167 solar and wind power projects 'stuck'; Ministry of Industry and Trade issues new directive.
Regarding the 167 stalled solar and wind power projects/plants, the Ministry of Industry and Trade has issued new directives to resolve the long-standing obstacles for these projects.
The Ministry of Industry and Trade has recently sent a document to the People's Committees of provinces and cities regarding the implementation of the Government's Resolution on resolving obstacles for long-standing stalled projects.
Accordingly, the Ministry of Industry and Trade requests the People's Committees of Ho Chi Minh City, Can Tho, Hue, Ha Tinh, Quang Tri, Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa, Lam Dong, Tay Ninh, Dong Nai, An Giang, Vinh Long, and Ca Mau to inspect, review, and handle administrative violations (if any) in accordance with the law regarding renewable energy projects benefiting from FIT (preferential electricity tariff) within their respective jurisdictions.
During the implementation process, if any difficulties arise, the People's Committees of provinces and cities are requested to compile and report them to the Ministry of Justice for guidance on how to handle them.
The Ministry of Industry and Trade's document sent to provinces and cities includes a list of 167 solar and wind power projects/plants that are facing difficulties because they have not yet received approval from competent state agencies for the results of the project acceptance at the time of commercial operation (COD) recognition.
This issue has caused many investors to experience delays in electricity payments or only receive partial payments under Power Purchase Agreements (PPAs) signed with EVN since 2023, disrupting cash flow and causing significant difficulties for business operations.
