Reporting to the Provincial People's Council, Vice Chairman of the Nghe An Provincial People's Committee Le Hong Vinh stated that in 2019, the province's socio-economic situation continued to improve positively, achieving fairly comprehensive results in most areas.

The province's Gross Regional Domestic Product (GRDP) in 2019 (at 2010 constant prices) is estimated at approximately VND 88,258 billion, an increase of 9.03% compared to 2018. GRDP per capita in 2019 is estimated at VND 43.08 million.

Specifically, the agriculture, forestry, and fisheries sector increased by 4.81%; the industry and construction sector increased by 13.51%; the service sector increased by 7.51%; and product taxes increased by 12.2% compared to 2018. The economic structure shifted in the right direction, and each sector continued to show many positive changes.

Budget revenue for the first 10 months of 2019 reached VND 12,947.85 billion, achieving 95.9% of the projected target and increasing by 18.8% compared to the same period last year. Estimated budget revenue for the whole year 2019 is approximately VND 15,500 billion, reaching 114.8% of the projected target and increasing by 10.2% compared to 2018.

At the same time, the Provincial People's Committee directed the management of budget expenditures in accordance with regulations, ensuring efficiency and meeting both regular and unexpected spending needs. Budget expenditures for the first 10 months totaled VND 20,093.19 billion, reaching 82.5% of the projected budget. It is estimated that for the whole year of 2019, budget expenditures will reach VND 24,945.44 billion, achieving 102.5% of the projected budget.

As of October 31, 2019, the province had granted licenses to 89 new projects with a total registered investment capital of VND 10,134.43 billion, an increase of 1.15 times the total registered capital compared to the same period in 2018; and adjusted 9 projects with a total adjusted investment capital increase of VND 679.29 billion.

The New Rural Development Program (NRDP) continues to be vigorously implemented by localities, achieving many positive results. In 2019, an additional 40 communes met the NRDP standards, bringing the total number of communes meeting the NRDP standards in the province to 258 out of 431 communes, accounting for 59.9%. Three district-level units have met and completed the NRDP construction, with Yen Thanh district having met the criteria and currently awaiting recognition from the competent authorities.

The socio-cultural sectors continue to experience many positive changes with many encouraging results.

Labor, employment, and social security work were given due attention and effectively implemented; approximately 38,000 new jobs were created. The "Gratitude and Repayment" movement was widely socialized; and the care for those who rendered meritorious service to the revolution was well done.

In the first 10 months of 2019, 1,505 new businesses were established, representing 93.6% of the target; the total registered capital of these businesses was VND 13,776.9 billion, a 32% increase compared to the same period. 517 businesses resumed operations, a 22% increase compared to the same period in 2018. The rate of online business registration applications reached 99.73%, the highest in the country.

Effectively implement social welfare policies, provide regular community assistance, and offer emergency relief... The poverty rate is expected to be around 4% by the end of 2019...

In particular, in 2019, the Provincial People's Committee focused on directing the implementation of the Year of Administrative Reform, creating conditions to better serve the people and businesses, contributing to building an effective and efficient government.

The province has established the Nghe An Provincial Public Administrative Service Center, which will soon become operational. It is also decisively directing the review and reorganization of the administrative apparatus, streamlining personnel; implementing the project to merge villages and hamlets; and the overall project to reorganize commune-level administrative units.

The discipline, administrative order, awareness, responsibility, and problem-solving skills of the staff and civil servants have improved. Online services have been implemented at levels 3 and 4, and information technology has been applied in leadership and management...

The Provincial People's Committee promptly led and directed the effective implementation of local military and national defense tasks in the province; successfully resolved the situation at the grassroots level, organized regional defense exercises, and search and rescue operations. They also intensified the fight against and suppression of various types of crime, successfully dismantling many criminal cases.A major criminal and drug-related case.

The work of receiving citizens, resolving complaints and denunciations, conducting inspections and audits, and preventing and combating corruption and waste has been carried out seriously, contributing to strengthening the people's trust and promoting socio-economic development.

Besides the positive results, the Provincial People's Committee also pointed out many shortcomings and limitations such as: The GRDP growth rate is not truly sustainable and has not attracted large projects that would be a driving force for the province's economic development. The progress of implementing some key projects is still slow; the African swine fever situation is developing complicatedly; hot weather is affecting agricultural production and people's lives. Some district-level units have not actively implemented the key tasks of the Year of Administrative Reform. Drug-related crimes and economic crimes are becoming more complex and tend to increase. The illegal trade in fetuses and children still occurs in some places;...

Promoting economic growth

Vice Chairman of the Provincial People's Committee Le Hong Vinh emphasized: 2020 is the final year, of great importance, for the implementation of the five-year plan (2016-2020), and is also the year for holding Party congresses at all levels, leading up to the 19th Provincial Party Congress.

Regarding tasks and solutions, Vice Chairman of the Provincial People's Committee Le Hong Vinh stated that the Provincial People's Committee will focus on evaluating and reviewing the goals and targets of the Party Congress Resolutions at all levels and the 5-year socio-economic development plan (2016-2020); continue to effectively implement Resolution No. 26-NQ/TW of the Politburo; develop the Provincial Planning for the period 2021-2030, with a vision to 2050, and develop the 5-year socio-economic development plan (2021-2025). Preparations will also be made for organizing Party Congresses at all levels for the 2020-2025 term, leading up to the 13th National Party Congress.

At the same time, Nghe An continues to restructure its economy towards improving quality, efficiency, and competitiveness, promoting growth and economic restructuring.

Continue to effectively implement industrial projects, especially those that can produce products by 2020. Promote the development of service sectors: trade, tourism, transportation, information and communication, finance and banking...

Strengthening foreign relations; significantly improving the investment and business environment; promoting and attracting investment; actively removing obstacles and creating favorable conditions for businesses to develop. Directing and urging the implementation and resolution of difficulties and obstacles for investor projects, especially key projects.

Simultaneously, effectively mobilize and utilize resources, focusing on investment for development and promoting economic growth based on the effective implementation of the Central Resolution on restructuring the State budget and managing public debt. Decisive direction is needed in budget revenue collection, combating revenue losses, and reducing tax arrears.

Review and promptly amend and supplement mechanisms and policies, along with developing a synchronized 5-year plan (2021-2025), to effectively implement and promote socio-economic development in the coming years.

The province will focus on promoting administrative reform; strengthening discipline and order, and improving the effectiveness and efficiency of state management. It will continue to review and reorganize the organizational structure, especially directing and guiding the merger of communes, wards, and hamlets, and resolving issues related to policies, infrastructure, and other matters after the merger; and effectively operate the Nghe An Provincial Public Administrative Service Center. It will also develop an e-government system for Nghe An province. Attention will be paid to addressing the opinions and recommendations of voters, as well as the conclusions of inspections, audits, and supervision by the Provincial People's Council.
