1,587 delegates attended the 13th National Party Congress
(Baonghean.vn) - The Central Organizing Committee has completed the synthesis of documents and data; reviewed, assessed standards, analyzed the quality and structure of delegates of 67 delegations attending the 13th National Congress of the Party. Accordingly, the number of delegates attending the 13th National Congress of the Party is 1,587 people, an increase of 5.1% compared to the 12th Congress term.
On the afternoon of December 30, the Central Organizing Committee held an online meeting for the fourth quarter of 2020, deploying tasks from now until the 13th National Party Congress. Comrades: Pham Minh Chinh - Politburo member, Secretary of the Party Central Committee, Head of the Central Organizing Committee; Nguyen Thanh Binh - Party Central Committee member, Permanent Deputy Head of the Central Organizing Committee chaired the meeting.
Comrade Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee chaired at the Nghe An province bridge point. Also attending were Comrade Le Duc Cuong - Member of the Provincial Party Committee Standing Committee, Head of the Provincial Party Committee's Organization Committee, leaders and staff of the Provincial Party Committee's Organization Committee.
STAFF PREPARING FOR THE 13TH CONGRESS OF THE PARTY
In the fourth quarter of 2020, the entire Party Building Organization sector closely followed the leadership and direction of the Party, State, and Party committees at all levels, both striving to overcome difficulties and successfully completing assigned tasks.

In particular, the staff sector successfully advised, led and directed the congresses of Party Committees directly under the Central Committee to complete the Party Congresses at all levels earlier than previous terms; at the same time, for the first time, the staff successfully organized the National Cadre Conference to summarize the work of organizing the Party Congresses at all levels, leaving many profound impressions.
The Central Organizing Committee has actively advised on preparing content for the 13th and 14th Central Conferences (12th tenure) and the 13th National Party Congress in conjunction with the election of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term.
In particular, the industry has provided advice on the allocation of structure and quantity; implemented the process of introducing and selecting personnel to report to the Personnel Subcommittee, the Politburo to submit to the 13th Central Conference (term XII) for consideration and decision to introduce comrades to participate in the 13th Central Executive Committee and introduce personnel for the 13th Central Inspection Commission.
The Central Organizing Committee has advised on the implementation of the process of introducing personnel to join the Politburo and Secretariat of the 13th tenure to be submitted to the 14th Central Conference (12th tenure) for consideration and decision. The Conference has highly agreed to introduce 22 personnel (including re-elected and first-time participants) to join the Politburo and Secretariat of the 13th tenure.
The Central Organizing Committee has also completed the synthesis of records and data; reviewed, assessed standards, analyzed the quality and structure of delegates of 67 delegations attending the 13th National Congress of the Party.
According to the statistics, the number of delegates attending the 13th National Party Congress is 1,587, an increase of 5.1% compared to the 12th National Party Congress, of which 221 delegates (13.93%) are female, 177 delegates (11.15%) are ethnic minorities and 69 delegates (4.35%) are under 40 years old, 1,074 delegates (67.67%) have a master's degree or higher.
The Party Organization and Building Sector has concretized and continued to implement many resolutions, conclusions, and directives of the Central Executive Committee, the Politburo, and the Secretariat on Party Organization and Building work; boldly piloted many innovative contents in personnel work in accordance with the practical situation, creating important initial results when evaluating, appointing, and introducing candidates.

Concluding the Conference, Comrade Pham Minh Chinh - Politburo member, Secretary of the Party Central Committee, Head of the Central Organization Committee emphasized the key contents in January and the first quarter of 2021 of the Party Organization and Building sector.

In particular, the whole industry needs to continue to advise well on preparing to implement the resolutions of provincial congresses and those at all levels under the industry's functions and tasks.
In particular, the Party Organization and Building sector prepared and advised well for the 15th Central Conference (12th term) and the 13th National Congress of the Party, especially contributing to the development of the Congress Regulations and the Election Regulations at the Congress.
The Head of the Central Organizing Committee noted that the entire sector should not neglect regular work because of focusing on key tasks. It is necessary to continue to effectively implement Resolution 4 of the Central Committee on Party building and rectification, Resolution on building a streamlined apparatus, operating effectively and efficiently, associated with improving the quality and restructuring of the contingent of cadres, civil servants and public employees; effectively implement the regulations on setting examples and Directive 05 of the Politburo on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle.

The head of the Central Organizing Committee also requested attention to effectively implementing the work of preventing and fighting the Covid-19 epidemic; effectively implementing policies for cadres on the occasion of the Lunar New Year, cadres not re-elected; and paying attention to propaganda work for the 13th National Party Congress.
Along with that, comrade Pham Minh Chinh requested to continue implementing solutions to build a team of cadres in the entire Party Organization and Building sector according to the motto: "Solidarity - Loyalty - Honesty - Transparency - Exemplary - Proficient - Professional";...
