According to a plan recently issued by the People's Committee of Nghe An province, by 2030, the province aims to have 30,000-32,000 operating businesses. This is not just a quantitative target, but also reflects the determination to build the private sector into a crucial driving force for growth, contributing to the realization of the province's aspiration for rapid and sustainable development in the new era.

To realize this goal, Nghe An is implementing a comprehensive set of solutions to improve the investment and business environment, promote innovation, digital transformation, and enhance the competitiveness and resilience of the business community.

In the context of the private sector increasingly being recognized as one of the most important driving forces of the economy, Nghe An's goal is not limited to increasing the number of registered businesses, but also aims to build a modern, dynamic business community capable of participating more deeply in domestic and global value chains.

Currently, the province has over 18,000 operating businesses. This also means that in less than 5 years, Nghe An needs to create tens of thousands more new businesses to achieve the set target. The challenge lies not only in rapidly increasing the number but also in the need to improve the quality, competitiveness, and sustainable development of the existing business community.

This is a challenging problem, requiring the coordinated efforts of the entire political system, the cooperation of all levels of government, and especially the unlocking of resources for the development of the private sector.

Immediately after implementing the two-tiered local government model, Dong Hieu commune held its first Congress of the Association of Small and Medium Enterprises for the 2025-2030 term. This event not only marked the birth of a new professional organization but also demonstrated the local government's determination to build a business community that would become one of the pillars of economic development.

Currently, there are 626 individual business households and 58 operating enterprises in the commune. With the goal of developing 100 members by 2030, Dong Hieu is aiming to build a favorable investment and business environment, attract highly interconnected industries, and gradually form a sustainable business ecosystem.

Mr. Nguyen Thanh Tu, Vice Chairman of the People's Committee of Dong Hieu commune, said: “Currently, Dong Hieu commune is inheriting suitable construction and land use planning projects to attract investors. At the same time, we are coordinating with the Department of Construction to develop general and detailed planning; orienting priority industries with linkages and mutual support in production, maximizing local advantages. The local government also provides maximum support for investment procedures within its authority and effectively carries out land clearance work.”

In reality, a favorable investment environment is not only created by major policies at the provincial level, but also begins with how local authorities work alongside citizens and businesses in resolving administrative procedures, removing obstacles, and supporting access to development resources.

In many localities throughout the province, support for household businesses and small enterprises is being implemented in a more proactive and practical manner.

Specifically in Quy Hop commune, Mr. Vy Hoang Ha - Vice Chairman of the Commune People's Committee shared: "The Resolution of the Commune Party Congress has identified this as a key task that needs to be focused on. The government has invested systematically in both human resources and physical infrastructure for the one-stop service center; receiving and processing applications and procedures for people and businesses; reviewing land resources to create space for infrastructure investment, especially infrastructure for industrial clusters; and at the same time understanding the concerns and aspirations of businesses to promptly resolve difficulties."

According to the development plan for the period 2026-2030, the private sector is expected to contribute 50-60% of the province's GRDP and create jobs for approximately 85% of the workforce. Therefore, in addition to attracting large-scale projects, Nghe An province identifies the development of small and medium-sized enterprises (SMEs) and startups as a key task to expand the growth foundation from the grassroots level.

The positive actions taken by the local government are being recognized by the business community.

Mr. Kim Soo Chul, CEO of Hi-Tex Co., Ltd., shared: “We are very grateful for the support of the authorities from the provincial to the commune level for our company's operations over the past time. In particular, the Party Committee and the People's Committee of Dong Hieu commune have always shown concern and promptly resolved difficulties and obstacles for the business.”

Meanwhile, Mr. Dao Xuan Nuoi, ​​Deputy Director of Trung Hai Mineral and Trade Joint Stock Company, stated: "After the transition to a two-tiered local government model, the locality continues to pay close attention to businesses with many activities supporting production; organizing training programs on fire prevention and safety; and ensuring security and order so that businesses can develop with peace of mind."

If improving the investment environment is a necessary condition, then enhancing the competitiveness of businesses is the sufficient condition to realize the goal of 30,000 businesses by 2030.

In the context of a rapidly changing global economy, businesses that want to survive and thrive sustainably cannot rely solely on traditional advantages. Technological innovation, improved management capabilities, digital transformation, green transformation, and deeper participation in the value chain are becoming essential requirements.

However, the majority of businesses in Nghe An currently remain small and micro-sized. Limitations in financial resources, technology, management, and market connectivity are major obstacles to their development.

