Nghe An strives to have 3 cities directly under the province by 2030.

According to the roadmap to 2030, Nghe An province will develop two more cities: Hoang Mai and Thai Hoa, in addition to the expanded Vinh city which has been recognized by the Prime Minister as meeting the criteria of a class I urban area.
