This is the content of Plan No. 25/KH-HU, dated February 24, 2016, on building the militia and reserve forces of Dien Chau district to meet the requirements of national defense and security in the new situation, for the period 2016-2020, issued by the Dien Chau District Party Committee.
The militia and reserve forces are components of the people's armed forces; they are strategic forces in building and defending the Fatherland; and they are core forces in building a national defense system and in the nationwide movement to protect national security in peacetime at the local level. Recognizing the role and importance of this force, and aiming to raise awareness, responsibility, and create unity in leadership and direction from the district to the grassroots level, the Dien Chau District Party Committee has issued a plan for building this force.

The goal of building the militia force is to have 100% of the officers of the commune/town military command and self-defense units graduated from military professional training. 75% of village officers, team leaders, platoon leaders, and squad leaders are Party members or demobilized soldiers. The aim is to build the militia force to reach over 1.25% of the total district population, with Party members accounting for 25%.
To ensure these figures are achieved, the solution focuses on improving the quality of national defense and security knowledge training, and the quality of annual training and professional development for officers. Priority should be given to considering and planning for the placement of officers who have received training in military schools and possess the necessary qualifications and experience for the positions of commander and deputy commander of the commune-level Military Command. Recruitment and enlistment of militia members should follow the correct procedures and ensure quality. The quality of annual training should be strengthened and improved.
Regarding the development of the reserve force, maintain regular meetings at least once every quarter. Effectively carry out Party work, political work, and training, exercises, inspections, and maintain a high level of readiness for mobilization and combat.
