Exposing the tactics of "black media" distorting the personnel work of the 14th Party Congress.

As the 14th National Congress of the Communist Party of Vietnam approaches, disgruntled and reactionary elements are intensifying their distortions and sabotage efforts. Exploiting social media, they continuously post numerous unverified and false articles, open letters, video clips, and documents regarding the personnel preparations for the 14th Party Congress, causing public confusion, social instability, and serving the subversive intentions of reactionary political forces. More than anyone else, every cadre, Party member, and citizen needs to be vigilant against this harmful and toxic information.

Typical examples ofsubversive rhetoricRegarding personnel matters for the 14th Party Congress and the 16th National Assembly elections for the 2026-2031 term, recently, especially after the 13th Central Committee meeting, websites and social media accounts under the names "Viet Tan," "Patriotic Diary," "New Horizon Media," "Vietnamese Daily News," "Thoibao.de," etc., foreign media channels, or some former journalists, or some individuals and organizations claiming to be "intellectuals" or "conscience," have created fan pages declaring themselves "clean media" or "neutral press," but instead publish speculative, distorted, and critical comments and analyses attacking the Vietnamese Party and State. They publish articles, livestream, and interview foreign media... expressing "concern for the country's political fate" to promote false narratives and advocate for political pluralism and a multi-party opposition.

They “propose” institutional reforms that are in reality a scheme to eliminate the leading role of the Communist Party of Vietnam and change the current political regime. Exploiting cyberspace, hostile and reactionary forces, and political opportunists, misinterpret and falsely accuse the personnel work before the 14th Party Congress of being “imposed,” “stripping away the freedom and democracy of delegates attending the Congress in nominating, proposing, and electing”; and claiming that the personnel work for the 14th Party Congress is essentially just “sharing seats” and “power struggles” within the party, rather than being based on standards, qualifications, capabilities, or the prestige of cadres.

Our Party has intensified the fight against corruption, negative practices, and waste, leading to disciplinary action against some Party officials and organizations that violated regulations. Some officials, feeling they no longer had the credibility to continue their work, have resigned or retired… The Politburo has appointed and assigned many officials to key leadership positions. Similarly, the Politburo's designation and rotation of provincial and city Party secretaries to suit the context of many localities having recently merged provincial-level administrative units; the policy of appointing provincial Party secretaries who are not from the local area… are also normal practices in personnel organization, aimed at ensuring the smooth operation of the apparatus and preventing disruptions to leadership and management, and are not "internal purges," "factional infighting," or "local parochialism"… as distorted by hostile and reactionary forces.

After the 13th Central Committee Conference concluded, with the Central Committee voting to nominate personnel for the new term, certain individuals fabricated and concocted lists of the new Central Committee, Politburo, and Central Secretariat, then speculated and speculated about who belonged to which faction... They even spread rumors about the Politburo's poll numbers, inventing high and low vote counts, and speculating about who would become the General Secretary, President, Prime Minister, or Speaker of the National Assembly in the next term… These lists were often accompanied by malicious comments, "blackening" the qualities and capabilities of high-ranking leaders, seriously affecting the personal and collective reputation of the Party and State leadership.

These arguments and tactics of hostile, reactionary, and politically opportunistic forces are aimed at creating confusion and doubt in society; disrupting ideology, dividing and undermining internal unity, and eroding the trust of cadres, Party members, and the people in the Party, the State, and the socialist regime in Vietnam. This is especially true for the elderly, rural residents, those in remote areas lacking information, or those dissatisfied with the government because their personal questions, demands, and complaints have not been met.

Not only at the 14th Congress, but at every congress term,human resourcesThis is also a crucial issue. However, the preparation of personnel for the 14th National Congress of the Party; the election of the 16th National Assembly and People's Councils at all levels for the 2026-2031 term is of particular importance, profoundly affecting the process of formulating guidelines and policies for national development as we enter a new era.

At the meeting of the Personnel Subcommittee of the 14th Party Congress and the Steering Committee for the planning of the Central Committee, Politburo, and Secretariat for the 14th term, 2026-2031, General Secretary To Lam affirmed: “Personnel work is a very important task of each Party Congress; it is a key step in Party building, a crucial link in all Party activities, and determines the success or failure of the revolution. Therefore, personnel work must be prepared thoroughly, meticulously, and cautiously.”

In the face of increasingly sophisticated and meticulously planned subversive plots and schemes against personnel management by hostile and reactionary elements, every cadre, Party member, and citizen needs to raise their vigilance, maintain a firm ideological and political stance, and not be gullible in the face of one-sided and baseless information on the internet.

It is important to understand that anyone spreading or sharing false information about personnel matters is harming political and social stability and directly affecting the reputation of the Party and the State. Therefore, verifying information and selecting official sources is not only the responsibility of state management agencies but also the duty of every citizen in the digital society.

Every citizen must be responsible, fair, objective, able to distinguish right from wrong, and not blindly follow or promote falsehoods or unsubstantiated information; they must not allow toxic information to infect their minds.

Along with that, it is necessary to spread positive values, share accurate information, contribute to shaping public opinion, and strengthen social trust in the leadership of the Party and the State. Mainstream media outlets and press agencies need to strongly promote their role, creating a solid "information shield" to refute false and distorted information aimed at undermining the system; and strengthen political and ideological education throughout the Party and the people, especially the younger generation.

At the same time, authorities need to take strong measures and strictly handle cases of disseminating false, fabricated, and impersonated information, as well as acts of aiding and abetting malicious individuals to cause internal disunity, affect the personal reputation of cadres and Party members, disrupt personnel work for the Party Congress, and contribute to the success of the 14th National Party Congress and the elections for the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, for a strong, stable, and sustainably developing Vietnam.
