These two subjects participated in punching the frame and chassis numbers of old cars, helping boss Bui Van Tan turn them into new cars to display for sale in stores, deceiving customers.

On January 27, the Ho Chi Minh City Police Department announced that it had just temporarily detained Nguyen Huu Oai (34 years old) and Nguyen Huu Nhu (40 years old, both residing in Binh Chanh district) for the crime of "Fraudulent appropriation of property".

It is known that in the process of expanding the investigation into the "magic" line of converting old cars into new ones led by Bui Van Tan (41 years old, residing in Binh Chanh district, owner of the Tan Tien motorbike shop chain), the Ho Chi Minh City Police Department of Investigation has prosecuted many subjects. Among them, Nguyen Huu Oai and Nguyen Huu Nhu have fled the locality.

Over the past two days, Oai and Nhu have surrendered to police in Dong Thap and Long An provinces, respectively.

The investigation agency clearly determined that Oai and Nhu actively assisted Bui Van Tan in the steps to "magically" transform old vehicles into new ones. Specifically, after finding and purchasing the factory certificates for each type of vehicle, Tan brought the illegal vehicle to Dai Phat motorbike repair shop (on Vo Van Van Street, Vinh Loc B Commune, Binh Chanh District) to hire Oai and Nhu to re-engrave the frame number and engine number to match the frame number and engine number information on the factory quality inspection certificate. The price that Tan paid Oai and Nhu was 1 million VND/vehicle.

After this magic process, Tan brought the motorbikes back to the stores to display as new motorbikes to scam customers.

Previously, in relation to this case, the Investigation Police Agency prosecuted more than 12 subjects for the crimes of “Fraudulent appropriation of property” and “Trading of documents of agencies and organizations”. The ringleader, Bui Van Tan, was prosecuted for both crimes.

The Investigation Police Agency said that in 2 years of operation (from 2021-2023), Bui Van Tan and his accomplices sold 3,911 motorbikes to customers in many provinces and cities across the country. In 2023 alone, they sold more than 1,500 motorbikes to the market, illegally earning over 15 billion VND.

According to the police, this is a new, sophisticated method of criminal activity, carried out over a long period of time under the guise of legal business, with a wide range of activities nationwide.
