However, the subjects increased the speed and ran away despite the danger to themselves and other road users. Immediately after that, using professional measures, Chau Thon Commune Police verified and clarified 9 subjects participating, of which 5 subjects carried weapons, confiscated 2 pig spears, 1 sword and 2 iron tips...

Another difficulty, according to some officers of the Traffic Police Team of local police, is that violations such as riding motorbikes in a row, weaving, weaving, wheelies... often occur on national highways, because the purpose of the subjects is to show off and compete, but the district authority is not allowed to patrol and handle the route. Meanwhile, the Traffic Police teams and stations in charge of national highways said that most of the subjects commit violations when they do not see the authorities, while the Traffic Police force cannot be enough to patrol and control 24/24h along the route.

Typically, at 9:45 a.m. on May 21, 2023, at Km11+100 National Highway 48D, in Quynh Loc commune, the working group of Hoang Mai town police discovered a truck with license plate 37H-028.43, driven by Lo Van Tuan (born in 1998), residing in Nghia Tho commune, Nghia Dan district, traveling in the direction of National Highway 1A - Nghi Son, showing signs of violating the law of overloading. The working group signaled the vehicle to stop for inspection according to regulations, but the driver did not comply and continued moving. On the run, this young man drove his car into the yard of a company located in Quynh Vinh commune, Hoang Mai town, then closed the car door and fled the scene. Given the seriousness of the incident, Hoang Mai town police quickly reported and asked for opinions from the provincial police leaders; at the same time, they proceeded to verify and arrest the subject. At about 2:00 p.m. the same day, in Quynh Vinh commune, Hoang Mai town, the town police detained Lo Van Tuan in an emergency and on May 31, the Hoang Mai town police investigation agency prosecuted this subject for the crime of "Resisting a person performing official duties".


To prevent young people and students from violating the Road Traffic Law, based on the direction of the Department of Education and Training, schools and educational institutions have had many forms of propaganda, reminding students to comply with the law on traffic safety. Many schools have issued notices prohibiting students from riding motorbikes over 50cm.3go to school, at the same time, coordinate with traffic police to organize inspection, confiscation of vehicles and administrative fines for students riding motorbikes over 50cm3when not qualified to drive a vehicle according to the provisions of law.

The school also coordinates with the traffic police to propagate and mobilize households around the school area not to accept parking vehicles, especially motorbikes over 50cm.3sent by the children. But in reality, it is impossible to arrange forces to monitor whether or not households continue to keep vehicles for income.
On the side of the Traffic Police - Order Team of Vinh City Police, it is said that in order to prevent and limit violations of the Road Traffic Law among teenagers and students such as driving without helmets, carrying more people than the prescribed number, driving motorbikes over 50cm3when they are underage…, in addition to increasing patrols and controls to detect and handle, the team also coordinates with schools and parents to remind, educate, and deter children from reoffending. However, many parents who were invited to coordinate the handling had uncontrolled and insulting words towards the authorities, saying that their children were good at home and that keeping the motorbike would not be enough to get them to school on time… Besides, some parents justified their children riding motorbikes over 50cm3It is because the house is far away, because it is late... Talking about giving the motorbike to the child to go to school, Ms. TTL, whose child studies at a high school in Vinh city, said that because the house is too far from school, and the child rides an electric bike that often runs out of battery in the middle of the trip and has to walk, she feels sorry for her child so she only occasionally lets her child go to school by motorbike, even though she knows it is a violation of school regulations, as well as the provisions of the Road Traffic Law.

In addition, according to some teachers and administrators at schools where students violated the rules, although the school strictly prohibits students from riding motorbikes over 50cm3, but in reality, there are still a number of students who use motorbikes outside of school and even when going to class. They often park their motorbikes at shops and houses around the school. There are times when the school monitors and handles them, but it is very difficult to do so regularly. It is also very difficult to control students who do not wear helmets, run red lights, etc., because some students enter and exit the school gate still wearing helmets, but then take them off and their violations often occur while driving on the road, so only when the authorities send a notice will the school know.
Many teachers also said that regarding the regulations on punishing students who violate the Road Traffic Law, lowering their conduct, forcing them to write self-criticisms, or suspending them from school only works on good, studious students, while on the other hand, those who are bad and playful will go back to the way they were. Not to mention, besides the parents who agree to punish their children who violate the law, there are still many opposing opinions that if they violate any law, they will be punished according to that law, and it is impossible to violate the Road Traffic Law and affect their academic and training results...

Mr. Pham Viet Toa - officer of the Department of Ideological Work - Continuing Education, Nghe An Department of Education and Training said: Every year, the Department of Education and Training issues plans to strengthen the work of ensuring traffic safety and order to schools. In addition, in the content of school security meetings in the province, with 4 emulation clusters, traffic safety is always one of the issues of concern. Through the 2022 school security meetings of 4 clusters in the province, according to statistics, there were up to 786 cases of violations (of which, Vinh city had 121 cases, Ky Son had 118 cases, Dien Chau had 114 cases, Quynh Luu had 102 cases) ...; In the first 6 months of 2023, 412 cases were detected.
According to some teachers, in the past, in cases where the school received notice of student violations from the traffic police, the school would notify the homeroom teacher to review the class, and on that basis, send the file to the school security committee so that the principal can consider lowering the conduct grade by month, semester, or school year, depending on the level and number of violations. However, currently, due to many opinions opposing this form, it is no longer implemented, so it is very difficult for the school to handle students who violate traffic safety. Teacher Nguyen Van Nam - Principal of Quang Trung High School (Dien Chau) said: Because they did not receive notices like before, the handling could not be thorough. The school only discovered the number of students who did not wear helmets and rode motorbikes over 50cm.3At school, the level of discipline ranges from warning to warning. If there are 3 violations in one semester, the conduct is ranked from average or below... Outside of school, in some cases, students who violate the rules have been handled by the authorities, but the school has not received notification to coordinate measures, so the deterrent and education effect is not really effective.

In addition to the above realities, currently, the quality of legal education on traffic safety for students in schools is not high, the awareness of a part of union members, youth, students about law compliance is still weak, leading to the rate of young people violating the Road Traffic Law is still high.
