The Ministry of Health guides the functions, tasks and powers of specialized health agencies at the provincial and communal levels.

On June 23, the Ministry of Health issued Circular 20/2025/TT-BYT guiding the functions, tasks, and powers of specialized health agencies under the People's Committees of provinces and centrally run cities and People's Committees of communes, wards, and special zones under provinces and cities. The Circular takes effect from July 1, 2025.
