Throughout the process of leading the revolution, our Party has always affirmed that the work of inspection, supervision and enforcement of Party discipline is one of the leadership functions and an important method to ensure the purity and strength of the Party, and to maintain the revolutionary and vanguard nature of the contingent of cadres and Party members.

Consistency in leadership

President Ho Chi Minh once emphasized:"Only by checking can we know the defects and fix them. Without checking, it is considered as no leadership."Inspection and supervision are not only important requirements in Party building work, but also decisive factors to ensure that all resolutions and policies of the Party are seriously and effectively deployed and implemented.

Practice shows that wherever Party committees attach importance to inspection and supervision work, there is a clean and strong Party organization, exemplary and united cadres and Party members who perform well their political tasks and meet the people's trust. On the contrary, wherever inspection and supervision are lax or taken lightly, violations and degradation can easily arise, even damaging the prestige of the Party organization and the people's trust. Therefore, it is necessary to continue to innovate and improve the quality, effectiveness and efficiency of inspection, supervision and Party discipline work. This is considered an important and regular task, closely linked to the requirements of comprehensive and synchronous Party building and rectification.

In the new context, when the country enters a period of rapid, sustainable development and deep international integration, the strong development of science and technology. In particular, the implementation of the 2-level local government model requires increasingly numerous tasks of inspection and supervision and also poses significant difficulties and challenges. It requires the work of inspection, supervision and Party discipline to strongly innovate in thinking, methods, content and organization of implementation, in order to improve effectiveness and efficiency, meeting the requirements of new tasks.

During the 2020 - 2025 term, with the attention and direction of the Central Committee, the close leadership of the Provincial Party Standing Committee, along with the efforts of Party committees at all levels, inspection committees and the entire political system. The Party's inspection, supervision and discipline work at the Nghe An Provincial Party Committee was deployed comprehensively and synchronously, closely following the requirements of Party building and rectification, closely linked with the local political tasks. Inspection and supervision activities achieved many outstanding results, affirming the indispensable role in strictly maintaining Party discipline and order, contributing significantly to the stability and development of the province.

Right from the beginning of the term, the Provincial Party Committee's Inspection Commission advised the Provincial Party Committee Executive Committee and the Provincial Party Committee Standing Committee to disseminate the Party's Charter, directives, resolutions, conclusions, regulations, decisions, and instructions of the Central Committee on inspection, supervision, and Party discipline work to Party committees, Party organizations, Inspection Commissions at all levels, cadres, and Party members; advised on the issuance of the Working Regulations of the 19th Provincial Party Committee's Inspection Commission, and at the same time developed an inspection and supervision program for the entire term; advised the Provincial Party Committee Standing Committee to issue 14 important documents to lead and direct inspection and supervision work; promptly directed Party committees and Party organizations at the grassroots level to concretize many guiding documents, ensuring consistency but in accordance with the characteristics of localities and units.

The review and summary of resolutions, directives and regulations on inspection and supervision work are regularly carried out, thereby promptly detecting and replicating good practices and recommending the Central Committee to adjust inadequate regulations. Thereby, it has created a positive change in the awareness, responsibility and actions of Party committees, Party organizations, cadres and Party members, especially leaders; helping Party committees, Party organizations and Inspection Commissions at all levels to grasp the regulations on inspection, supervision and discipline work of the Party, and enhance responsibility in leadership, direction and implementation.

Specific results

In recent times, Party committees at all levels have focused on inspecting Party organizations and Party members, achieving many outstanding results and improving quality. The entire Provincial Party Committee has inspected 8,821 Party organizations and 15,557 Party members, including 10,377 comrades who are Party committee members at all levels. Through inspection, it was concluded that 509 Party organizations and 897 Party members had shortcomings and violations, of which 9 Party organizations and 52 Party members were disciplined.

In particular, the inspection work when there are signs of violations has been focused on, with 149 Party organizations and 371 Party members inspected, thereby detecting and concluding that 122 organizations and 211 Party members have violated, and disciplining 6 organizations and 57 Party members. The content focuses on areas prone to negativity such as land management, finance, budget, public investment, and personnel work. Many pending, complicated and long-standing cases have been resolved, contributing to strengthening people's trust in the Party.

The Party Committee's supervision work was carried out synchronously, with innovation in both form and method. Party Committees conducted thematic supervision of 6,596 Party organizations and 12,629 Party members. Thereby, they switched to inspection when there were signs of violations of 30 Party organizations and 12 Party members. Regular supervision was conducted through many channels: Assigning Party Committee members to attend Party cell meetings, listening to periodic reports, and grasping public opinion, thereby promptly detecting outstanding issues. Many Party Committees also established steering committees to handle outstanding cases that caused public outrage, creating a clear change in solving problems at the grassroots level.

