1,587 delegates attended the 13th National Congress of the Communist Party of Vietnam.
(Baonghean.vn) - The Central Organizing Committee has completed the compilation of dossiers and data; reviewed and assessed the standards, analyzed the quality and structure of delegates from 67 delegations attending the 13th National Congress of the Party. Accordingly, the number of delegates attending the 13th Party Congress is 1,587 people, an increase of 5.1% compared to the 12th Congress term.
On the afternoon of December 30th, the Central Organizing Committee held an online quarterly meeting for the fourth quarter of 2020 to discuss and implement tasks from now until the 13th National Congress of the Party. Comrades Pham Minh Chinh - Member of the Political Bureau, Secretary of the Central Committee, Head of the Central Organizing Committee; and Nguyen Thanh Binh - Member of the Central Committee, Standing Deputy Head of the Central Organizing Committee, chaired the meeting.
Comrade Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee - presided over the meeting at the Nghe An province's location. Also present were Comrade Le Duc Cuong - Member of the Standing Committee of the Provincial Party Committee, Head of the Provincial Party Committee's Organization Department, and leaders and staff of the Provincial Party Committee's Organization Department.
ADVISORY BOARD FOR PREPARATIONS OF THE 13TH NATIONAL CONGRESS OF THE PARTY
In the fourth quarter of 2020, the entire Party Organization and Construction sector closely followed the leadership and guidance of the Party, the State, and Party committees at all levels, striving to overcome difficulties while successfully completing assigned tasks.

In particular, the department successfully advised, led, and directed the Party congresses of subordinate Party committees under the Central Committee, enabling the completion of Party congresses at all levels earlier than in previous terms; and for the first time, successfully advised on and organized the National Cadre Conference to summarize the work of organizing Party congresses at all levels, leaving many profound impressions.
The Central Organizing Committee has actively advised on and prepared the content for the 13th and 14th Central Committee meetings (12th term) and the 13th National Congress of the Party, in conjunction with the elections for the 15th National Assembly and People's Councils at all levels for the 2021-2026 term.
In this process, the sector advised on the allocation of structure and number; implemented the process of nominating and selecting personnel to report to the Personnel Subcommittee of the Politburo for submission to the 13th Central Committee Conference (12th term) for consideration and decision on nominating comrades to participate in the 13th Central Committee and nominating personnel for the 13th Central Inspection Committee.
The Central Organizing Committee advised on the implementation of the process for nominating personnel to participate in the Politburo and the Secretariat of the 13th Party Congress, submitting it to the 14th Central Committee Conference (12th term) for consideration and decision. The Conference unanimously agreed to nominate 22 comrades (including those re-elected and those participating for the first time) to participate in the Politburo and the Secretariat of the 13th Party Congress.
The Central Organizing Committee has also completed the compilation of dossiers and data; reviewed and assessed the standards, analyzed the quality and structure of delegates from 67 delegations attending the 13th National Congress of the Party.
According to compiled data, the number of delegates attending the 13th National Congress of the Party was 1,587, an increase of 5.1% compared to the 12th National Congress term. Of these, 221 delegates (13.93%) were women, 177 delegates (11.15%) were ethnic minorities, 69 delegates (4.35%) were under 40 years old, and 1,074 delegates (67.67%) had a master's degree or higher.
The Party Organization and Construction sector has concretized and continued to implement many resolutions, conclusions, and directives of the Central Committee, the Politburo, and the Secretariat on Party organization and construction work; boldly piloted many innovative contents in personnel work in accordance with the practical situation, creating important initial results in evaluating, appointing, and nominating candidates for positions.

Concluding the conference, Comrade Pham Minh Chinh - Member of the Political Bureau, Secretary of the Central Committee of the Party, and Head of the Central Organization Department - emphasized the key tasks for the Party's organizational work in January and the first quarter of 2021.

In particular, the entire sector needs to continue providing sound advice and preparing for the implementation of resolutions from provincial-level and other levels within the sector's functions and responsibilities.
In particular, the Party Organization and Construction sector made excellent preparations and provided strong advice for the 15th Central Committee Meeting (12th term) and the 13th National Congress of the Party, especially contributing to the development of the Congress Regulations and the Election Regulations at the Congress.
The Head of the Central Organizing Committee noted that the entire sector should not neglect routine work while focusing on key tasks. This includes continuing to effectively implement Central Resolution 4 on Party building and rectification, the Resolution on building a streamlined, effective and efficient apparatus, coupled with improving the quality and restructuring of the contingent of cadres, civil servants and public employees; and effectively implementing the regulations on setting examples and Directive 05 of the Politburo on promoting the study and emulation of Ho Chi Minh's thought, morality, and style.

The head of the Central Organizing Committee also requested attention to effectively implementing COVID-19 prevention and control measures; effectively implementing policies for officials during the Lunar New Year and for officials not seeking re-election; and paying attention to the propaganda work for the 13th Party Congress.
