In Tuong Son commune (Anh Son), talking about the effectiveness and "steps" after 2 times of land consolidation according to the directives of the Provincial Party Committee Standing Committee, the Deputy Secretary of the Party Committee of Tuong Son commune said that from 2021 to now, the commune has continued to carry out the "land revolution". Specifically, raising the level of land consolidation to a "new level" when successfully accumulating and rearranging 171.15 hectares of agricultural land, including 157.2 hectares of alluvial land and 13.95 hectares of fallow land. On the fallow land area, the land consolidation has been carried out from 1,441 plots down to 1,042 plots; fallow land has been converted from 89 plots down to 48 plots.
Also according to the Deputy Secretary of the Party Committee of Tuong Son commune: “Regarding the implementation method, after the People's Committee of Anh Son district issued the project "Land consolidation, plot exchange, land accumulation" for the period of 2021 - 2025 to concretize Resolution No. 02-NQ/HU dated October 12, 2020 of the Executive Committee of the District Party Committee, term XXI on the Action Program to implement the Resolution of the 21st District Party Congress, term 2020 - 2025, the Party Committee of Tuong Son commune has issued a draft 3 times for people and cadres, party members to discuss and contribute ideas to the plan and action program on continuing to consolidate land. After that, the Party Committee organized dozens of meetings at the commune, village and hamlet levels to discuss and implement. As a result, up to now, 13 hectares of land with 5% of corn cultivation have been converted to sugarcane cultivation for high economic efficiency. Thanks to the third land consolidation, it is possible to help the locality focus on Centralized land managed by collectives, built large land funds for intensive farming, built large fields"...

The leader of Anh Son District People's Committee affirmed that after two times of land consolidation in Anh Son District, many important results have been achieved. However, the current situation of land after two conversions is that agricultural land of households and individuals; agricultural land funds managed by the People's Committees of communes and towns are still fragmented, scattered in many areas, and concentrated production areas associated with product consumption have not been formed, so the application of mechanization in production has encountered many difficulties, leading to low economic efficiency per unit area.
Furthermore, after the second "land consolidation and plot exchange" project in Anh Son was carried out, the map was not re-measured, so the current status of agricultural land use is still incorrect compared to the cadastral map. As a result, agricultural land in 11 communes (Dinh Son, Duc Son, Hoi Son, Hoa Son, Thach Son, Long Son, Khai Son, Cao Son, Tao Son, Vinh Son, Linh Son) is not eligible to declare and issue land use right certificates to people. The cadastral map measurement was not carried out correctly in the current land use status in some areas of 7 communes (Binh Son, Thanh Son, Tam Son, Cam Son, Hung Son, Tuong Son, Phuc Son), leading to an increase in the number of land plots. Therefore, Anh Son district has determined to continue implementing the "land revolution" by developing and promulgating the project "Land consolidation, plot exchange, land accumulation" for the period 2021 - 2025.
Determined to build a commodity-oriented agriculture towards green and sustainable production, like Anh Son district, many other localities are continuing to carry out the "land revolution", such as Do Luong district, Quynh Luu district... Mr. Tran Van Hien - Vice Chairman of Do Luong District People's Committee said that in early August 2023, the Standing Committee of Do Luong District Party Committee had a meeting, in which it was agreed to issue a directive on continuing to implement land consolidation, restructuring the agricultural sector towards promoting "4-house" production linkage, calling on enterprises to invest in agricultural industrialization to improve productivity and value of agricultural products per unit area.


In Quynh Luu district, Mr. Nguyen Xuan Dinh - Vice Chairman of the district People's Committee also affirmed that the district is developing a plan to improve the efficiency of land accumulation in the direction of building truly large "footprintless fields", in addition to promoting investment in agriculture with the goal of closing the production chain from cultivation to products sold to the market.
“To do that, Quynh Luu will first research and implement digital land management. All data on measurements, areas, and boundaries of agricultural fields of the people must be integrated and managed on the machine. Only then will people boldly break down the banks of the fields to form large fields, enough to meet the maximum requirements of mechanization; at the same time, helping farmers feel secure in leasing land, welcoming businesses to invest in the fields” – Vice Chairman of Quynh Luu District People's Committee said.


