The appearance of the town, which is not large, becomes even more cramped and confusing, not to mention obscuring and limiting visibility, affecting traffic safety...".
Similarly, in Anh Son district, the situation of re-encroachment of traffic safety corridors is still happening, especially the situation of signs, umbrellas, temporary roofs, and flea markets... In the town, the central market area still has goods for sale encroaching on the sidewalks, the area opposite the Vietnam - Laos cemetery; from the red light intersection to the district Medical Center, some points and business booths in front of the afternoon market area of block 6 have many points of sale on the road, sidewalks, posing a high risk of traffic safety loss. In Khai Son commune, the situation of re-encroachment for business, market holding on the road, sidewalks and especially the area of Ho Chi Minh road intersection has not been handled, some advertising signs still exist in the traffic safety corridor.

In Yen Thanh district, the work of clearing violations of traffic safety corridors in some localities has not been completely implemented, re-encroachment still occurs frequently, especially the situation of holding markets, installing advertising signs, gathering materials, trading and gathering scrap metal... on traffic safety corridors, common in My Thanh, Hop Thanh communes, towns... Some organizations and individuals deliberately produce, trade, gather materials and waste on traffic safety corridor land despite the authorities' repeated warnings and removals, such as households trading in scrap from old cars (private enterprises Thuc Ha, Thoan Binh...) at Km24+700 on National Highway 7, in hamlet 12, My Thanh commune. This place is like a "big construction site", because all kinds of machinery from old cars are gathered, occupying most of the traffic safety corridor.
In Dien Chau district, the situation of re-encroachment still occurs quite a lot (setting up advertising signs, placing business items, gathering construction materials...) on the traffic safety corridor, affecting traffic safety order such as in the town, Yen Ly, Dien Thanh, Dien Ky, Dien Xuan, Dien Hong, Dien Thinh intersections... The situation of holding markets encroaching on the roadway and sidewalks in Dien Thinh, Dien Hanh, Dien Bich, Dien Yen communes...

In Vinh City, there are still many violations in wards and communes with various forms. The most common is the encroachment of sidewalks for trading, eating, drinking, cafes, storing construction materials... such as on Ly Thuong Kiet, Hong Bang, Chu Van An, Dang Thai Mai streets... There are streets occupied for parking like Nguyen Sy Sach street. In addition, the encroachment for holding markets occurs almost everywhere, such as Quan Banh market, Coi market, Cua Dong market...
In addition, in some localities, there are still violations left over from history. In Hung Nguyen district, dozens of kiosks along Provincial Road 542C were leased by the People's Committees of Hung Tan, Hung Thong, Hung Xa communes and Hung Nguyen town before 1995 and have not been completely handled. Similarly, many cases of unauthorized sale, lease, land lease, kiosks in the traffic safety corridor for long-term business such as in Dien Trung, Dien Thinh, Dien Thanh, town and Dien Ky (Dien Chau); Hoa Thanh, town (Yen Thanh)...


In fact, re-encroachment originates from the habit of people doing business and trading along the road and often after clearance, when the authorities are absent, they re-encroach. Meanwhile, the sanctions are not strong enough to deter, the authorities do not have enough human resources, means and budget each time they go out to clear violations... According to Mr. Dau Ngoc Long - Head of the Economic Infrastructure Department of Dien Chau district, the district's traffic system has 4 national highways, 3 provincial roads, 1 North-South railway running through, nearly 1,400km of rural roads, so the traffic situation is relatively complicated, the awareness of law compliance of some people is not high, there is still a mentality of re-encroachment when the authorities are not present. Meanwhile, the local human resources and budget are still limited, not enough to promptly respond to clearance activities and prevent re-encroachment of traffic safety corridors.
In addition, the re-encroachment situation is also due to the fact that localities have not been really determined, synchronous and timely. The sense of responsibility of some officials and civil servants in the work of clearing violations and preventing re-encroachment of traffic safety corridors is not high. The coordination between sectors, levels and agencies is still not really tight. The Traffic Safety Committee at district and commune levels still performs part-time work, so it is not really focused and the efficiency is not high. The capacity of some officials and civil servants in charge of clearing violations and preventing re-encroachment of traffic safety corridors is still limited. The arrangement of human resources in traffic management in communes and towns often changes, causing difficulties in dissemination and implementation, as well as the management of records is not guaranteed.
In addition to Vinh City and Cua Lo Town, which have urban order teams of wards and communes with specialized forces and vehicles, most other localities, when carrying out clearance work, have to mobilize many forces with part-time nature, so their responsibility is not high. Mr. Bui Dinh Thuy, a civil servant in charge of urban traffic construction, Nam Dan Town, said: "Civil servants like me should only make plans and issue documents to advise the People's Committee to organize clearance, but in this case, we have to directly propagate, dismantle, and confiscate... In reality, it is a bit "unsightly" but it is impossible not to do it and of course, it is inevitable to have conflicts with the people".

As for the local police force, they all admit that they have now been assigned regular police, but there are still difficulties. Captain Nguyen Quoc Van - Chief of Con Cuong Town Police said: every time they organize a clearance, they almost have to hire people to dismantle and transport vehicles. As for the police force, along with coordinating propaganda and mobilization, they only play the role of ensuring security and order, but cannot directly enforce the demolition...
In the work of clearing and recovering violations, according to many localities, because the force is mostly part-time and is local, they are more or less lenient and not decisive. If there is tension, there are people who comply, but there are also people who oppose, express their attitudes, even curse and insult the force on duty. Mr. Duong Dang Hoang - Chairman of the People's Committee of Dien Yen Commune (Dien Chau) said: The temporary market in Hamlet 11, along with households selling ceramics and worship items nearby along National Highway 48, is one of the re-encroachment points. The commune has organized many times to clear with decisive measures, confiscating illegal items. But sometimes when the confiscated items are brought to the commune People's Committee headquarters, people post them on social networks to "accuse" the government.
In addition to the above difficulties, in many localities there are many reasons why the work of clearing traffic safety corridors cannot be thorough. According to Mr. Le Manh Hien - Vice Chairman of Dien Chau District People's Committee: Determining the land clearance boundary for upgrading and expanding projects of previous routes was very difficult, the land clearance dossier was quite complicated, going through many different clearance stages while the dossier was not unified. Some cases of people's land located within the traffic safety corridor but have not been compensated and supported through the periods (QL48 has 3 cases in Dien Lam, 2 cases in Dien Doai; many cases in QL1A, QL7A, QL7B) so they have not been cleared; the current situation of land allocation up to now has been uneven, causing the situation of clearance in a combed and uneven manner, creating a mentality of inconsistency and re-encroachment among the people.
Mr. Tran Anh Tuan - Head of Infrastructure Department of Con Cuong district also said: In block 4, Con Cuong town, due to history, on National Highway 7, it has been expanded many times but the State has not compensated or recovered the traffic safety corridor, so the land cover of households is determined to be from the outer edge of the drainage ditch inward, causing difficulties in handling violations.
Or in Yen Thanh district, in the past 5 years, more than 55km of national highways and 6 routes with more than 111km of provincial roads have been formed, so the boundaries, protection areas of road corridors and traffic safety corridors have been disrupted, different from the land use right certificates, so there has not been the consensus and support of people along both sides of the road in the work of site clearance and the work of measuring and marking.
To avoid the situation of "kidnapping and abandoning the plate", with massive deployment but then encroachment on traffic safety corridors still reoccurring, drastic intervention is needed not only from functional sectors but also from the entire political system.
