The year 2025 has become a historic milestone in the country's development. Besides the revolution in streamlining the organizational structure, ending the operation of district-level administrative units, and completely transforming the appearance of grassroots-level administrative units with local governments operating under a two-tier model, it can be said that for many provinces and cities, including Nghe An, this is also a historic year due to the challenges posed by natural disasters, storms, and floods. It's a year where the pressure on social welfare work and the burden of poverty reduction have become a balancing act, requiring Party committees, governments, and communities to make many times greater efforts to achieve this balance with socio-economic development.



Nghe An, located in the central region of Vietnam, faces natural disasters, storms, and floods every year. However, the fact that this land has suffered three consecutive storms in less than two months is truly unprecedented. The remnants of Typhoon No. 3 caused flash floods and landslides in many communes in the western part of the province. While the newly established commune-level authorities, only 20 days old, were struggling to cope with the floods and repair the unprecedented damage, Typhoon No. 5 made a direct landfall, severely depleting the infrastructure of newly developed communes and wards in urban and coastal areas. While Party committees and authorities from the provincial to the commune level were making every effort to stabilize the western region and repair the damage caused by Typhoon No. 5, Typhoon No. 10 continued its rampage across Nghe An. Storm after storm, flood after flood, human strength could not withstand the power of nature. Things were built only to be destroyed again; just when people had escaped poverty, they were plunged back into poverty.
9,000 billion VND is an incomplete figure representing the damage suffered by Nghe An after three typhoons. However, a figure worth many times more than that 9,000 billion VND represents the compassion, responsibility, and the material and spiritual efforts that the Party committee, government, and business community in Nghe An have put in to help the people overcome difficulties and challenges. Many call those three typhoons a harsh test for the fledgling commune-level government and the new two-tiered local government model in Nghe An. But the Party committee, government from the province to the commune level, and the people have united to overcome it with remarkable resilience and pride.

Under the consistent direction of the Provincial Party Committee, the decisive involvement of the two-level government, and the active response of the Fatherland Front and other organizations and associations, social welfare work and joint efforts to support people in overcoming natural disasters, storms, and floods have been placed alongside economic development, increasing revenue to offset expenses and balance the heavy losses caused by storms and floods. Never before has relief and rescue work been implemented as vigorously as in 2025. With the guidance and support of the Government and central ministries and agencies, thousands of tons of relief goods quickly reached the flood-affected areas. In addition, the business community and charitable organizations in the province and across the country have joined forces, contributing to ensure that no one goes without food or clothing after the storms and floods.
According to statistics from the Provincial Fatherland Front Committee, as of November 30, 2025, the entire province had called for, mobilized, and received 561.9 billion VND to support people affected by natural disasters and floods (including 459 billion VND in cash and 1,916 tons of goods worth 102.9 billion VND) and had allocated it to 93 severely affected communes for building and repairing houses, supporting livelihoods, and restoring production.

Furthermore, despite facing countless difficulties, the Party Committee, government, and people of Nghe An have always shown compassion and responsibility towards their compatriots nationwide. This tradition has been strongly demonstrated during the most challenging times, such as epidemics and natural disasters. From rescuing and providing relief during the Covid-19 pandemic to supporting northern provinces and cities damaged by Typhoon Yagi. And most recently, in response to the damage caused by natural disasters, with the spirit of "those with less help those with more," Nghe An allocated 5 billion VND to support Son La and Dien Bien provinces in quickly overcoming the damage and stabilizing the lives of their people. In addition, departments, agencies, units, businesses, and charitable organizations in Nghe An have also donated money, goods, and essential supplies to support people in the central and Central Highlands provinces affected by storms and floods. The total amount of money Nghe An province provided to provinces affected by natural disasters was 28 billion VND (of which, through the Relief Fund: 15 billion VND, and from the provincial budget: 13 billion VND).
Also in 2025, despite struggling against storms and floods, with the highest political determination, the province completed the program of mobilizing support for the construction and repair of houses for war veterans, the poor, and those with difficult housing circumstances, exceeding the set schedule. More than 20,800 houses, with a total cost of 3,116 billion VND, were newly built and repaired within just two years. A large-scale and comprehensive social welfare program was implemented systematically and effectively by Nghe An, reaching its goal at a time when pressure on social welfare and relief efforts was overwhelming local Party committees and authorities.





