Theo UBND tỉnh, lý do điều chỉnh là để làm rõ chủ thể (các địa phương, đơn vị) được thụ hưởng, qua đó có cơ sở để nhập TABMIS, giải ngân nguồn vốn các dự án. Mặt khác, để phù hợp với nội dung, phạm vi điều chỉnh của Nghị quyết và thực tiễn triển khai.
