On the morning of October 3, two spontaneous paths in Trung Loc commune, crossing the Hanoi - Ho Chi Minh City railway line, were barricaded and completely removed. These are places where many serious accidents have occurred, posing a high risk of railway traffic safety.
Traffic police used ropes and excavators to rescue three people swept away by floodwaters.

On October 1, Traffic Police Team No. 2, Traffic Police Department of Thanh Hoa Provincial Police coordinated with functional forces of Cac Son commune, Thanh Hoa province to salvage three motorbikes of people who were unfortunately swept away by floodwaters after storm No. 10 made landfall, causing heavy rain.
