To continue to engrave, honor and spread the great cultural and spiritual values, glorious historical and revolutionary traditions of Nghe An homeland, today, Nghe An province solemnly organizes the 995th Anniversary of the Title of Nghe An.(1030 - 2025), 95 years of the Soviet movement - Nghe Tinh(1930 - 2025)and received the special national monument ranking.

On behalf of the Provincial Party Committee - People's Council - People's Committee - Vietnam Fatherland Front Committee of the province, I would like to respectfully send to the leaders, former leaders of the Party and State, revolutionary veterans, heroic Vietnamese mothers, and all delegates, compatriots and comrades my best regards and best wishes!

Hundreds of thousands of years ago, from the dawn of history, Nghe An land was the place that marked the first footsteps of ancient Vietnamese people with archaeological evidence, from Tham Om site to Doi Dung, Doi Rang; from Quynh Van to Lang Vac... affirmed the presence and great contribution of Nghe An community - an inseparable part to the formation of the first culture and civilization of a unified Vietnam.

According to historical data, Nghe An used to belong to Viet Thuong country. Through ups and downs, this land has had many different names such as: Hoai Hoan, Cuu Chan, Cuu Duc, Nhat Nam, Hoan Chau. In 1030, King Ly Thai Tong decided to change the name of Hoan Chau to Nghe An Chau.

The name "Nghe An" is not only an administrative name but also an affirmation, a message of faith in a peaceful and prosperous land, becoming a familiar and affectionate name associated with the heroic history of the nation and existing deeply in the minds of generations of Nghe An people to this day.

Having gone through nearly 10 centuries under the name of Nghe An, this land has witnessed and participated in every step of the nation's transformation. With its back against the majestic Truong Son range, facing the vast East Sea, being the "fence" and "important town" of the nation, Nghe An is a land of strategic importance in politics and military, the "key of dynasties", "advancing with offensive power, retreating with defensive power", so many ancient dynasties often relied on this land to fight the enemy, protect the country and build great achievements.

In 722, Mai Thuc Loan raised the flag of the Hoan Chau uprising, establishing the independent and autonomous Van An country. In the early days of the uprising, King Binh Dinh Le Loi chose Nghe An as a place to seek great achievements. In the 18th century, the hero Quang Trung - Nguyen Hue also chose this land, with the aspiration to build a Phoenix Central Capital that would be famous forever.

During the Ho Chi Minh era, the steadfast and indomitable people of this land created a famous Nghe Tinh Soviet and a solid rear base, sparing no blood and bones to support the frontline with human and material resources during the two resistance wars against the French and the Americans to create the glorious Ben Thuy, Cau Cam, Truong Bon... that live forever in the history of the country.

From hardship, the source of patriotism and indomitable will has penetrated deep into the veins of each citizen, creating a unique "Nghe quality": Diligence, resilience, indomitability, loyalty, and affection. This land has produced and nurtured talented people, national heroes who have brought glory to the country such as Emperor Quang Trung - Nguyen Hue, patriot Phan Boi Chau, General Secretary Le Hong Phong and especially President Ho Chi Minh - Hero of national liberation, Outstanding cultural celebrity, who has brought glory to our nation, our people, our country.

The tradition of studiousness has made Nghe An a land of mandarins. The cultural sources, the rustic yet profound Vi and Giam folk songs, honored by UNESCO as a representative intangible cultural heritage of humanity, are the voice and soul of the people of Nghe An.

Over the past 995 years, we have preserved, created, cultivated and crystallized beautiful cultural and spiritual values. The name Nghe An, therefore, has become a source of pride, a symbol of the will, determination and aspiration to rise of many generations.

Dear compatriots and comrades!

In the years 1930-1931, when the whole nation lived in the dark night of slavery under the colonial and feudal yoke, under the leadership of the Party, the Nghe Tinh worker-peasant class "stood up first" to ignite their will and patriotism into a bright revolutionary flame, going down in the history of the nation with the name "Soviet - Nghe Tinh". Although it only existed for a short time, the Nghe Tinh Soviet is an immortal symbol of revolutionary heroism, a strong testament to the strength of the great solidarity of workers and peasants under the leadership of the Party; the spirit of "dare to think, dare to do, dare to fight", not accepting slavery, determined to regain independence and freedom. The Nghe Tinh Soviet was the first general rehearsal, the heroic epic that preceded the great victory of the August Revolution in 1945.

