Two resettlement areas in Quynh Thang commune, Quynh Luu district and Quynh Trang commune, Hoang Mai town were built to help people avoid floods, but for more than 14 years no one has moved there to live.

Many places have good grass and wild plants, where cattle and buffaloes are grazed every day, some areas of the resettlement area are used by people to produce plastic barrels. The infrastructure system of the resettlement area has degraded, such as some sections of the drainage canal have collapsed.

Mr. Pham Van Ke in Hamlet 5, Quynh Trang Commune - a household subject to resettlement, shared: The reason why people do not move to the new resettlement area is because the infrastructure there is not yet synchronized. There is no domestic water, the area is close to the mountains so drilling for water is very difficult. Not to mention the new place has a small land area, there is no land for raising livestock, gardening, and a large amount of money must be spent to build a new house while the relocation support money is low.

Through research, it is found that most of the time when floods come, this area is prone to flooding, so people have to expand and raise the floor of their houses. But during the rainy season, the water still floods their houses, so people have to move their belongings to other places to avoid the flood.

The resettlement area of ​​Quynh Trang commune (Hoang Mai town) was built in 2010, with a total investment value of over 6 billion VND, with an area of ​​over 4 hectares in hamlet 4, Quynh Trang commune, to accommodate 66 households in the Hoang Mai riverside area that is often flooded due to the flood discharge of Vuc Mau lake. In addition, it is arranged from 300 - 400 m2Land for housing, each household is supported 10-15 million VND to move to a new place.

Mr. Le Dang Thang - Chairman of the People's Committee of Quynh Trang Commune added: The commune has organized to collect opinions to mobilize people affected by the flood of Hoang Mai River to move to the resettlement area but no one has come. Because this resettlement area still has shortcomings such as incomplete infrastructure, too little residential land and cultivated land.

The commune has a written request to the superiors to auction the land use rights, or to let the commune manage. Currently, the commune is managing administratively, not allowing households living nearby to expand or encroach on land in the resettlement area.

Mr. Hoang Ngoc Thuy - Head of the Economic Department of Hoang Mai town said: The resettlement area of ​​Quynh Trang commune has been abandoned for a long time, the People's Committee of Hoang Mai town will submit a request for opinions from relevant departments to convert it to avoid land waste.

Need a conversion solution to avoid waste

Similarly, at the resettlement area of ​​Quynh Thang commune, Quynh Luu district, for more than 10 years, no one has come to live there.

The resettlement project of Quynh Thang commune has a total value of over 10 billion VND, covering an area of ​​4.6 hectares. In 2012, the project was completed and put into use, including the following items: internal road system, wastewater drainage ditch, electricity and community cultural house.

According to the project's objectives, this resettlement area will be arranged for 54 households in Quynh Thang commune who are living in the flooded area along the Vuc Mau irrigation lake, each household will be arranged 600 m2land, including 400 m2residential land, 200 m2production land and relocation support of 20 million VND.

A resettled household here shared: We do not want to move to the resettlement area because when we move and receive land to the new place, we have to demolish all old assets and change the land use purpose in the old place to agricultural land, while the relocation support level is low.

Not to mention, the residential land of households subject to resettlement in the old place is over 2,000 m2 wide.2, all have solid houses built, convenient for cultivating crops, so we do not want to move to a new place with unsuitable land area. Therefore, people make a commitment to voluntarily stay in the old place and not move to the resettlement area.

Mr. Le Van Nga - Chairman of Quynh Thang Commune People's Committee said: The resettlement area has been abandoned for a long time and is very wasteful. The commune proposed that Quynh Luu District People's Committee consider allowing the conversion of the resettlement area project's purpose of use to a rural residential land project, including: Land allocation in the form of valuation for eligible subjects according to legal regulations or land auction for households and individuals in need according to the provisions of the land law.

Mr. Nguyen Xuan Dinh - Vice Chairman of Quynh Luu District People's Committee added: For the resettlement area of ​​Quynh Thang commune, the District People's Committee is submitting a request to the Provincial People's Committee for approval to change the purpose and auction the land to avoid waste and create revenue for the locality.
