On the morning of October 10th, the Criminal Investigation Agency of Binh Thuan Provincial Police announced the arrest of Hoang Van Thao (born in 1972, residing in Hai Ba Trung District, Hanoi, temporarily residing in Tan Binh District, Ho Chi Minh City) for investigation into his alleged crimes.fraud and misappropriation of property.
According to initial investigations, while the Provincial Police were cracking down on an illegal mining ring, Tran Van Thuan (alias Tu "the Evil", born in 1969, Director of Long Thai Viet Company) tried to evade prosecution. Hoang Van Thao asserted that he would ensure both Long Thai Viet Company (headed by Thuan) and Phuong Nam - Binh Thuan Company Limited (headed by Thuan's wife, Nguyen Thi Thuy Nga) would not face criminal prosecution from the provincial police, only administrative penalties. On the evening of October 9th, Hoang Van Thao met with Ms. Nguyen Thi Thuy Nga at a coffee shop on Nguyen Cu Trinh Street (District 1, Ho Chi Minh City). There, Thao received 400 million VND from Ms. Nga. Immediately after receiving the money, Thao got on his motorbike and drove about 200 meters before being apprehended by police. At approximately 9:30 PM the same day, the Criminal Investigation Department of the Binh Thuan Provincial Police escorted Hoang Van Thao to his temporary residence in Tan Binh District, Ho Chi Minh City, for a search and seizure of several related items.
