'Santa Claus' charged with performing wheelies on motorbike on highway.
Tung, dressed as Santa Claus, along with a group of about 30 teenagers, rode motorcycles recklessly, performing wheelies and stunts on Cho Moi Street, and filmed the act to post on social media.
On December 18th, videos appeared on Facebook showing a group of young people gathering and recklessly riding motorcycles, including wheelies, on the Thai Nguyen-Cho Moi road, causing a disruption to public order and endangering other road users.
In addition to administrative penalties as prescribed, the Traffic Police Department of Thai Nguyen Provincial Police has coordinated with the Criminal Investigation Agency of Phu Luong District Police to consolidate documents and evidence for criminal prosecution of the individuals involved.

According to information from the Traffic Police Department, as of December 26th, the Criminal Investigation Agency of Phu Luong District Police has initiated a case and indicted suspects for the crime.disturbing public orderfor the relevant parties.
Earlier, at around 3:30 PM on December 1st, on the Thai Nguyen-Cho Moi road, 25-30 motorcycles gathered in the Cau Can area of Yen Lac commune, Phu Luong district, Thai Nguyen province, then lined up horizontally and moved in a convoy towards Thai Nguyen city.
While traveling, some individuals were driving vehicles without license plates, engaging in reckless driving such as riding on one wheel, swerving erratically, and not wearing helmets.
Through verification, the Traffic Police Department of Thai Nguyen Provincial Police determined that the suspects, including Pham Van Dat (born in 2005, residing in Phuc Xuan commune, Thai Nguyen city, Thai Nguyen province) driving a motorcycle with license plate 20B2-487.32, committed violations such as driving a two-wheeled vehicle on one wheel; driving a motorcycle with a cylinder capacity of 50cm3 or more without a left rearview mirror...
The next person is Lieu Quang Khanh (born in 2006, residing in Son Cam commune, Thai Nguyen city), who was driving a motorcycle without a license plate and committed the following violations: driving a two-wheeled vehicle on one wheel; not wearing a helmet; and carrying a passenger who was not wearing a helmet.
Cao Van Nhat (born in 2004, residing in Phuc Triu commune, Thai Nguyen city) was driving a motorcycle with license plate 20B2-179.36 and participated in the gathering and parade with the group of young people, directly recording video clips and posting them on social media.
Next, at 5 PM on December 18th, on the Thai Nguyen-Cho Moi road, approximately 30 motorcycles gathered in the Cau Can area of Yen Lac commune, Phu Luong district. Among them was an individual wearing a red outfit (like Santa Claus's costume), driving a motorcycle without a license plate, riding on one wheel, swerving erratically, and not wearing a helmet.
Through professional investigative measures, the Traffic Police Department of Thai Nguyen Provincial Police quickly identified the person wearing the red outfit as Nguyen Thanh Tung (born in 2003, residing in Dong Hy district, Thai Nguyen province) driving a motorcycle without a license plate and committing the following violations: driving a two-wheeled vehicle on one wheel, swerving or weaving on roads in and outside urban areas; not wearing a helmet; not having a driver's license, vehicle registration, and lacking a left rearview mirror.
The Traffic Police Department of Thai Nguyen Provincial Police has issued administrative violation reports against the individuals involved and temporarily seized the vehicles for processing according to regulations.
During the verification and handling process, the Traffic Police Department of Thai Nguyen Provincial Police found that the actions of the individuals showed signs of organized gathering, demonstrating disregard for the law, obstructing and endangering the lives of road users; disrupting the normal activities and lives of people along both sides of the road, causing public outrage.
The unit reported to the Director of the Provincial Police Department, who then transferred the files of the violations to the Criminal Investigation Agency of Phu Luong District Police for investigation in accordance with regulations.
Through the investigation and collection of evidence and documents, on December 26th, the Criminal Investigation Agency of Phu Luong District Police issued a decision to initiate criminal proceedings against the two aforementioned cases for the crime of "Disrupting public order" as stipulated in Clause 1, Article 318 of the Penal Code. Simultaneously, a travel ban was imposed on Pham Van Dat to allow for further investigation and clarification of related individuals.
The Police Investigation Agency has also issued a decision to prosecute Nguyen Thanh Tung and executed an arrest warrant to detain him for a period of two months for investigation.