The inspection and supervision work of the Inspection Committees at all levels in the province has been deployed synchronously and drastically in recent times: Inspection Committees at all levels inspected 8,886 Party organizations on the implementation of inspection and supervision tasks and inspected 8,139 Party organizations on the implementation of Party discipline; inspected 1,864 Party organizations and 3,480 Party members when there were DHVP (including 1,980 Party members who were Party Committee members at all levels); supervised 5,090 Party organizations and 7,560 Party members, including 5,868 Party members who were Party Committee members; inspected Party finances of 1,239 Party organizations on budget revenue and expenditure, production and business, and inspected 7,460 Party organizations and 42,408 Party members on the collection, payment, management and use of Party fees; Inspect and supervise the declaration of assets and income of 568 party members; advise and resolve complaints according to authority against 04 party organizations and 107 party members.

Thereby, it has detected and strictly handled violations, strengthened discipline and order, enhanced internal solidarity, and contributed to warning, preventing and stopping violations by Party organizations and Party members, especially enhancing the responsibility of leaders of Party committees, Party organizations and cadres and Party members in leading, directing and performing assigned tasks, enhancing solidarity and unity in Party organizations.

In particular, the Provincial Party Committee's Inspection Commission has advised and directly handled many complicated and sensitive cases under the direction of the Central Government, related to large projects such as AIC International Progress Joint Stock Company, Thuan An Group Joint Stock Company, or land management in Cua Lo town, Nghia Dan district (old),... Contributing to affirming the Party Committee's determination in the fight against corruption and negativity.

However, the inspection, supervision and discipline work of the Nghe An Provincial Party Committee also revealed many difficulties and obstacles. The large area, complex terrain, and difficult transportation, especially in mountainous, remote and isolated areas, made the implementation of many inspections costly in terms of time and resources. The Covid-19 epidemic in the first years of the term also had a direct impact, forcing many inspections and supervisions to be adjusted, supplemented and changed. Resources for inspection work are still limited, the inspection staff at the grassroots level are mainly part-time, the policies and regimes are not suitable, while the workload is increasing. In particular, the application of information technology and digital transformation in inspection and supervision work is still limited, and a modern and synchronous database system has not been formed.

In addition to objective difficulties, there are also limitations stemming from subjective causes. Some Party committees, especially at the grassroots level, have not paid due attention to inspection and supervision work; inspection programs in some places have not focused on areas prone to negativity such as land management, public investment, and personnel work. Regular supervision work is still formal and not really thorough; urging the implementation of conclusions after inspection is not drastic, leading to low effectiveness. The detection of signs of violations is not proactive, many cases are only discovered when there are complaints or through the press, affecting the reputation of the Party organization.

A number of inspection officers lack courage, are not very combative, and are afraid of confrontation, leading to unsatisfactory results. The planning, training, and rotation of inspection officers have not received due attention, failing to create a team of officers that can meet the increasingly high demands in the new situation. The coordination between the Inspection Commission and a number of inspection, auditing, investigation, prosecution, and trial agencies is sometimes not tight, leading to slow handling of some cases.

In general, it can be affirmed that the inspection, supervision and Party discipline work of Nghe An in the 2020-2025 term has achieved many important results, contributing to building a clean and strong Party organization. However, the above difficulties, limitations and causes also indicate that the inspection and supervision work still needs to be strongly innovated in both methods and implementation organization, in order to further improve effectiveness and efficiency, meeting the requirements of tasks in the coming period.

To meet the requirements of the tasks in the context of the country entering a period of rapid development, determined to implement the resolutions of the Party Congresses at all levels. The work of inspection, supervision and Party discipline needs to continue to be strongly, comprehensively and synchronously innovated and needs to focus on implementing the following solutions:

First,Continue to thoroughly grasp, disseminate and implement the regulations, conclusions and instructions of the Politburo, the Central Inspection Commission, the Provincial Party Committee, the Provincial Party Committee Standing Committee on inspection, supervision and Party discipline enforcement so that Party committees at all levels, Party organizations, cadres and Party members fully and deeply understand the requirements and tasks of inspection, supervision and Party discipline enforcement for Party and country building work in the current period. Especially the requirements of the role, mission and leadership methods of the Party to develop the country in the new period.

Innovate propaganda work on mass media; use appropriate forms to propagate and popularize the Party's inspection, supervision and discipline work; closely combine traditional propaganda forms (publishing books, newspapers, reporting news and articles in the press) with propaganda work on digital environment: Open specialized pages and columns on electronic information systems, social networks, software and applications of the Party, State, agencies and units.

Regularly exchange, disseminate and widely propagate to Party organizations and Party cadres and members about typical violations, lessons learned through the Party's inspection, supervision and discipline work; limitations and inadequacies in mechanisms and policies; loopholes and shortcomings in management work that have been pointed out through inspection and supervision work and solutions to overcome and prevent to help Party organizations and cadres and Party members clearly understand the violations that need to be avoided, in order to raise awareness and responsibility of Party committees, Party organizations and cadres and Party members. At the same time, propagate and widely replicate typical factors, good experiences, creative and effective ways in inspection and supervision work.

