Mr. Hoang Xuan Hai, an elderly resident of Hung Dung Ward (Vinh City) indignantly said: There were many days when my friends and I were cycling around the lake when motorbikes suddenly came from behind, weaving and swerving right in front of us. The most dangerous thing is when there are many young children in this area who also follow their parents to exercise, if those people do not control the steering wheel, it will cause serious consequences.
On some roads in Vinh city, the authorities have also dealt with many unruly young people who drove their vehicles in a zigzag manner, causing traffic insecurity. For example, on the evening of February 25, 2023, the Traffic Police - Order Team (Vinh City Police) discovered a number of young people riding motorbikes without license plates, without helmets, speeding, recklessly overtaking, and zigzagging on Tran Phu, Le Duan, An Duong Vuong, and Truong Thi streets. The strong impact caused her to fly more than 2 meters away, breaking 2 ribs. Fortunately, passersby promptly took her to the emergency room... After that accident, Ms. Thanh had to take more than a month off work for treatment. According to Ms. Thanh, during the 15 years of working from 2008 until now, she has had many accidents while working on the road. Therefore, every time she enters the night shift, she hears the sound of a car exhaust in the distance and runs to the sidewalk to avoid it.
Mr. Phan Van The - Captain of Production Team No. 1, Nghe An Urban Environment and Construction Joint Stock Company also said: The team has 60 workers on duty on Phan Boi Chau, Le Loi, Quang Trung, Tran Hung Dao, Nguyen Truong To streets. Typically, at 9:00 p.m. on January 3, 2023, Quynh Luu District Police received images of a group of young men driving motorbikes and mopeds without helmets, weaving, honking, revving, and driving on one wheel on National Highway 48B and National Highway 1A through the district. After that, the Traffic Police - Order Team, Quynh Luu District Police verified, clarified and took action against 3 subjects, all born in 2007, residing in Dien Doai Commune, Dien Chau District.
Similarly, on May 28, 2023, Hoang Mai Town Police received information about a young man not wearing a helmet driving a motorbike with license plate 37L1-794.49 on one wheel (wheelie), carrying another young man behind on National Highway 1A through Quynh Xuan Ward (Hoang Mai Town). After verifying that the driver of the above vehicle was HSY (born in 2007), residing in Block 13, Quynh Xuan Ward, the Traffic Police of Hoang Mai Town Police drew up an administrative violation record against HSY for the following violations: Driving a two-wheeled vehicle on one wheel, not wearing a helmet for motorcyclists and motorbikes; no rearview mirror on the left side of the driver... and temporarily detained the violating vehicle.
Most recently, on the morning of June 26, 2023, Road Traffic Police Team No. 5, Traffic Police Department of the Provincial Police coordinated with the Traffic Police Team of Thanh Chuong District Police to verify and invite to the headquarters of DVH (born in 1997), residing in Long Son hamlet, Thanh Long commune to clarify the violation of the Road Traffic Law on National Highway 46. This is 1 of 3 young men who rode motorbikes side by side, continuously encroaching on lanes, weaving, and swerving, endangering other vehicles participating in traffic, which was filmed by a person sitting in a car behind and posted on social media. At the police station, DVH admitted his violation.
Even in the mountainous border districts, such violations also occurred. At 8:30 p.m. on May 15, 2023, the Traffic Police - Order Team of Ky Son District Police coordinated with Muong Xen Town Police and Ta Ca Commune Police to patrol, control and arrest a group of teenagers aged 14-16 driving motorbikes with modified designs, not wearing helmets, doing wheelies, swinging, honking, speeding and overtaking on National Highway 7A in the center of Muong Xen Town and the provincial road from Ta Ca Commune to Muong Tip Commune. Ky Son District Police issued a decision to fine the above cases with a fine of 800,000 to 2 million VND/person, temporarily impounding the violating vehicle for 7 days.
Previously, on February 27, 2023, through patrolling and controlling, the Traffic Police Team of Que Phong District Police also prevented and arrested subjects who were underage driving motorbikes, not wearing helmets, carrying more people than the prescribed number, revving the engine, speeding, weaving, doing wheelies, etc. Accordingly, the authorities drew up 9 records and temporarily detained 8 motorbikes of various types.
Not only do they violate the Road Traffic Law when driving motorbikes, but more dangerously, some young people also carry weapons such as swords, knives... on the street, making people worried. Typically, on the night of March 2, 2023, in Vinh City, a group of young people and students appeared, driving motorbikes without helmets, without license plates or with covered license plates, carrying knives and swords, weaving and swinging on the roads. The incident caused disorder and made people feel insecure. The Traffic Police Department of Vinh City Police quickly verified, summoned 12 subjects, detained 10 motorbikes, and seized 4 knives and swords of various types.
At around 00:30, March 24, 2023, while patrolling and controlling the area of Phuong Hoang Street (Trung Do Ward, Vinh City), Police Team 113 discovered a group of subjects riding 3 motorbikes without license plates, not wearing helmets, carrying knives and swords, preparing to chase and beat passersby. Police Team 113 quickly divided into 2 groups to chase, arrest 3 subjects, and confiscate 3 knives and swords of various types. Using professional measures, the Team continued to arrest 2 more subjects, temporarily detained 1 motorbike, and confiscated 1 knife. Immediately afterwards, the group of subjects aged 14-18, who are students of a number of schools in Vinh City and surrounding areas, were taken by Police Force 113 to Trung Do Ward Police Station for questioning.
More worryingly, when reminded by others about their violations of the Road Traffic Law, some subjects also showed defiant and hostile attitudes, even leading to murder. The most heartbreaking incident happened not long ago in Yen Thanh district. At around 8:00 p.m. on June 13, 2023, Mr. TVP (born in 1991), residing in Phuc Thanh commune, and his young nephew went to the bank of Quan Hai dam (bordering Phuc Thanh and Dong Thanh communes) to cool off. Here, Mr. P. met a group of young men from Dong Thanh commune riding motorbikes, revving their engines, honking their horns, shouting... so Mr. P. reminded them. There was an argument between the two sides, and a while later, the group called more accomplices (about 30 people) to come back and find and beat Mr. P., while the nephew was lucky to escape. Mr. P. was taken to the hospital by relatives for emergency treatment, but died at noon on June 14...
