The Ministry of Finance announced that it has transferred sufficient funds from the central budget for 2025 to localities to implement the distribution of gifts to people on the occasion of National Day on September 2nd. In addition to bank transfers, people can go to local payment points to receive cash and gifts worth 100,000 VND per person.
Based on Government Resolution No. 263/NQ-CP on giving gifts to citizens, the Ministry of Finance, in coordination with the Ministry of Public Security, issued a document to the People's Committees of provinces and centrally-administered cities guiding the process, procedures, and forms for citizens to receive gifts.
Accordingly, the recipients of the gift include Vietnamese citizens and people of Vietnamese origin whose nationality has not been determined but who have been issued an identity card, are residing in Vietnam, and have a personal identification number in the National Population Database as of August 30, 2025. The gift amount is 100,000 VND per person, in cash.

Gift-giving is done on a household basis. The head of the household or a legally authorized representative will receive the gifts on behalf of the family and distribute them to other members. In cases where citizens do not have a registered permanent residence, the gifts will be given directly to each individual or their authorized representative.
Residents can receive gifts through two methods: bank transfer via their social security account integrated into the VneID application, or direct cash payment at a designated payment point organized by the commune People's Committee.
The People's Committee of the commune will decide on a suitable location for gift distribution based on practical conditions, prioritizing locations convenient for citizens. Citizens will go to the gift distribution location organized by the People's Committee of the commune at their permanent residence, temporary residence, or current residence to receive their gifts. When receiving gifts, citizens must present their citizen identification card or other legal documents as prescribed by law. In case of receiving on behalf of someone else, a valid authorization letter or birth certificate is required if receiving on behalf of a minor.
The gift distribution period starts today (August 30th) and ends before September 2nd. In case of unforeseen circumstances, people may receive gifts after this deadline, but no later than September 15th, 2025.
Regarding funding, the Ministry of Finance stated that the money for gifts was allocated in the central government's budget for 2025 and has been fully transferred to localities for implementation as per regulations.
