Today, I, along with the comrades in the Provincial Party Standing Committee, leaders of the provincial departments and branches, are very happy and excited to attend the 1st Congress of Delegates of the Provincial Party Committees, term 2025 - 2030.

On behalf of the Provincial Party Standing Committee, I would like to send to all delegates, distinguished guests, and 194 official delegates representing 1,363 party members of the entire Provincial Party Committee and Party Agencies my warmest greetings and best wishes. Dear Congress!Dear comrades!

Looking back at the 2020 - 2025 term, we carried out our tasks in a difficult and challenging context; the Covid-19 pandemic and natural disasters caused unprecedentedly severe consequences; with great openness, the economy of our country and province was directly affected by global political, economic and trade developments.

In that context, the Party Committee, government and people of Nghe An province have promoted the spirit of solidarity, high determination, great efforts, drastic actions, striving, overcoming difficulties and achieving many important and quite comprehensive achievements with many outstanding highlights. In that common achievement, there are very important contributions from organizations, cadres and party members in the Party Committee and Party agencies of the province.

I highly agree with the content of the Political Report of the Party Executive Committee presented at the Congress. Although newly established (February 2025), the Party Committee of the Provincial Party Agencies has made many efforts to successfully complete the assigned tasks, creating important changes in leadership, direction of the implementation of political tasks and Party building of the subordinate Party Committees, with some of the following outstanding results:

The first is:The Party Committee has focused on leading and directing the drastic implementation to complete on schedule, ensuring the quality of the arrangement and streamlining of the Party Committee's apparatus and affiliated grassroots Party organizations. Including the rearrangement of the Party organization in the Party Committees: Provincial Party Committee's Propaganda and Mass Mobilization Department, Provincial Fatherland Front Committee; in Nghe An Newspaper, Radio and Television, Provincial People's Procuracy and Provincial People's Court.

The second is:The Party Committee has directed Party committees at all levels and grassroots Party organizations to closely coordinate with agencies and units to successfully complete professional tasks, contributing to the successful implementation of socio-economic, defense-security and Party building goals of the Provincial Party Committee for the 2020-2025 term.

Specialized agencies advising and assisting the Provincial Party Committee, the National Assembly Delegation and the Provincial People's Council have effectively led the implementation of advisory work for the province and the Central Government to issue many strategic policies and guidelines on the construction and development of Nghe An province in the new period.

The Provincial Fatherland Front has effectively led the implementation of its role in gathering people from all walks of life, ensuring unity in ideology and action in implementing the Party's guidelines and policies and the State's laws. It has been a pioneer in emulation movements and campaigns, contributing to improving the material and spiritual life of the people, promoting democratic values, and actively contributing to the cause of innovation and development of the province.

Judicial agencies have led the implementation of prosecution, trial, and timely resolution of cases, contributing to protecting the legitimate rights and interests of citizens and organizations, ensuring fairness, justice, and social order and discipline in the area.

Third is:The Party Committee has proactively advised, thoroughly grasped and implemented the major resolutions of the Politburo, including 4 key resolutions: Resolution No. 57 on breakthroughs in science and technology development, innovation and national digital transformation; Resolution No. 59 on international integration in the new situation; Resolution No. 66 on innovation in law-making and enforcement to meet the requirements of national development in the new era; Resolution No. 68 on private economic development.

The fourth is:The implementation of Resolution No. 4 of the Central Committee (term XI, XII), Conclusion No. 21 of the Central Executive Committee, term XIII on Party building and rectification and the political system, Conclusion No. 01 on continuing to implement Directive No. 05 of the Politburo has been carried out seriously, responsibly, proactively, promptly with many creative and effective ways, contributing to gradually preventing and repelling the degradation of political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation" in a number of cadres and party members, creating a positive spread and change throughout the Party; the responsibility to set an example and the exemplary vanguard role of cadres and party members, especially leaders, have been promoted.

The results achieved have demonstrated the great efforts, determination, solidarity and unity of the Party committees and grassroots organizations of the Provincial Party Committee and Party Agencies. On behalf of the Provincial Party Committee Standing Committee, I acknowledge, commend and warmly congratulate the achievements that the Provincial Party Committee and Party Agencies have achieved in the past time.

Dear Congress!

