
Exposing the 'black media' tricks of distorting the personnel work of the 14th Party Congress
The arguments and tricks of hostile, reactionary, and opportunistic political forces are aimed at causing confusion and doubt in society; causing ideological confusion, division, and undermining internal solidarity, and undermining the trust of cadres, party members, and people in the Party, the State, and the socialist regime in Vietnam.
The closer the 14th National Party Congress gets, the more disgruntled and reactionary elements increase the intensity and frequency of their distortions and sabotage. Taking advantage of social networks, they continuously post many articles, open letters, video clips, and unverified documents about personnel preparations for the 14th Party Congress, causing public confusion, creating social instability, and serving the sabotage intentions of reactionary political forces. More than anyone else, every cadre, party member, and citizen needs to be alert to this toxic information.

Typical of thoseanti-government rhetoricRegarding the personnel work of the 14th Party Congress and the election of the 16th National Assembly for the 2026-2031 term, recently, especially after the 13th Central Conference, websites and social media accounts named "Viet Tan", "Love Diary", "New Horizon Media", Nguoi Viet Daily News, Thoi Bao.de... foreign media channels, or some former journalists, or some individuals and organizations in the name of "intellectuals" and "conscience", have set up fanpages declaring themselves "clean media", "neutral newspapers" but have made comments and analyses that are speculative, distorted, and attack the Party and State of Vietnam; They have posted articles, livestreamed, interviewed foreign media... showing "concern for the country's political fate" to promote false arguments, promote political pluralism, and multi-party opposition.
They “proposed” institutional reforms that were essentially a plot to abolish the leadership role of the Communist Party of Vietnam and change the current political regime. Taking advantage of cyberspace, hostile, reactionary, and opportunistic political forces speculated and accused the personnel work before the 14th Congress of being “imposed” and “depriving the freedom and democracy of delegates attending the Congress in running for election, nomination, and election”; the personnel work for the 14th Party Congress was essentially just “seat sharing” and “power struggles” within the Party, not based on standards, qualifications, abilities, or prestige of cadres.
Our Party has stepped up the fight against corruption, negativity, and waste, which has led to disciplinary action against a number of Party officials and organizations who violated the law. Some officials, feeling that they no longer had enough prestige to continue working, have resigned or retired. The Politburo has appointed and assigned many officials to key leadership positions. Or the Politburo's appointment and rotation of provincial and municipal Party Secretaries to suit the context of many localities having just merged with provincial-level administrative units; the policy that the provincial Party Secretary must not be a local person... is also a normal practice of the work of organizing officials, to ensure the apparatus operates smoothly, so that leadership and management work is not interrupted, not "internal purge" or "factional fighting", "localism"... as distorted by hostile and reactionary forces.

After the 13th Central Conference ended, with the Central Committee voting to introduce personnel for the new term Executive Committee, the subjects fabricated and created lists of the new term Central Committee, Politburo and Central Secretariat, then speculated and rumored who belonged to this faction, who belonged to that faction... They even spread information about the polling numbers for the Politburo, fabricated who had high votes, who had low votes, then speculated who would become General Secretary, who would become President, Prime Minister, Chairman of the National Assembly for the next term... These lists often come with malicious comments, "blackening" the qualities and abilities of high-ranking leaders, seriously affecting the reputation of individuals as well as the collective leadership of the Party and State.
The above arguments and tricks of hostile, reactionary, and opportunistic political forces are aimed at causing confusion and doubt in society; causing ideological confusion, division, and undermining internal solidarity, and undermining the trust of cadres, party members, and people in the Party, the State, and the socialist regime in Vietnam. Especially the elderly, people in rural and remote areas who lack information, or those who are dissatisfied with the government because their personal questions, requests, and complaints have not been satisfied.


Not only the 14th Congress but any congress term,human resourcesis also an important issue. However, the work of preparing personnel for the 14th National Party Congress; the election of the 16th National Assembly and People's Councils at all levels for the 2026-2031 term is of special importance, deeply affecting the process of planning guidelines and policies for the country's development as it enters a new era.
At the meeting of the 14th Party Congress Personnel Subcommittee and the Steering Committee for planning the 14th Party Central Committee, Politburo, and Secretariat for the 2026-2031 term, General Secretary To Lam affirmed: “Personnel work is a very important task of each Party Congress; it is a key step in Party building work, an important link in all Party activities, and determines the success or failure of the revolution. Therefore, personnel work must be prepared carefully, thoroughly, and cautiously.”
Faced with increasingly sophisticated and carefully calculated plots and tricks to sabotage personnel work from hostile and reactionary elements, every cadre, party member and citizen needs to raise their vigilance, maintain their ideological and political stance, and not be gullible to one-sided and baseless information on cyberspace.

It is important to understand that anyone who spreads or shares false information about personnel work is harming political and social stability and directly affecting the reputation of the Party and the State. Therefore, verifying information and selecting official sources of information to receive is not only the responsibility of State management agencies but also the duty of every citizen in the digital society.
Every citizen must be responsible, fair, objective, distinguish right from wrong, correct from incorrect, not follow or promote false issues, information of unknown origin, lacking basis; not let toxic information infect.
Along with that, it is necessary to spread positive values, share correct information, contribute to orienting public opinion and strengthening social trust in the leadership of the Party and State. Press agencies and mainstream media channels need to strongly promote their role, creating a solid "information shield", refuting false, distorted and destructive information; strengthening political and ideological education in the entire Party and people, especially the young generation.

At the same time, the authorities need to take strong measures and strictly handle cases of spreading false information, fabrication, impersonation, and acts of assisting bad guys in causing internal disunity, affecting the personal reputation of cadres and party members, disrupting the congress' personnel work, contributing to the success of the 14th National Party Congress and the election of the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, for a strong, stable and sustainably developing Vietnam.
