mechanism for providing secondary education for Lao students.

The leaders of the Department of Education and Training are confident that this working visit will be a great success, making a practical contribution to the goal of implementing the Project "Improving the quality and effectiveness of Vietnam-Laos cooperation in the field of education and human resource development giai đoạn 2021–2030" which the two governments have signed and are vigorously implementing.

The training program on applying the SEA-PLM assessment methodology for primary school administrators and teachers of the Lao People's Democratic Republic is one of the important cooperation activities implemented according to the Plan issued with Decision No. 2260/QD-BGDĐT dated August 8, 2025, of the Minister of Education and Training of Vietnam.

As a result, two training sessions on applying the SEA-PLM assessment method were successfully organized for 100 primary school administrators and teachers from Laos.

As part of the program, the delegation of Lao officials and teachers also conducted a field survey at primary schools in Nghe An and Ha Tinh provinces, directly learning and exchanging experiences with administrators and teachers on applying the SEA-PLM assessment method in teaching practice.

Speaking at the program, Mr. Huynh Van Chuong, Director of the Quality Management Department of the Ministry of Education and Training, affirmed that today's program continues the educational cooperation between Vietnam and Laos, contributing to improving the quality of human resources and promoting the development of education in both countries, especially in the field of general education.

The joint sharing and learning of experiences between the Ministries of Education and Training of the two countries regarding innovation in testing and assessment using the SEA-PLM methodology is a practical action demonstrating a high level of responsibility in improving the quality of human resources, serving the sustainable development of each nation.

The Vietnamese Ministry of Education and Training is committed to continuing its close cooperation with the Lao Ministry of Education and Sports in training, professional development, and exchange activities, especially in sharing experiences on innovation in testing and evaluation; and will create the most favorable conditions for educational institutions in both countries to strengthen connections, exchanges, and sustainable cooperation.

The Southeast Asia Primary Learning Metric (SEA-PLM) is a program implemented at the initiative of the Southeast Asian Ministers of Education, the UNICEF Regional Office, and the East Asia and Pacific Regional Office.

SEA-PLM emphasizes the development of core competencies such as reading comprehension, mathematics, and life skills, rather than simply imparting knowledge. Students are encouraged to explore, reason, and apply their knowledge in practice. The methodology focuses on understanding, analyzing, and evaluating information and problem-solving; teaching is situational and linked to real-world contexts; critical thinking and creativity are encouraged; and thus, students' overall abilities are assessed.

Prior to this, the delegation conducted a survey at Hung Phuc Primary School, held thematic discussions, and exchanged professional expertise with officials and teachers from Hung Phuc Primary School, Truong Thi Primary School, and Le Loi Primary School.
