According to information from the Traffic Police Department, on December 26, the Investigation Police Agency of Phu Luong District Police initiated a case and prosecuted the defendant for the crime.disturbing public orderfor relevant subjects.

Previously, at around 3:30 p.m. on December 1, on the Thai Nguyen-Cho Moi route, 25-30 motorbikes gathered in the Cau Can area of ​​Yen Lac commune, Phu Luong district, Thai Nguyen province, then lined up in a row, moving towards Thai Nguyen city.

On the way, some people drove vehicles without license plates, drove on one wheel, weaved and swerved, and did not wear helmets.

Through verification, the Traffic Police Department of Thai Nguyen Province Police identified the subjects including Pham Van Dat (born in 2005, residing in Phuc Xuan Commune, Thai Nguyen City, Thai Nguyen Province) driving a motorbike with license plate 20B2-487.32 with violations such as driving a two-wheeled vehicle on one wheel; driving a motorbike with a cylinder capacity of 50cm3 or more without a rearview mirror on the left side of the driver...

The next subject is Lieu Quang Khanh (born in 2006, residing in Son Cam commune, Thai Nguyen city), driving a motorbike without a license plate, committing the following violations: driving a two-wheeled vehicle on one wheel; not wearing a helmet, carrying a passenger on the vehicle without a helmet.

Subject Cao Van Nhat (born 2004, residing in Phuc Triu commune, Thai Nguyen city) drove a motorbike with license plate 20B2-179.36 to join the gathering and parade with the above group of young people, directly recorded a video clip and posted it on social networks.

Next, at 5:00 p.m. on December 18, on the Thai Nguyen-Cho Moi route, about 30 motorbikes gathered in the Cau Can area of ​​Yen Lac commune, Phu Luong district. Among them was a subject wearing a red outfit (like Santa Claus's outfit), driving without a license plate, riding on one wheel, weaving in and out of traffic, and not wearing a helmet.

Using professional measures, the Traffic Police Department of Thai Nguyen Province Police quickly identified the subject wearing the red outfit as Nguyen Thanh Tung (born in 2003, residing in Dong Hy District, Thai Nguyen Province), driving a motorbike without a license plate, committing the following violations: driving a two-wheeled vehicle on one wheel, weaving or swerving on urban and suburban roads; not wearing a helmet; not having a driver's license, vehicle registration, and not having a rearview mirror on the left side of the driver.

The Traffic Police Department of Thai Nguyen Provincial Police has drawn up a record of administrative violations against the subjects and temporarily detained the vehicle for handling according to regulations.

During the verification and handling process, the Traffic Police Department of Thai Nguyen Provincial Police found that the subjects' behavior showed signs of gathering and organization, showing disregard for the law, causing obstruction and endangering the lives of traffic participants; hindering the normal activities and lives of people along both sides of the road, causing public outrage.

The unit reported to the Provincial Police Director to transfer the files of the violations to the Investigation Police Agency and Phu Luong District Police to handle the investigation according to regulations.

Through the investigation process, collecting evidence and documents, on December 26, the Investigation Police Agency of Phu Luong District Police issued a decision to prosecute the two above cases for the crime of "Disturbing public order" according to the provisions of Clause 1, Article 318 of the Penal Code. At the same time, the measure of prohibiting Pham Van Dat from leaving his place of residence was applied to investigate and clarify some related subjects.

The Investigation Police Agency has also issued a decision to prosecute Nguyen Thanh Tung and executed an arrest warrant for Tung to detain him for a period of 2 months for investigation./.
