From block 5a to block 2a adjacent to Dung market (Thanh Dong commune), there are many households doing business, selling all kinds of goods, but there is no longer a chaotic situation like before. Ms. Nguyen Thi Lan, a business owner here, shared: "After being informed and clearly understanding about ensuring traffic safety corridors, my family and other households have seriously carried out the clearance of shops, removed roofs, moved signs, etc. This person looks at the other person, seeing them comply, how can we not comply?"
Similarly, recently, people traveling through the Giang market area on National Highway 46C were surprised when the situation of selling goods on the roadside and sidewalk was cleared. Previously, on market days, people sold goods on the roadside and sidewalk, causing congestion and potential traffic accidents. Regarding the cause, besides people's awareness, partly because the entire market area is located in the administrative boundaries of Thanh Lien and Thanh Tien communes, causing difficulties in management. However, with the strong direction of the district and the participation of the two localities, the above situation has now ended.
According to Mr. Nguyen The Cuong - Head of Economic - Infrastructure Department, Thanh Chuong District People's Committee, thanks to the synchronous implementation of measures and drastic implementation, the work of clearing violations of road traffic safety corridors and urban sidewalks in the district according to Resolution No. 56 dated December 16, 2016 of the Provincial People's Council has achieved high results. Specifically, after 15 peak campaigns, 127m² of houses, 1,794m² of kiosks, 6,315m² of canopies, 2,369 advertising billboards and 1,259m² of illegally built yards and steps have been cleared...
In Hoang Mai town, if before 2020 in the area of Quynh Thien ward and Quynh Vinh commune (opposite Muong Thanh Hotel to the entrance of the Industrial and Commercial Bank - La Man bridge), the encroachment of traffic safety corridors for shops, kiosks, etc. became a "hot spot", directly affecting traffic, causing traffic safety loss, now not only shops, signs, and billboards are completely moved back inside, but the sidewalks are also expanded and airy. The location of green trees is arranged reasonably, truly creating a new look for the town as the gateway to Nghe An province. Mr. Nguyen Duc Tien - driver on the Vinh - Hanoi route commented: "National Highway 1A through Quynh Thien ward, Quynh Vinh commune is now very airy, drivers' visibility is not limited as before when signs, signs, umbrellas, shops competed to squeeze onto the road".
In addition, the encroachment points that caused public and public outrage such as: Point in front of Hoang Mai Industrial Park, Quynh Lap Market, etc. have also been basically resolved. In addition, the town organized the forced clearance of 11 households encroaching on the business corridor in front of Hoang Mai Industrial Park, coordinated with the Department of Transport Inspectorate, Thanh Hoa Railway Company to close 5 illegal crossroads connecting to the railway, narrowed the self-opened paths across the railway in Quynh Thien ward.
In the work of clearing traffic safety corridors, especially in places that were once considered "hot spots" for violations of traffic safety corridor encroachment such as Thanh Chuong district, Hoang Mai town..., in addition to implementing according to general instructions, each locality also has its own methods that bring high efficiency.
For Thanh Chuong district, a mountainous district with a diverse and large-scale road traffic infrastructure system, there are 6 national highways with a total length of 171.5 km, 1 provincial road with a length of 10 km, 16 district roads with a total length of 233.3 km, 196 communal roads with a total length of 482.8 km and more than 1,740 km of village, hamlet and village roads. In the clearance work, there are many difficulties due to the large area and limited human resources. However, with the drastic participation of all levels, sectors and the political system, the efforts to manage and handle violations of road traffic safety corridors have had many changes.
Talking about the method, Mr. Le Dinh Thanh - Vice Chairman of the District People's Committee said: "We always determine that propaganda work must be one step ahead. For example, in implementing Resolution 56, the district organized the reception and distribution of banners, billboards, leaflets, and propaganda books to the People's Committees of communes and towns to propagate to the people. We also directed the Center for Culture - Information and Communication to edit and produce reports, articles, and CDs to propagate the clearance work; organize 15 mobile propaganda campaigns before and during the peak campaigns. Propaganda work was promptly deployed to all cadres and people of all walks of life, which is an important premise for integrating into the movement of donating land to expand rural traffic routes, contributing to completing the traffic criteria in building new rural areas throughout the area".
