Nghe An adjusts the Provincial People's Council Resolution to promptly disburse 200 billion VND to overcome the consequences of natural disasters.

To disburse 200 billion VND of the central budget reserve to overcome the consequences of natural disasters and landslides according to the Prime Minister's decision, the Provincial People's Council must adjust some contents in the issued Resolution.

On December 29, 2023, the Prime Minister issued Decision No. 1739/QD-TTg on support from the 2023 central budget reserve for a number of localities to overcome the consequences of natural disasters and landslides. According to the Decision, Nghe An province will receive support of 200 billion VND.

In the decision, the Prime Minister requested localities to organize the implementation and disbursement of the above-mentioned additional central budget reserve capital for 2023 no later than December 31, 2024, in accordance with legal regulations.

On June 7, 2024, the Provincial People's Council issued Resolution No. 29 to allocate 200 billion VND from the central budget reserve to units and localities to carry out 85 projects to overcome the consequences of natural disasters and landslides.

However, by the end of September 2024, the implementation of the Resolution was still in a state of confusion, and the allocated capital could not be disbursed. According to the Provincial People's Committee, the primary responsibility belongs to the Department of Agriculture and Rural Development, which is the agency assigned to preside over the implementation.

In order to promptly disburse the allocated capital, at the 23rd session on October 18, the Provincial People's Committee submitted to the Provincial People's Council a draft Resolution on adjusting a number of contents in Resolution No. 29 dated June 7, 2024 of the Provincial People's Council.

According to the Provincial People's Committee, the reason for the adjustment is to clarify the beneficiaries (localities and units), thereby providing a basis for entering TABMIS and disbursing project capital. On the other hand, it is to be consistent with the content and scope of the Resolution and implementation practices.

Based on the Proposal of the Provincial People's Committee and the Appraisal Report of the Economic - Budget Committee, the Provincial People's Council approved the draft Resolution, in which it decided to adjust the Appendix according to Resolution No. 29 dated June 7, 2024 of the Provincial People's Council with the following contents: Remove the columns: "Current state of damage", "solution", "Agency organizing the preparation of the Construction Investment Technical Economic Report". Rearrange the construction items belonging to the localities and units receiving support and correct the names of 2 items.

Provincial Party Secretary and Chairman of the Provincial People's Council Thai Thanh Quy requested the Provincial People's Committee to complete procedures, speed up disbursement progress, and soon implement projects to effectively promote resources.

In 2023, natural disasters had a major impact on people's lives, socio-economy, and greatly affected people, agricultural and forestry production, and infrastructure in Nghe An province.

The natural disaster killed 3 people, injured 5 people; collapsed 39 houses, causing over 70% damage; damaged or blown off roofs of 793 houses; and urgently evacuated 15 houses. The estimated economic damage caused by the natural disaster to Nghe An province is about 667 billion VND.