During this climax, the colonial-feudal government crazily suppressed, imprisoned 6,681 people and killed about 1,500 people at Vinh Prison - one of the most important prisons established by the French colonialists in Indochina, after Hoa Lo (Hanoi), Kham Lon (Saigon) and Thua Phu (Hue), which is also the place where we are holding the ceremony today, where the Soviet-Nghe Tinh Museum is located, one of two historical museums in the country that Uncle Ho wrote the "Preface"(on February 3, 1964), has become a red address for educating revolutionary traditions, to further enhance the heroic symbol of Uncle Ho's homeland.

95 years have passed but the Soviet heritage of Nghe Tinh still retains its value with traces preserved in this revolutionary homeland. To acknowledge, honor and promote traditional values, today, Nghe An province is pleased to receive the Prime Minister's Decision to rank the special national monument "Places marking the Soviet Movement - Nghe Tinh"(1930 - 1931), with 9 typical component relic sites in the whole province(Ben Thuy Junction, Vo Liet Communal House,The place where the French army massacred the struggle on September 12, 1930,Grave of Soviet martyrs of Nghe Tinh who died on November 7, 1930,The place where 72 Soviet soldiers from Nghe Tinh were executed,Eight-Roofed Communal House,Trung Temple,Luong Son Communal House,Revolutionary base during the Nghe Tinh Soviet period in 1931 (Mr. Vi Van Khang's house)).

Proud of the past, we are more deeply aware of our responsibility for the present and the future. Promoting the glorious tradition, in recent years, the Party Committee, government and people of Nghe An have united, strived to overcome all difficulties and challenges, achieved comprehensive and proud achievements, the economy and society have increasingly developed steadily, always maintaining a high growth rate. The appearance from urban to rural areas is increasingly civilized and modern. The people's lives have been gradually improved significantly.

Culture, society, education, and health have many bright spots and remarkable progress. National defense and security have been maintained, social order and safety have been ensured. Party building and the political system have been strengthened. These achievements are the crystallization of tireless efforts, vivid evidence of the creative application of the spirit of the past to today's construction. That is the forging of the good traditions of our ancestors, the "Nghe quality", the Soviet spirit in the new era.

The new era, new opportunities are opening up, the road ahead is opening up for Nghe An both opportunities and challenges; to fulfill President Ho Chi Minh's will to make Nghe An a prosperous province of the country, the cadres, party members and people of the province will uphold the spirit of solidarity, overcome difficulties, be proactive and creative, promote the patriotic emulation movement, and be determined to successfully complete the set targets, goals and tasks.

The 995th anniversary of the Nghe An title and the 95th anniversary of the Nghe Tinh Soviet movement affirms an important milestone; we respectfully express our deep gratitude to our predecessors who have contributed to the development of Nghe An land; forever remember the great contributions of the great President Ho Chi Minh, the revolutionary predecessors, the heroic martyrs, generations of compatriots and comrades who fought bravely and sacrificed to regain independence, protect and preserve every inch of the sacred land of the Fatherland and homeland; We would like to express our gratitude to the Vietnamese Heroic Mothers; Heroes of the People's Armed Forces, Heroes of Labor; provincial leaders through the periods; revolutionary veterans; Comrades, war invalids, sick soldiers, families of martyrs, families with meritorious services to the country, war veterans, former youth volunteers, cadres and soldiers of the armed forces, businessmen and people from all walks of life in the province, Nghe An children at home and abroad have devoted their strength, talent and intelligence to the glorious revolutionary cause of the Party and the development of the province.

On this occasion, on behalf of the Party Committee and people of the province, I would like to express my deep gratitude to the Party Central Committee, the National Assembly, the Government, comrade Nguyen Sinh Hung and comrade Mai Van Chinh; the departments, ministries, branches, central agencies, localities and units that have given their affection, attention and valuable help to Nghe An throughout the past revolutionary journey; I hope that in the coming time, we will continue to receive more attention, support and help from you.
