Nghe An: Many laborers in highland regions moves to China
(Baonghean.vn) - Needing money to raise their families, laborers with low awareness in communes in the west of Nghe An are taken advantage of by bad guys and massively move to China seeking for jobs. This fact has been causing serious implications for labor management in local mountainous areas.

Alarming figures
According to what was reported by the police and Tuong Duong district Office of Labour-Invalids and Social Affairs, from the beginning of the year till now, there have been 2,006 laborers working illegally in foreign countries: China (1,549 individuals), Laos (400 individuals), Thailand (57 individuals).
These workers are mainly residents from Luu Kien, Xa Luong, Luong Minh communes. Competent authorities claimed they faced many difficulties in controlling these constantly fluctuating figures, as those people left and returned frequently and did not register with the local bodies.
At Xoong Con village (Luu Kien commune), Mr. Kha Van Kham - the Head of the village revealed that about 100 inhabitants worked overseas, and those located in China accounted for two-thirds
Based on the information provided by The People’s Committee of Bao Nam commune (Ky Son district), the commune was one of the places witnessing the most complicated situation of illegal emigrating workers, most of whom were females.
Since the beginning of this year, the number of people who illegally worked abroad was 141, 33 out of whom were females from Thao Di, Luu Tan villages with China being their destination. This was the residence for 100% of Kho Mu ethnic minority with low awareness and standard of living, which could explain the above alarming fact.

Brokerage fee of only VND 5,000,000 to work in China
Locals are trying to unlawfully cross the borders into China for employment because they have to make ends meet or are lured by swindlers. After entering China, a worker must pay brokers an amount of VND 5,000,000 to 7,000,000, which will be deducted from their salary.
The period between the Lunar New Year and present is the most popular time for people to go abroad.
The procedure for a Vietnamese to work in China is very simple. A call with a broker should be enough, and the people in such need will be instructed to do everything.
Mr. Chich An Giang, Head of Public Security Unit in Bao Nam commune (Ky Son district) informed that it was as easy as taking an abroad vacation, and people often communicated through their own secret signs rather than by words. They got instructions for everything, and verbal communication was totally restricted.
Once reaching their destination, they found jobs by themselves, and the brokers’ mission was considered accomplished. When they were employed, the brokers somehow would know and deduct the brokerage fee from their first salary. A return worker from China indicated, the actual fee for fare and meals was only around VND 1,500,000 – which implied that the brokers earned such great amounts of money for their brokerage business.