I appreciate the seriousness and openness of the Party Executive Committee of the Provincial Party Agencies in frankly acknowledging the shortcomings and limitations through the Political Report and Review Report submitted to the Congress. I request that the Congress continue to promote democracy, focus on intelligence, discuss and analyze more clearly the shortcomings, shortcomings and causes; especially subjective causes.

On that basis, propose practical and highly feasible tasks and solutions to thoroughly overcome limitations, creating a clearer, faster, more effective and more sustainable shift in the new term.

The Party Committee of the Provincial Party Agencies includes the grassroots Party Committees in the Party agencies, the National Assembly Delegation and the Provincial People's Council, the Fatherland Front Committee, provincial-level mass organizations, and the Judicial agencies. The Party Committee plays a key role in advising, orienting, and implementing the policies and guidelines of the Party and the State; the policies and resolutions of the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee. Therefore, the effectiveness of the Party Committee of the Provincial Agencies will determine the quality of governance of the two-level government in the entire province.

Entering the new stage, the requirements and tasks set for the Party Committee and Provincial Party Agencies are very large, especially the goal of"Enhancing the leadership capacity and fighting strength of party organizations and party members, contributing to building Nghe An into a prosperous province of the country".requires great effort and determination, promoting the combined strength and intellectual capacity of each cadre and party member, to strive to excellently complete political tasks.

During the preparation process for the congress, I and my comrades in the Provincial Party Committee Standing Committee gave our opinions on the contents presented at today's congress, especially the directions, goals, and main tasks for the coming term. The Party Committee Standing Committee has seriously absorbed and completed the draft documents.

At today's congress, I would like to emphasize some important contents for the Congress to study, discuss and decide.

The first:With its particularly important role and position, the Party Committee of the Provincial Party Agencies needs to focus on improving the leadership capacity, fighting strength, and promoting the role of the political nucleus of the grassroots party organizations. Each grassroots party organization needs to perform its tasks well according to the provisions of the Party Charter, especially the work of political and ideological education for cadres and party members; protecting the Party's ideological foundation; the work of protecting internal politics and the work of self-inspection and supervision, creating substantial and comprehensive changes in each grassroots party organization and the entire Party Committee.

The Party Committee needs to take the lead in implementing the Central Resolution 4 (term XI, XII), Conclusion No. 21 of the Central Executive Committee, term XIII on Party building and rectification and the political system with high political determination, resolutely and persistently fighting to prevent and push back the degradation of political ideology, morality, lifestyle, and manifestations of"self-evolution", "self-transformation"internally

Further promote the study and follow of Ho Chi Minh's ideology, morality and lifestyle, multiply typical examples, so that the study and follow of Uncle Ho spreads to the cadres and party members in the entire Party. Continue to strictly implement, creating strong changes in the work of preventing corruption, waste and negativity.

Monday:The Party Committee of the Provincial Party Committee agencies needs to lead and direct the subordinate Party Committees and Party cells to innovate the content and methods of leadership in the direction of streamlining, compactness, flexibility, and synchronous coordination between levels and sectors, in line with the reality of each field and locality. Improve the capacity of research and timely advice to the Provincial Party Committee Standing Committee and the Provincial Party Committee Executive Committee on Resolutions, programs, and plans to lead and direct the Party organizations, especially the 130 Party Committees at the commune and ward levels in a close and effective manner. Lead the decentralization and delegation of authority clearly, along with close inspection and supervision, in order to promote the effectiveness of the two-level local government model, considering this an important breakthrough of the Party Committee in this term.

These are specific and urgent tasks such as: researching, advising, gradually perfecting the organizational structure, operating mechanisms, and coordination of work at all levels and sectors; of the system of Party committees, authorities, and organizations from the provincial to the grassroots level. Training and fostering cadres at all levels, especially at the commune and ward levels, to meet increasingly high task requirements; Leading, inspecting, and evaluating Party organizations and Party members in a scientific, substantive manner, in accordance with Party regulations.

That is to advise on reviewing, supplementing, and promulgating regulations and coordination mechanisms in inspection, investigation, prosecution, trial, and execution activities; ensuring consistency, unity, and effectiveness in organization and implementation, especially in handling political responsibilities, state management, and handling according to legal regulations.

It is also about enhancing the role and effectiveness of the People's Council, the Vietnam Fatherland Front Committee, organizations and the press in the work of inspection, supervision and social criticism of the activities of the government at all levels, meeting the requirements of state management in the area; contributing significantly to building a political system and government that operates effectively, efficiently, transparently, and close to the people, promptly meeting the legitimate needs and aspirations of the people and businesses.

