Minh Hop commune (Quy Hop district) is one of three communes in the province selected to implement a pilot model of digital transformation at the commune level. On December 12th, the Department of Information and Communications, in coordination with the Department of Science and Technology, organized a workshop to evaluate the results of the project: “The current state of information technology application and proposed solutions and models for digital transformation at the commune level in Nghe An province,” implemented in three communes: Minh Hop (Quy Hop district), Khanh Hop (Nghi Loc district), and Thanh Son (Anh Son district). The results showed that localities have implemented common applications more effectively. Citizens find it more convenient to carry out administrative procedures. Commune officials and civil servants are more proactive in processing documents. Services related to digital education, digital healthcare, and cashless payments have provided the government and citizens with more convenient, faster, and more accurate tools.
Meanwhile, in Thanh Chuong district, the implementation...digital transformationThe District People's Committee has signed a cooperation agreement with VNPT Nghe An and the Fatherland Front, as well as political and social organizations in the area, to implement the project. The implementation is being carried out synchronously across all three pillars: Digital Government - Digital Economy - Digital Society. However, in the current phase, Thanh Chuong is focusing strongly on building a digital government through the thorough application of system utilities for document management and administration, implementing digital signatures, and promoting the deployment of online services at levels 3 and 4, especially public services related to justice, which are closely related to the people.

According to Trinh Van Nha, Chairman of the People's Committee of Thanh Chuong District: All 234 hamlets in the district have established community digital technology teams to guide people in digital transformation. The goal is for each family to have at least one account on the online public service portal by the end of 2022. The district has also launched an online interactive feedback system between citizens and the government that can be installed on smartphones.
Digital transformation has also been strongly implemented in provincial departments and agencies, such as the Department of Health.medical examination and treatment management softwareand health insurance payments are covered at all medical facilities throughout the province; the Department of Education and Training has implemented an "Online Learning Management" system in 95% of schools. Nghe An has also launched an application to support businesses in the province.
More concrete and decisive action is needed.
Digital transformation is no longer an option but an inevitable trend. In 2022, Nghe An province took decisive steps from the beginning of the year to integrate with this trend. Accordingly, the province chose this as the year of digital transformation to unify the will and actions of the entire political system and the people.

On August 5, 2022, the Provincial Party Committee issued Resolution No. 09-NQ/TU on "Digital transformation of Nghe An province by 2025, with orientation to 2030"; focusing on developing digital databases, creating a foundation for the development of digital government, digital economy, and moving towards a digital society; linking the digital transformation process with administrative reform to improve the quality, effectiveness, and efficiency of state management and the quality of public service delivery by all levels of government; striving to always maintain a position among the top 25-30 provinces and cities with a high digital transformation index.
Based on that, the Provincial People's Committee issued a plan for digital transformation in Nghe An province until 2025. With the above solutions, the awareness of Party committees, government agencies, the Fatherland Front, political and social organizations, especially the heads of all levels, agencies, units, and even the people, about digital transformation has been shaped and enhanced. Departments, agencies, central agencies located in the province, and all 21 districts, cities, and towns have developed plans and are gradually implementing the contents.
Although much work remains to be done, the increased awareness has led to more concrete and decisive actions, resulting in relatively clear and tangible initial outcomes for digital transformation tasks in our province.”

In 2023, Nghe An will continue to strengthen its leadership and management of digital transformation in all fields according to Resolution No. 09; enhance communication on e-government, digital government, digital economy, and digital society; continue to implement the pilot project on building a smart city in Nghe An province; effectively operate the Provincial Smart City Operations Center; and put into operation the Information Security and Cybersecurity Monitoring Center.
Specifically, the province will put into operation a shared database, gradually establishing and connecting specialized databases to the province's shared database for sharing and common use as prescribed; effectively exploit and operate the provincial-level integrated and sharing platform system connected with the central government (interconnection axis, shared catalog management system, electronic identification, monitoring system, shared database, etc.); and monitor, track, and urge the implementation of government regulations on promoting the provision of online public services at levels 3 and 4.
On the other hand, Nghe An will also put into use software to evaluate the Digital Transformation Index of departments, agencies, and localities in the province; expand the network of community digital technology teams and deploy a new generation online meeting platform for state agencies in the province.