Along with that, inspection and supervision work was carried out closely and promptly. The District People's Committee established 2 inspection teams for clearance work and 2 inspection teams for statistics and violation review, and organized 4 inspection rounds with more than 80 inspections in 40 communes and towns. At the same time, before and during the peak clearance campaigns, the District People's Committee directed members of the Steering Committee and inspection teams to directly go to the assigned bases to inspect, guide and urge localities to carry out clearance work. For example, to restore order and prevent re-encroachment at Giang market on National Highway 46C, along with arranging regular staff to stay in the area, the district also assigned the commune to arrange forces to be on duty there for a whole month.
Also through the inspection, many shortcomings were discovered and recommendations were made to communes and towns to promptly handle them, thereby contributing to enhancing the role, responsibility and leadership capacity of the head of the Commune Steering Committee. Many communes performed well after the inspections, such as Thanh Khai, Thanh Phong, Vo Liet, Thanh Khe, etc.
Along with propaganda, inspection, supervision, the handling of violations was carried out resolutely. Thanh Chuong District Police recorded 720 cases of violations of stopping, parking, and holding markets on traffic routes; encroachment on the roadway and sidewalk for business purposes, and gathering construction materials, contributing 279 million VND to the State budget.
In Hoang Mai Town, with a 503.98 km long road, the work of clearing traffic safety corridors is associated with urban beautification. According to Mr. Nguyen Ba The - Deputy Head of Urban Management Department: In the clearance work, the town chooses "hot spots" and difficult areas to do first, fundamentally resolving the points that cause frustration among the people and public opinion, from there, deploying to other areas. However, Mr. Nguyen Ba The also said that clearing is difficult, maintaining the results is even more difficult. Therefore, after clearing and marking, the town always has a handover meeting for the wards and communes to be responsible for management, at the same time, this is also one of the criteria for classifying the heads of wards and communes.
Along with that, Hoang Mai town also set up a Facebook page “Hoang Mai I Love” for people to reflect on the problems they “see and hear”. This is also a “pressure channel” for the authorities, because once posted, they are forced to intervene and resolve. Thanks to that, many problems, including those arising from the work of clearing traffic safety corridors and urban beautification, have been promptly handled.
In Nam Dan town, although there are still many problems, however, the mass mobilization work has been applied skillfully. For example, to expand the traffic corridor in the area near Nam Dan bus station, adjacent to National Highway 46, where 8 households have long lent land to do ornamental plant business, the clearance work has been carried out quite intensively.
According to Mr. Bui Dinh Thuy - civil servant of Land Administration - Construction, Agriculture and Environment, in charge of urban traffic construction, Nam Dan Town People's Committee, these are households that have been lent land since 2015 and built camps, renovated the ground for stable business. Therefore, when there was a policy of clearance, some households opposed, not to mention there were instigators... However, the Town Clearance Working Group assigned each person, based on previous relationships, to visit each household to persuade and persuade, some households had to go back and forth dozens of times. Along with that, the commune called on benefactors to support funding to help the relocated households, partly to reproduce and do business, so in the end the households agreed.
Up to now, this area is not only airy, but the sidewalks are also paved with bricks, installed with lighting, and have more trees, creating a highlight for the town's appearance. Mr. Nguyen Van Nhuan - one of the 8 households said: "At first, we were very sorry, because this is a business location that is familiar to customers, not to mention the investment in premises, camps... But after being explained, seeing the policy of clearance for a common purpose, all 8 households finally agreed to relocate. Currently, the family has moved 1 km away from the old location and customers know to come and buy."
The synchronous and drastic solutions, combined with "skillful mass mobilization" in the work of clearing traffic safety corridors in localities have contributed to raising awareness and compliance with legal regulations on protecting infrastructure and protecting traffic safety corridors of the people, at the same time, ensuring clear roads and sidewalks, contributing to reducing traffic accidents...