As 2025 draws to a close, many phrases could be used to describe this year, but for Nghe An, it can be called the year of social welfare work, the year of compassion and responsibility.

As 2025 draws to a close, despite natural disasters, storms, and floods leaving many families destitute, Nghe An's social welfare work has reached the highest level of responsibility and sharing. Yet, human compassion remains, intact and abundant. Although we understand the pressures of relief and rescue efforts, and the damage caused by storms and floods, it would be incomplete and unfulfilled if the Party committee, government, and community did not provide further support to the poor this Tet holiday. After the storms and floods, the number of people without shelter and the number of households falling back into poverty have increased. And even a small gift, a word of encouragement, will contribute to warming countless lives during the Tet holiday and the arrival of spring.




Therefore, as a promise, in mid-December every year, specifically this year, the Nghe An Provincial Party Committee, People's Council, People's Committee, and Fatherland Front Committee organize the "Tet for the Poor" program, "The Compassion of the Lam River - Spring of the Year of the Horse 2026," on January 29, 2026 (less than two weeks before the Lunar New Year). This is the 14th year the "Tet for the Poor" program has been organized on a provincial scale and the second year the program has had a new name:The bonds of affection within the Lam family.
As intended by the Organizing Committee and reflecting the program's name, even in the face of adversity, compassion and responsibility towards fellow citizens remain the unifying thread connecting the community. This compassion is like the Lam River's source, unwavering and steadfast, growing ever heavier with the fertile silt of gratitude. A prime example is the "Lam River Compassion - Spring 2025" program. Organized after a year of immense hardship due to natural disasters, storms, floods, and the pressure of raising funds to support housing for the poor, the program successfully raised over 150 billion VND. From this support, thousands of poor households, those in difficult circumstances, and vulnerable individuals in Nghe An province not only received meaningful Tet gifts, but many also gained livelihoods, medical expenses, and renewed hope and motivation to face the new year.

Following the success, especially the scientific approach in organizing the "Lam River Solidarity Program - Spring 2025," this year, the Standing Committee of the Provincial Fatherland Front Committee continues to advise the Provincial Party Committee and the Provincial People's Committee to organize the program in a way that diversifies the target groups and makes the activities even richer. It's not just about Tet for the poor, but also for those who have rendered meritorious service, vulnerable groups (orphans, those in unfortunate circumstances), victims of Agent Orange in communes and wards, and poor patients receiving treatment at medical facilities… And it's not just about Tet gifts; the more significant and far-reaching meaning is providing jobs and sustainable livelihoods to escape poverty.
Along with the "Lam River Solidarity Program - Spring of the Year of the Horse 2026," from socialized funding sources, fundraising efforts, and additional funding from the province, communes, and wards, the Provincial Fatherland Front, in coordination with the Provincial Military Command, the Department of Culture, Sports and Tourism, communes of the former Que Phong district, and other agencies, units, and businesses, organized the "Program"Springtime in the highlands, a heartwarming display of brotherly love."Right at Que Phong Stadium. Accordingly, Tet for the people is not just about gifts, but also includes cultural and sports activities, truly celebrating the Spring Festival. After the losses and damage caused by natural disasters, storms, and floods, difficulties still exist, but what is important is faith and motivation for the poor and vulnerable to confidently move forward. Therefore, bringing a warm Spring and a joyful, positive atmosphere to the people, so that each person, each family, especially those less fortunate, feels the care, sharing, compassion, and responsibility from the Party committee, government, and the community is the purpose of the program."



Giving is forever! Each of us will not become poorer by giving away a gift or a piece of clothing, but we can become richer in compassion and kindness by sharing responsibility with the community. Continuing the achievements in social welfare work in 2025, over 172 billion VND from the "Lam River Compassion - Spring of the Year of the Horse 2026" and "Spring Colors in the Highlands, Warmth of the People" programs not only conclude the Year of the Snake with noble acts for the community, but Nghe An also welcomes the New Year of the Horse with warmth, joy, a spirit of national harmony, and full of hope.
