What are the penalties for motorcycles entering the highway?

From 2025, driving a motorbike on a highway will be subject to severe penalties as stipulated in Government Decree No. 168/2024/ND-CP. Specifically, drivers of motorbikes, mopeds, or similar vehicles who intentionally travel on highways will be fined from VND 4,000,000 to VND 6,000,000.
In addition to administrative penalties, violators also face supplementary sanctions, including the suspension of their driver's license for 3 to 5 months and the temporary seizure of the offending vehicle for up to 7 days. This is one of the strict penalties applied to deter and minimize dangerous traffic violations.

Notably, according to Clause 13, Article 7 of the Decree, this offense will also result in a deduction of 6 points from the driver's license. This is an important new point in the traffic penalty mechanism from 2025, when the point management system on driver's licenses is officially implemented. Once the maximum number of points is deducted, the driver will have to retake the driving test to have their license reissued.
Riding a motorbike on a highway is not only a violation of the law but also poses a serious safety risk. Highways are designed exclusively for cars and other eligible motorized vehicles traveling at high speeds. Motorbikes using these highways can cause serious accidents for both the rider and other vehicles.