In the period of 2021-2025 with a vision to 2030, agricultural restructuring, new rural construction associated with green growth, smart and environmentally friendly agriculture continue to receive attention from the Party and State, in which the issue of land accumulation is identified as a premise for large-scale agricultural development.
The accumulation of land to form large plots for enterprises to lease, invest in systematic agriculture, and apply high technology is an inevitable trend. In recent years, from the potential, advantages as well as efforts and incentive policies, land accumulation has also led to the province's agricultural investment attraction activities achieving many significant results. Notably, large enterprises with strong economic potential have emerged, investing in the construction of concentrated raw material areas, building large-scale processing factories, playing the role of "locomotive" in developing modern agriculture. Land accumulation and attracting enterprises to the agricultural sector are also ways to produce goods on a large, concentrated scale. Mr. Nguyen Van Lap - former Deputy Director of the Department of Agriculture and Rural Development, who has been involved in agricultural production and land consolidation since the early days, said that in order to have a large, concentrated scale, land accumulation is an urgent and natural thing. Depending on the specific situation, there will be appropriate methods and scales of accumulation. It is necessary to base on the scale of the project, the type of seedlings, and the capacity of the land user to choose the form, scale, and implementation time.

“To successfully accumulate and concentrate land and effectively use the land after accumulation, it is necessary to select the subject that needs land for production with capacity, and has a highly feasible project or plan. Propaganda, mobilization, and ideology work for those who do not need to use land in the project area. The participation of local authorities is extremely important and can be said to decide success; Based on the provisions of the Law to guide and orient the parties to implement, avoid errors related to legal regulations, especially on land and investment. And the interests of the parties must be clearly and transparently concerned, especially the interests of the people who agree to transfer the land” - Mr. Lap emphasized.
In terms of policy mechanisms, agricultural expert Doan Tri Tue said that the biggest difficulty is the mindset of farmers, although they are not interested in agricultural production, they still do not want to transfer land to others. Therefore, the scale of land in Nghe An is still small and fragmented, to accumulate and concentrate a few dozen hectares, it is necessary to work with hundreds of households. “Therefore, it is necessary to have a fund for workers when withdrawing from agricultural production to encourage them when facing difficulties; develop social insurance for farmers so that when they withdraw from agriculture, they participate in non-agricultural production. At the same time, build an electronic land management system to provide information to investors, digitize land management. These issues cannot be solved in a day or two, but need to be paid close attention to the story of land accumulation and agricultural restructuring" - Mr. Doan Tri Tue said.

To promote the effectiveness of land consolidation after completing land consolidation in the field, localities need to continue to promote the "hardening" of the intra-field traffic system to quickly bring mechanization into production; consolidate welfare works directly serving agricultural production and people's lives, creating strong changes in agricultural production, rural areas and farmers; have support policies for businesses to invest in agriculture. The Provincial People's Committee continues to direct the acceleration of restructuring the agricultural sector towards increasing added value and sustainable development; plan for the development of large-scale production in agriculture; continue to encourage land accumulation, build more large fields, attract investment projects in the agricultural sector and apply scientific and technological advances in production to bring high economic efficiency per unit area.
Currently, the draft Land Law (amended) is being reviewed and commented on by the National Assembly and ministries; the drafting agency, the reviewing agency and relevant agencies will complete it and submit it to the National Assembly at the upcoming 6th Session. Accordingly, many opinions suggest that the amended Land Law should facilitate the accumulation of agricultural land, allowing enterprises, public units, agricultural and forestry companies, etc. to autonomously lease and transfer agricultural land use rights, use agricultural land for joint ventures and production; policies to encourage land accumulation, land lease, and increase profits in agricultural production, etc. The Land Law (amended) once again demonstrates the strategies and policies of the Party and State for the agricultural sector, as well as the role of industrialization and modernization of rural areas.
