Accelerating digital transformation

(Baonghean.vn) - Nghe An is urgently implementing the Project on developing the application of population data, identification and electronic authentication of the Government according to the set roadmap. This is an important step to serve the national digital transformation of the Government as well as to implement the strong digital transformation orientation that has been agreed upon by the Standing Committee of the Provincial Party Committee and the Provincial Party Committee.

5 UTILITY GROUPS

On January 28, the Provincial People's Committee issued Plan No. 78 on the implementation of Decision No. 06/QD-TTg dated January 6, 2022 of the Prime Minister approving the Project on Development of Population Data Applications, Electronic Identification and Authentication to Serve National Digital Transformation for the 2022-2025 Period, with a vision to 2030. The Plan was issued to promptly deploy the application of the National Population Database, Electronic Identification and Authentication System, and Electronic Chip-based Citizen Identification Cards in the national digital transformation process by 2025, with a vision to 2030 to serve 5 groups of utilities, including: Handling administrative procedures and providing online public services; serving socio-economic development; serving digital citizens; perfecting the ecosystem for connecting, exploiting, supplementing and enriching population data; serving the direction and administration of leaders at all levels in the province.

The document signed by Vice Chairman of the Provincial People's Committee Le Ngoc Hoa requested the Provincial People's Committee Office, after receiving instructions from central agencies, to coordinate with the Provincial Police to urgently guide departments, branches, sectors, People's Committees of districts, cities and towns to integrate, connect and share population data between the National Population Database with the National Public Service Portal, the Provincial Administrative Procedure Information System to serve the authentication and sharing of citizen information when performing administrative procedures according to the principle of not requiring re-declaration of information already in the National Population Database, expected to be completed in the first quarter of 2022.

The Provincial Public Administration Service Center, the One-Stop Sections of departments, branches, sectors, and People's Committees at all levels shall coordinate with the Provincial People's Committee Office in March 2022 to digitize and reuse the digitized results of administrative procedure settlement records related to personal information and documents in receiving and settling administrative procedures to enrich, update, supplement, connect, share and effectively use the National Population Database to serve the settlement of administrative procedures.

Along with that are 25 essential priority administrative procedures, integrating population data sharing to serve the settlement of administrative procedures such as: Re-issuance, change of citizen identification cards; permanent and temporary residence registration; temporary absence declaration; residence notification; registration, issuance of motorbike and scooter license plates; birth registration; marriage registration; first-time tax registration, registration of changes in tax registration information for taxpayers who are households and individuals; registration for the National High School Graduation Exam and university and college admission; settlement of unemployment benefits... will be implemented by the province in 2022.

The Provincial People's Committee will establish a Working Group to implement the Plan in Nghe An province, with the Director of the Provincial Police as the Head of the Group, the Chief of the Provincial People's Committee Office as the Deputy Head of the Group, the Deputy Director of the Provincial Police in charge of the field as the permanent Deputy Head of the Group, and members of the Working Group are representatives of leaders of relevant departments and branches.

Previously, on January 18, the Government held a national online conference to deploy the Project on developing applications of population data, identification and electronic authentication to serve national digital transformation in the period of 2022-2025, with a vision to 2030. The Project is considered to be of great significance in serving socio-economic development and national digital transformation, bringing many immediate and long-term benefits to building an e-Government, towards a digital Government in the period of 2022-2030.

At the conference, which was connected from the Government Office to ministries, branches, provincial, district and communal People's Committees, Prime Minister Pham Minh Chinh requested Party secretaries and People's Committee chairmen at all levels to pay attention to directing strongly to promote the combined strength of the entire political system; on the basis of their functions, tasks and powers, strengthen inspection and direct supervision to the grassroots level to immediately remove arising obstacles and difficulties; step up propaganda and create consensus and participation of organizations, businesses and people in the process of implementing the Project. Ministries, branches and localities urgently promote online public services, especially 25 essential public services to serve people and businesses identified in the Project.

WILL ISSUE A RESOLUTION ON DIGITAL TRANSFORMATION

In that context, in response to the urgent requirements of development, right from the beginning of the 19th term, the Provincial Party Standing Committee and the Provincial Party Executive Committee have devoted a considerable amount of time in the working program to discuss and agree on resolutions, programs and projects to concretize the Action Program to implement the Resolution of the 13th National Party Congress, the Resolution of the 19th Provincial Party Congress, term 2020 - 2025, especially administrative reform work associated with digital transformation. The Provincial Party Executive Committee issued Resolution No. 05-NQ/TU dated December 14, 2021, on promoting administrative reform in Nghe An province, period 2021 - 2030, and at the same time took the theme of administrative reform in 2022 as "digital transformation".

Along with that, the Provincial Party Committee has approved the Action Program to implement the Resolution of the 13th National Party Congress, including a very important content which is to issue a Resolution on digital transformation of Nghe An province until 2025, with a vision to 2030. Currently, the advisory agencies are drafting and collecting opinions before finalizing it for submission to the Provincial Party Committee for consideration and promulgation this year. Accordingly, it is expected that the Resolution will set out very specific goals and solutions to implement digital transformation until 2025 and 2030 in areas such as: Digital infrastructure, digital government, digital economy, smart cities in the province.

This shows the strong determination of the provincial leaders to create a breakthrough in digital transformation, considering this a very important driving force for development. In fact, in recent years, the Party committees and authorities of Nghe An province have focused on leading, directing, promoting the application of information technology, building e-government; implementing the Project to build e-government in Nghe An for the period 2011 - 2015, with a vision to 2025.

However, the results achieved have only laid the initial foundation for the digital transformation process. The construction of e-government, towards digital government, digital economy and digital society still has many limitations. The information network infrastructure of agencies and units in the province is still weak and not synchronous, especially in remote communes. People and businesses are still not interested in and using public service systems; the rate of online public services at level 4, the rate of online records at level 3 and level 4, the platform for data integration and sharing, shared databases, etc. have not reached the target.

Emphasizing the importance of issuing a Resolution on digital transformation, at the 5th Conference of the 19th Nghe An Provincial Party Committee, Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Chairman of the Provincial People's Council affirmed: Nghe An needs a resolution to strengthen leadership, direction, and allocation of resources for implementation; along with the support and assistance of the Ministry of Information and Communications so that Nghe An can catch up and achieve better results in digital transformation because this is an inevitable trend for the development process.
