Porridge seller impersonates leader of Criminal Police Department to cheat and avoid trial
As a porridge seller, Thao impersonated a police officer to trick a couple who were being investigated for illegal mining in Binh Thuan into paying for their case.
On the morning of October 10, the Investigation Police Agency of Binh Thuan Province Police announced that they had just arrested Hoang Van Thao (born in 1972, residing in Hai Ba Trung District, Hanoi, temporarily residing in Tan Binh District, Ho Chi Minh City) to investigate his behavior.fraud and appropriation of property.
According to the initial investigation, during the time the provincial police were cracking down on the illegal mining ring, Tran Van Thuan (nicknamed Tu “ac”, born in 1969, Director of Long Thai Viet Company) tried to escape the sentence. Through a man in Binh Thuan, Thuan was introduced to Hoang Van Thao as “Colonel, Deputy Director of the Criminal Police Department”...
Hoang Van Thao affirmed that he would take care of both Long Thai Viet Company, of which Thuan is the Director, and Phuong Nam - Binh Thuan Company Limited (of which Thuan's wife, Nguyen Thi Thuy Nga, is the Director) so that they would not be criminally prosecuted by the provincial police, but only be administratively punished. In return, Tran Van Thuan had to give the "police colonel" 4.5 billion VND. In September 2024, Tran Van Thuan gave Hoang Van Thao 2.2 billion VND; 3,000 USD and many other gifts.
However, on September 20, Tran Van Thuan was still prosecuted and detained by the Investigation Police Agency of Binh Thuan Province for violating regulations on mineral resource exploitation. Despite knowing that Tran Van Thuan had been prosecuted, Hoang Van Thao continued to contact Thuan's wife to give him 1.2 billion VND or he would be criminally prosecuted for tax evasion.
On the evening of October 9, Hoang Van Thao made an appointment with Ms. Nguyen Thi Thuy Nga at a coffee shop on Nguyen Cu Trinh Street (District 1, Ho Chi Minh City). There, Thao received 400 million VND from Ms. Nga. After receiving the money, Thao got on a motorbike and drove about 200m before being arrested by detectives. At about 9:30 p.m. the same day, the Investigation Police Agency of Binh Thuan Province escorted Hoang Van Thao to his temporary residence in Tan Binh District, Ho Chi Minh City to search and seize some related evidence.
