(Baonghean.vn) - The campaign to support the construction and repair of houses for the poor and people with housing difficulties in the 2023-2025 period of Nghe An province is a deeply humane activity, showing the Party and State's concern for the poor and households facing difficulties in life.
According to Nghe An statistics, currently, the whole province still has 55,348 poor households (6.41% of the population) and 53,571 near-poor households (6.2% of the population), of which over 15,000 households are in need of housing construction and repair. To support poor households with solid housing, helping people feel secure in their daily lives, production and economic development, in early February this year, the province launched a campaign to support the construction and repair of houses for the poor and people with housing difficulties in the period 2023-2025.
At the launching ceremony of the Program to mobilize support for building houses for the poor and people with difficult housing circumstances in the province for the period 2023 - 2025, there were 115 units and individuals.support construction and renovation10,131 houses, equivalent to 517 billion 618 million VND, the average support level for 1 house is 50 million VND.
According to the plan, with the support and mobilization from units and organizations, Nghe An province will build and repair 5,500 houses in 2023. In 2024, support 5,000 houses and in 2025, support 5,200 houses.

As soon as the program goes into practice,The participating support units have been deployed vigorously.in mountainous districts. The focus is on high mountainous districts such as: Con Cuong, Tuong Duong, Ky Son, Que Phong... After more than 2 months since the launch, the whole province has built and repaired 1,200 houses (including 1,194 new houses, 6 houses repaired).
Among the participating units, the Ministry of Public Security and Nghe An Provincial Police registered to support the most with 2,820 houses. Of which, the Ministry of Public Security mobilized and supported 1,420 houses in 27 border communes in the districts of Ky Son, Tuong Duong, Que Phong, Con Cuong, Anh Son, Thanh Chuong; Nghe An Provincial Police mobilized and implemented 1,400 houses in the remaining communes of the districts of Ky Son, Tuong Duong, Que Phong. In Ky Son district alone, the Ministry of Public Security and Provincial Police supported the construction of 1,087 houses.
It can be said that the campaign to support the construction and repair of houses for the poor and those with housing difficulties in the period of 2023-2025 in Nghe An province is a deeply humane activity, showing the Party and State's concern for the poor and households facing difficulties in life. Thanks to the campaign, many families have had the opportunity to live in houses that they have long dreamed of.

The campaign is even more meaningful because of the active and responsible participation of Party committees and authorities from the province down to the grassroots level and the enthusiastic participation of many supporting units. In particular, in just a short time, the Ministry of Public Security and Nghe An Provincial Police have carried outhanding over hundreds of housesfor poor households, thereby demonstrating the positive, responsible and humane spirit of police officers and soldiers. Many households could not hide their happiness and gratitude when they were able to live in new houses.
Recently, speaking at the meeting of the Steering Committee of Nghe An province on the campaign to support the construction and repair of houses for the poor and people with housing difficulties in Nghe An province, Secretary of the Provincial Party Committee Thai Thanh Quy - Head of the Provincial Steering Committee emphasized the need to consider the program to mobilize and support the construction and repair of houses for the poor and people with housing difficulties in the province as an important and key task in the period 2023 - 2025, to implement and achieve the set goals.
The Provincial Party Secretary clearly emphasized the viewpoint that the program must be implemented in accordance with the people's wishes. Thereby, in the implementation organization, we must not chase after achievements, leading to poor quality houses that cannot be used for a long time; but must ensure the quality of the supported housing according to the "3 hard" criteria (hard foundation, hard frame, hard wall, hard roof) and long life. At the same time, we must absolutely not create additional burdens for the poor, poor households, and households with housing difficulties to benefit from.

The Provincial Party Secretary also noted that this model should not be applied to the entire province, but people's wishes must be listened to, especially when implemented in the delta districts. Households can choose prefabricated housing options or standard designs approved and issued by the Department of Construction, or refer to popular housing models in the locality to choose the scale and type of housing suitable to the specific circumstances of each household.
In fact, mountainous districts, especially highland areas, have clear divisions in terms of terrain and climate characteristics. Districts such as Tuong Duong, Ky Son, Que Phong, Quy Chau, Con Cuong have large height differences compared to other localities among the 11 mountainous districts of Nghe An. In these localities, people have long built houses against the mountains, or houses built in residential clusters. According to people, this is not only to follow customs but also to avoid complex weather patterns.

In terms of climate and weather, the Western Nghe An region is a place that has to endure many extreme weather patterns. For many consecutive years, the area has often had to endure thunderstorms, tornadoes, hail, heavy rains, flash floods, etc. This area is not directly affected by tropical storms like the coastal and delta areas, however, the Western Nghe An region is an area affected by storm circulation and tropical depressions.
Along with that, due to the high terrain, many forests and mountains and complex divisions, it has created differences in climate and weather across the province. This is also the area with the highest average temperature in the whole province in the summer, with some districts such as Con Cuong and Tuong Duong having days when the temperature reaches 42-44 degrees Celsius. In winter, in mountainous areas, especially in remote districts such as Que Phong and Ky Son, the temperature drops very low, many years the temperature drops from 0-2 degrees Celsius, and in some remote areas there is frost and snow... Because of this typical living environment, when building houses, people in the highlands often choose areas sheltered from the wind, protected by mountains and forests, or build houses in clusters to avoid extreme weather conditions.

Through observation, it can be seen that there are some prefabricated houses built in quite open areas, which is convenient for construction and installation but is easily affected by storms. In addition, according to the prefabricated house model, each house has a total support value of 50 million VND including materials and construction costs. Particularly for the house foundations, which are carried out by the people and the district and commune authorities; while in reality, due to lack of funds, the people build the house foundations in a rudimentary manner, and the reinforced foundations are not solid. Therefore, the fixing of load-bearing piles to the house foundations is not yet guaranteed to be solid, and can easily be blown away when there are strong winds and storms.
Many people believe that the current implementation of construction and prefabricated houses needs to focus on the suitability of the project in the environment and specific conditions of mountainous areas; avoiding unwanted consequences when extreme weather occurs.
