Speed ​​up the exchange of party membership cards, standardize data, and promote digital transformation in the Party

Implementing the direction of the Central Organizing Committee, the Ministry of Public Security and the Nghe An Provincial Party Committee, in recent times, Party committees at all levels have actively coordinated with functional forces to synchronously deploy steps to exchange party membership cards throughout the province. This is a particularly important political task, and at the same time an important milestone in standardizing party member data, contributing to building an increasingly regular, modern and transparent Party organization.

Efforts to standardize party member data

Nghia Dan Commune Party Committee with 49 Party organizations and 1,209 Party members is one of the first units to organize the exchange of Party membership cards in the entire Party Committee of the commune.

Accordingly, the Party Building Committee and the Commune Police actively coordinated to carry out the task of exchanging party membership cards from August 9, 2025.

The implementation is carried out in steps such as declaring information, entering data, taking photos, checking and comparing information, signing to confirm information and sending confirmed information to the Central Organizing Committee. In order for the work to be implemented smoothly, scientifically and synchronously, Nghia Dan Commune Police have strengthened and arranged means, machinery, and built hourly schedules for each Party organization.

By August 21, Nghia Dan commune had completed 100% of the data collection for exchanging party membership cards. The new point of this card exchange is that the issuance and exchange of party membership cards is carried out on the basis of the National Population Database; this is a fundamental innovation in the method of party membership management, shifting from manual file processing to digital technology application, ensuring accurate, synchronous and easy-to-look-up information.

In Mon Son commune, determining that the work of issuing and exchanging chip-embedded party membership cards, using a unified national identification number (replacing the old party membership card) is an important political task, the Commune Police coordinated with the Commune Party Building Committee to speed up the process of issuing and exchanging party membership cards for 40 party cells with 825 party members in the commune.

Accordingly, from August 14th until now, the officers and soldiers of the Commune Police have been working continuously, including after-hours and without days off, with the determination to complete the peak period of issuing party membership cards. Up to now, the implementation of collecting data files to exchange party membership cards in Mon Son Commune has reached a rate of about 80%.

At the Department of Administrative Management of Social Order - Provincial Police, the working atmosphere is always urgent.

Every day, hundreds of party members (from party cells, party committees of agencies and units at the provincial level) come to do the procedures.

The process is streamlined: From receiving documents, taking photos, comparing information to verifying on the system, everything is done quickly and accurately.

Lieutenant Colonel Nguyen Cong Dung - Deputy Head of the Social Order Administrative Management Police Department said that immediately after receiving the plan from the Provincial Police leaders, the unit established many teams to receive documents, deployed them simultaneously at units, purchased equipment, installed software on hundreds of computers, and assigned specific tasks to each commune-level police unit.

The staff and soldiers all worked in "3 shifts, 4 shifts", including Saturday and Sunday to keep up with the schedule.

As of August 26, 2025, Nghe An Provincial Police have deployed the collection of party membership card exchange data records at a rate of more than 70%.

To ensure progress, not only should we arrange a reasonable schedule for receiving party membership card renewal applications, but we should also divide them into each party cell to ensure scientific results, avoid backlogs, and reduce waiting time for party members.

At the same time, take advantage of overtime in the evenings and on Saturdays and Sundays. Many localities have proactively deployed home visits for special cases.

Typically, in Quynh Luu commune, where there are 109 grassroots Party organizations with 3,327 Party members, the Commune Police force has closely coordinated with the Party Building Committee, organized extensive propaganda to each Party cell, and at the same time, reviewed and compared personal information with the National Population Database to ensure absolute accuracy.

The entire process of issuing and exchanging party membership cards is carried out on the basis of the national population database, using personal identification codes for authentication, ensuring centralized and unified information management, without errors.

The Commune Police force has also proactively deployed many flexible measures, prioritizing sending officers with full equipment and specialized vehicles to the homes of elderly party members, those with poor health, and those with difficulty traveling in the commune to issue and renew party membership cards.

Party member Chu Trong Quynh, 96 years old, Party Cell 5 Quynh Dien, Quynh Luu Commune emotionally said: “Due to my old age and poor health, traveling is very difficult for me. Thanks to the care and help of the Commune Police comrades, I have completed all the procedures to change my Party membership card right at home. This is a meaningful work, showing the affection and responsibility of the organization and the Police force towards veteran Party members.

Captain Tran Thi Thanh Nga - Deputy Chief of Police of Quynh Luu Commune, Nghe An shared: There are about 70 cases of veteran party members, old and weak, whose homes were directly visited by Commune Police officers to help with procedures.

By August 24, 2025, the unit had completed the work of collecting data files to exchange party cards for 100% of party members of the Commune Party Committee according to the set targets, progress, and requirements.

Similarly, in Anh Son commune, implementing the direction of the Provincial Police Party Committee and Anh Son Commune Party Committee, the Commune Police force has proactively and actively issued and exchanged party membership cards for more than 1,800 party members operating at the Party Committees, grassroots Party cells under the Commune Party Committee and Party cells headquartered in Anh Son commune, ensuring accuracy, compliance with technical procedures and Party regulations.

In particular, through review, it was found that in the locality there were many cases of party members who were old and weak, had difficulty in traveling, and could not go directly to the Commune Police's citizen reception office to carry out procedures for issuing and exchanging party membership cards. Anh Son Commune Police directed and assigned officers and soldiers to go directly to the homes of old and weak party members who had difficulty traveling to carry out procedures for issuing and exchanging party membership cards.

Bringing services to homes not only demonstrates the sense of responsibility and dedication of the Commune Police force, but also contributes to spreading the image of closeness and service to the people.

The change of electronic party membership cards is an important step demonstrating the spirit of innovation and dynamism of grassroots party organizations in adapting to the digital age. In Directive No. 51-CT/TW (dated August 8, 2025) of the Secretariat on exchanging party membership cards, it is required that "Implementing the exchange of party membership cards must be associated with the enhancement of information technology application, synchronized with the party member database to improve the effectiveness of party member management, meeting the requirements of innovating the Party's leadership methods in the new period".

The Secretariat also assigned the Central Organizing Committee to coordinate with the Central Public Security Party Committee and relevant agencies to build party member data to serve the work of exchanging party membership cards to be completed before September 2.

Therefore, to complete the task on schedule and with quality, the requirement is the synchronous participation and responsibility of the entire political system - from the Party Committee of the commune, ward, agency, unit to each affiliated Party cell, from specialized cadres to support forces at the grassroots level.

Not only must it be implemented quickly, but it must also be done correctly, ensuring that each party member has convenient access, each piece of information is thoroughly checked, and each piece of data is processed accurately.

In addition, each party member also needs to be aware of their sense of responsibility, fulfill their obligation to declare information, and be ready to cooperate so that the card issuance and exchange process can take place smoothly and effectively. Thereby, contributing to the modernization of party member management, towards building an increasingly disciplined, modern, and strong party organization.
