Vinh - Thanh Thuy Expressway is 60 km long, expected to be constructed from 2026 and put into operation in 2029.

On the evening of September 10, the State Steering Committee for important national projects and works, key to the Transport sector, held its 20th meeting. Comrade Pham Minh Chinh - Politburo member, Prime Minister, Head of the Steering Committee chaired the meeting.

The meeting was held in both direct and online formats. Comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired at the Nghe An Provincial People's Committee bridge point.

Focus on implementing 2 key projects

Currently, the important national and key projects of the Transport sector in Nghe An province include two projects: High-speed railway on the North-South axis (Nghe An province carries out site clearance work for the section passing through the area) and investment in the construction of the Vinh - Thanh Thuy expressway.

The North-South high-speed railway project through Nghe An province is 85.5 km long, passing through 18 communes and wards. The main station is Vinh Station in Hung Nguyen commune. To implement the project, it is necessary to clear over 519 hectares of land, with a cost of about 6,397 billion VND.

The entire route affects about 2,150 households, of which 1,942 households must be resettled. The province plans to build 30 resettlement areas with an area of ​​about 102.69 hectares, costing nearly 1,450 billion VND.

The Prime Minister has assigned the People's Committee of Nghe An province as the managing agency for the Vinh - Thanh Thuy expressway construction investment project.

The project has a starting point connecting to Dien Chau - Bai Vot expressway at Hung Tay intersection in Hung Nguyen commune, the end point connecting to Thanh Thuy Border Gate Economic Zone, 60 km long.

According to the plan, the project has a scale of 6 complete lanes, design speed of 100 km/h (difficult sections 60 - 80 km/h).

However, based on forecasting transportation demand and balancing resources, the first phase of the project proposes to invest in a complete 4-lane scale.

Bridges and roadbeds at special locations are still built on a 6-lane scale, and site clearance is carried out within the 6-lane area.

The total preliminary investment for this expressway is about 23,950 billion VND; the project is expected to start construction in 2026 and be put into operation in 2029.

At the meeting, Chairman of Nghe An Provincial People's Committee Le Hong Vinh reported on the progress of the projects, especially emphasizing the Vinh - Thanh Thuy Expressway Project. To implement the project, it is necessary to reclaim about 182 hectares of protective forest land.

According to regulations, the recovered area of ​​over 100 hectares must be considered and decided by the National Assembly. Currently, the Provincial People's Committee has submitted a report to the Prime Minister on the project's pre-feasibility study report, requesting the establishment of an appraisal council as a basis for completing procedures and submitting to the National Assembly for decision on the investment policy.

Early appraisal of Vinh - Thanh Thuy Expressway Project

In his concluding remarks, Prime Minister Pham Minh Chinh emphasized: With the spirit of doing everything for the country, homeland and people, saying must do, committing must be carried out, all levels and sectors focus on completing key projects as soon as possible.

From now until the end of 2025, there are only 4 months left, the entire system must be determined to complete the set goals: Disburse 100% of public investment capital, achieve economic growth of 8.3 - 8.5% to create momentum, create force, create position towards the target of double-digit growth in the next term.

The Prime Minister affirmed: Nothing is impossible, the issue is determination, decisiveness, acceleration, breakthrough and boldness in handling work; daring to think, daring to do, daring to take responsibility, all for the Fatherland, the people and the development of the country.

The head of the Government requires that thinking must always be innovative, determining the spirit of proactive attack, decisive action, finishing each task; at the same time, strictly implementing the policy of decentralization and delegation of power; localities must be proactive in their own tasks, especially site clearance and supply of raw materials...

Regarding Nghe An, after receiving the report of the provincial leaders and the opinions of the Government Office and the Ministry of Finance related to the Vinh - Thanh Thuy Expressway Project, the Prime Minister assigned relevant ministries and branches to urgently appraise it; at the same time, complete the necessary procedures, ensuring completion before December 2025 to promptly implement the project.