Tuesday:Research and continue to innovate the Party's leadership methods, associated with innovating the working methods and activities of Party committees and subordinate Party cells according to Directive No. 50 of the Secretariat on continuing to innovate and improve the quality of Party cell activities in the new period. Enhance the responsibility of leaders associated with setting an example to spread and lead the masses to follow.

Setting an example must become an important leadership method of the Party Committee of the Provincial Party Agencies, with the motto: Party Committee members set an example for Party members, Party members set an example for the masses; superior cadres and Party members set an example for subordinate cadres and Party members, heads of agencies and units set an example for cadres, civil servants, public employees, and workers through specific, practical actions that spread throughout the Party Committee and in daily life with the People.

Focus on effectively linking Party building - organizational structure building and professional work quality. Continue to research and direct the building and improvement of the quality of activities of the Vietnam Fatherland Front Committee, political and social organizations of the province according to the requirements and tasks of the new development stage.

One of the important solutions to innovate the Party's leadership method, the way of operation and the content of activities of Party committees and affiliated Party cells today is to pioneer in digital transformation and effective administrative reform within the Party. This is an inevitable requirement in Party building work in the new period.

The Party Committee needs to focus on effectively implementing digital transformation according to Decision No. 204 of the Central Party Secretariat. Continue to invest in and improve digital infrastructure, promote the application of information technology; Synchronously apply shared digital platforms, ensure interconnection, synchronization, and data security from the province to the grassroots level. Improve the progress and quality of consultation and minimize the requirement for grassroots to report unnecessary data and daily work content. Popularize and equip necessary digital skills, skills in using virtual assistants, artificial intelligence (AI); create a clear change in the professional, scientific, and effective working methods of cadres and party members.

Wednesday:Promote dynamism and creativity among cadres and party members; raise the sense of responsibility, dare to think, dare to do, dare to take responsibility of each collective and individual. The new context of two-level local government requires the leadership team, cadres and experts in the Party Committee of the provincial Party agencies to improve their capacity for research, consultation and quick and effective direction.

To do so, along with mastering the Resolutions, guidelines, plans and policies of the Central and the province, the leadership team and cadres in the provincial Party agencies need to closely follow the grassroots practices, grasp and detect the right problems in advising and directing.

The foundation for fulfilling the above requirements and tasks is aspiration, will, intelligence, dedication, responsibility, integrity, love for the people, sharing, understanding, and deep sympathy; promptly taking practical and effective actions to help people overcome difficulties and losses, even when people unfortunately make regrettable mistakes due to lack of understanding.

To create an environment for the promotion and dissemination of the above-mentioned core political, ideological and ethical values, the Party Committee of the Provincial Party Agencies needs to proactively and promptly advise on mechanisms and policies on training, fostering, evaluating and using good leaders, experts and specialists in units under the Party Committee and in the whole province; at the same time, have an effective mechanism to screen and remove from work those who do not have enough qualities, capacity and prestige; consider this an important task, of decisive nature in improving the quality of the staff.

Thursday:With the special advantage of being the direct superior Party Committee of Party organizations and Party members holding important responsibilities in the province, I propose that the Party Committee of the Provincial Party Agencies continue to promote their intelligence and bravery in advising the Provincial Party Standing Committee on innovation, gradually perfecting appropriate mechanisms and policies and creating motivation for the development of the homeland and the country; continue to research and contribute accurate opinions to the documents of the 20th Provincial Party Congress and the 14th National Party Congress.

Dear Congress! Dear comrades!

To complete the major goals and tasks of the new term, I propose that immediately after the Congress, the Party Committees of the Provincial Party Agencies need to urgently concretize the Resolution with practical programs, plans, and projects that are close to reality; select key, key tasks that have a leading and spreading nature to focus on directing resolutely and effectively.

With the motto“Solidarity - Democracy - Discipline - Innovation”,I believe that the Party Committee and the Provincial Party Agencies will strive to better fulfill the set goals and tasks, contributing to Nghe An's rapid and sustainable development, becoming a prosperous province of the country.

Finally, on behalf of the Provincial Party Standing Committee, I would like to wish the leaders, delegates, distinguished guests and all comrades good health and happiness. I wish the 1st Congress of Delegates of the Provincial Party Committees, term 2025 - 2030 a great success.