Monday,It is necessary to innovate the content and methods of inspection and supervision, ensuring comprehensiveness but with focus and key points, concentrating on inspection and supervision in areas and fields where violations are likely to occur, new issues, emerging pressing issues, and issues of public concern. Expand and improve the effectiveness of supervision work, focus on regular supervision, proactively grasp the situation of activities of Party committees, Party organizations, Party members, especially leaders, managers and heads at all levels, sectors, localities, agencies and units; promptly detect, prevent from afar, from the beginning, resolve arising problems early, not allowing small violations to accumulate into major violations.

Innovate the inspection and supervision process, focus on innovating and improving the inspection, supervision and disciplinary enforcement process to promptly detect early and prevent violations by Party organizations and Party members. Issue inspection and supervision processes of Party committees, Party organizations and Inspection Committees at all levels to ensure regulations and compliance with reality. Timely develop and issue a system of forms and documents for professional inspection and supervision work of Party committees, Party organizations and Inspection Committees at all levels.

Tuesday,Breakthrough in digital transformation, comprehensive modernization of the Party Inspection sector. Build and complete a synchronous and secure digital infrastructure: Coordinate with the Provincial Party Committee Office and relevant agencies to review and upgrade the network infrastructure system, servers, data centers, ensuring smooth, safe and secure connection from the Provincial Party Committee's Inspection Commission to the grassroots-level Inspection Commission; Fully equip computers, peripheral devices, online meeting equipment... for inspection officers at all levels, meeting the requirements of working in a digital environment.

Deploying specialized software, applications and databases: Synchronously deploying shared systems: Focusing on exploiting and effectively using the Document Management and Operation System (iCPV-Office), the system for managing petitions, complaints, denunciations, electronic party member handbooks, etc. deployed by the Central and Provincial Party Committees. Comprehensively digitizing data: Developing a detailed plan, organizing the implementation of digitizing all records of inspections, supervisions, party discipline; records of handling denunciations and complaints; records of inspection officers... according to the set roadmap. Data must ensure the principle of "correct, sufficient, clean, alive". Building a centralized database: Forming a database on inspection, supervision and discipline work of the Provincial Party Committee, integrating data from different sources (data on party members, on asset declarations, on complaints, denunciations...).

Focusing on building a team of inspectors who must be people with strong political will, pure in ethics and lifestyle, absolutely loyal to the Party, have a high fighting spirit, be impartial and objective, and not be subject to any pressure, temptation, or interference. Continue to rotate leaders and managers between the Inspection sector and other sectors and between levels to comprehensively train and develop staff. Research and propose appropriate remuneration policies and regimes to motivate and attract young and talented staff to work in the Inspection sector. Organize training and fostering for source staff, leaders and managers at all levels. Maintain regular and specialized training courses on inspection and supervision skills, analysis, evaluation and information synthesis skills. Focus on comprehensive training and fostering of inspection expertise, knowledge of economics, law, construction, finance... and especially digital skills and data analysis skills.

Thursday,Improve the effectiveness of coordination between Party committees, Inspection Committees and relevant units in performing inspection and supervision tasks. Advise and develop regulations and rules for coordination between agencies and units, clearly defining the functions, tasks and powers of each agency when performing inspection and supervision tasks. The coordination mechanism ensures strictness, clearly defines information channels, information exchange processes, and coordination forms (regular meetings, ad hoc meetings, document exchanges, and dispatching of coordination staff). Ensure the principle of "proactiveness - combat - education - effectiveness" in all coordination activities. Diversify coordination forms. Regularly organize briefings and thematic conferences. When necessary, organize working sessions to exchange information or establish interdisciplinary working groups to resolve complex and sensitive cases.

Regularly and proactively report and ask for instructions from higher-level vertical agencies to receive timely guidance and support in terms of expertise, skills, human resources and means. Pay attention to the work of periodically evaluating, summarizing and summarizing the coordination work between the Provincial Party Committee's Inspection Committee and agencies and units; at the same time, direct the summarizing and summarizing of the inspection committee with the branches, agencies and units at lower levels to evaluate the effectiveness, promptly adjust difficulties and shortcomings, and draw lessons so that the regulations are increasingly perfected and more suitable to reality.

The Party's inspection, supervision and discipline work is an important part of the Party's building and rectification work, a leadership function and a method to ensure the Party's purity, strength and fighting strength. In the context of our country entering a new stage of development, deep international integration, strong digital transformation and implementation of a two-level local government model, the inspection and supervision work is of key significance, contributing to both prevention and deterrence, and timely detection and handling of violations, strictly maintaining Party discipline and order.

Innovation in thinking, content, methods, and ways of organizing and implementing inspection and supervision is both an objective requirement and a political task, an inevitable requirement to improve effectiveness and efficiency, contributing to building a clean and strong provincial Party Committee, consolidating people's trust, creating motivation to successfully implement socio-economic development goals, ensuring national defense and security, and striving to implement the goals set out in the Resolution of the 20th Provincial Party Congress.
