All 130 communes and wards in Nghe An completed 100% of the criteria for promoting interconnected and synchronous digital transformation.
On the afternoon of September 24, the Government's Steering Committee on Science, Technology, Innovation, Digital Transformation and Project 06 held its 4th meeting. Comrade Pham Minh Chinh - Politburo member, Prime Minister, Head of the Steering Committee chaired.

Will present specific policies to support science - technology, innovation and digital transformation
To concretize Resolution 57 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation, Nghe An has concretized a total of 65 targets and 102 specific tasks; of which 45 targets and 82 tasks need to be completed by 2025.
Up to now, Nghe An has completed and exceeded 39/65 targets, including 29/45 targets for 2025. Regarding tasks, the province has completed 38/102 tasks, of which 35/82 tasks were completed in 2025.

In particular, in the third quarter of this year, after operating the two-level local government, Nghe An has resolutely implemented its tasks. This is clearly demonstrated by issuing leadership and direction documents, strengthening inspection and supervision at the grassroots level, and maintaining 24/7 online support from provincial officials and civil servants to the commune level.
Therefore, implementing the Plan of the Central Steering Committee on science, technology development, innovation and digital transformation to promote interconnected, synchronous, fast and effective digital transformation to meet the requirements of restructuring the political system, at the provincial level, Nghe An has completed 22/23 tasks; at the commune level, by September 8, the Central Command Committee officially confirmed that 130/130 communes and wards had completed 16/16 criteria of phase 1, ranking 4th nationwide.
Nghe An is also focusing on promoting digital transformation in Party agencies and the Provincial Fatherland Front Committee. In 2025 alone, 43 tasks were assigned, of which 7 have been completed, 8 are being regularly implemented and 16 others are being deployed.
In addition, the province focuses on synchronously implementing many solutions to perfect institutions and policies; develop digital infrastructure and digital services, startup ecosystem, and develop high-quality human resources to meet the requirements of science and technology development, innovation and digital transformation.

In particular, the Provincial People's Committee is drafting two important resolutions to submit to the People's Council for consideration and promulgation: One on specific policies to support science - technology, innovation and digital transformation in the 2026 - 2030 period; one on policies to attract and promote talents working in agencies, organizations and units of the Party, State, Fatherland Front and socio-political organizations of the province.
If passed, this will be an important legal basis to attract high-quality human resources, effectively serving the tasks of science and technology development, innovation and digital transformation at all levels.

Concluding the Conference, Prime Minister Pham Minh Chinh acknowledged the achievements in science and technology development, innovation, digital transformation and implementation of Project 06 in recent times; at the same time, pointed out a number of shortcomings and limitations, clarifying both objective and subjective causes.

Regarding the work in the coming time, the Prime Minister emphasized the motto of action: "Accelerate, break through; be proactive, effective; be timely, synchronous; be connected, interconnected; have safe information; and be enjoyed by the people".
The target by the end of this year, the Head of the Government Steering Committee requires that unfinished tasks must be urgently completed, and completed tasks need to continue to improve efficiency. In particular, strive to resolve 80% of administrative procedures on the digital platform by the end of 2025; ensure smooth, synchronous and effective operation of the government at 3 levels: Central, provincial and grassroots.

In particular, the Prime Minister emphasized 6 key groups of tasks. First of all, all ministries, branches and localities must focus on completing the database in the fourth quarter of 2025, with the requirements of "correct, sufficient, clean, alive", unified and shared from the central to the grassroots.
Along with that, we need to perfect the institutions in the direction of openness, development creation, serving the people, associated with submitting 8 draft laws to the National Assembly at the upcoming session and promptly issuing sub-law decrees.

The Prime Minister also requested localities to proactively coordinate with ministries and branches to complete a seamless, modern, and shared digital infrastructure, especially in communes, wards, and special economic zones; at the same time, arrange enough human resources for digital transformation, especially at the grassroots level. In that spirit, it is necessary to promote the "Digital Literacy for All" movement; Community Digital Technology Teams must "go to every alley, knock on every door, check every person", and provide guidance to "eliminate illiteracy" about digital transformation among the people.

Along with that, the Prime Minister emphasized the task of ensuring database security and safety anytime, anywhere, for all subjects; at the same time, completing tools to measure, monitor and evaluate the implementation results of ministries, branches and localities according to KPI index, no later than September 2025.