Therefore, the target of 30,000 businesses is not simply about increasing the number of registered businesses, but about building a business community with higher competitiveness, the ability to adapt to market fluctuations, and sustainable long-term development.

According to Mr. Ho Phi Trieu, Deputy Director of the Nghe An Department of Finance, the synchronized implementation of Resolution 68 of the Politburo, along with changes in mechanisms and policies, has created positive momentum for the development of the business community. In the first five months of 2026 alone, Nghe An saw the establishment of 2,407 new businesses, an increase of nearly 48% compared to the same period last year; and 662 businesses resumed operations, an increase of over 35%. These are signals indicating that the investment and business environment continues to improve.

To realize the target of 30,000-32,000 operating businesses by 2030, the Department of Finance is advising the Provincial People's Committee to focus on three key solution groups: continuing to improve the investment and business environment, reducing procedures and compliance costs for businesses; prioritizing investment resources in strategic infrastructure, industrial parks, logistics, and digital transformation; and simultaneously building focused support mechanisms for businesses, attracting large investors, and promptly resolving difficulties in production and business activities.

According to the roadmap, the 2026-2027 period will focus on creating a foundation and accelerating initial growth. The focus will be on perfecting policy mechanisms, removing bottlenecks in procedures, land, capital, and infrastructure, and supporting businesses in their recovery and development. The 2028-2030 period will aim to improve the quality of growth, develop large-scale enterprises, innovative businesses, and participate more deeply in domestic and international value chains, thereby achieving the province's target of 30,000-32,000 operating businesses.

In its upcoming development strategy, Nghe An province identifies science and technology, innovation, and digital transformation as key drivers to enhance the competitiveness of its businesses.

This not only helps optimize costs and improve production and business efficiency, but also serves as a foundation for the formation of leading enterprises, gradually enabling them to participate more deeply in domestic and international value chains.

According to the first-ever Private Sector Performance Index (BPI) published by the Vietnam Chamber of Commerce and Industry (VCCI), Nghe An province scored 4.75 points, ranking 7th out of 34 provinces and cities. Notably, in the "Innovation" dimension, the province achieved 5.61 points – placing it among the leading provinces nationwide.

This result shows that Nghe An's private economic sector is undergoing positive changes towards a more modern and dynamic direction. This trend is also accompanied by a strong wave of investment in processing, manufacturing, and high-tech industries in the province.

However, according to feedback from the business community, the aspiration for innovation is still facing many obstacles, particularly related to land procedures, planning, and access to production space.

Mr. Dang Van Nga, General Director of KS Long Anh Co., Ltd., stated: “The company's wish is for the authorities at all levels to create favorable conditions for the quick and efficient implementation of legal procedures, especially land lease procedures for factory construction and investment in new technology. Currently, the company has many plans to expand production and invest in modern production lines, but still faces difficulties related to planning, land clearance, and land-related procedures.”

However, for that goal to become a reality, what is needed is not only immediate support policies but also a long-term development mindset, a truly attractive investment and business environment, and a synchronized business support ecosystem.

According to Dr. Nguyen Minh Phong, Vice President of the Vietnam Economic and Trade Consulting Association, Nghe An province has great potential for developing a strong business community. He believes that the core solution to sustainably achieve the target of 30,000-32,000 businesses by 2030 is to continue adhering to the innovative spirit of the Party and the State, shifting strongly from a management mindset to a development-oriented mindset; from a "if you can't manage it, ban it" mindset to a mindset of creating conditions to unleash resources, especially the innovative resources of businesses and people.

To both increase the number of businesses and improve the quality of growth, Nghe An needs to accelerate economic restructuring, shifting its growth model from extensive to intensive; prioritizing the development of supporting industries, the digital economy, the green economy, and the circular economy.

In addition, it is necessary to strengthen connections between businesses within the province and businesses outside the province, as well as businesses with foreign investment; creating conditions for businesses to participate more deeply in global value chains and production networks.

According to experts, the sustainable development of the business community can only be built on a foundation of harmonious combination of the role of the State, market mechanisms, and social responsibility, with the ultimate goal of harmonizing interests and serving the common development interests of the locality.

In parallel, it is necessary to continue promoting awareness about sustainable development and environmental protection; strengthen human resource training, invest in infrastructure, and improve institutions that support businesses to operate more effectively.

It can be asserted that 30,000 businesses is not simply a number or an economic development indicator. It also represents the expectation of a more dynamic, modern, and highly competitive economy.

From determination at the provincial level to grassroots initiatives, Nghe An is gradually building the foundation for the private sector to truly become a key driver of growth in the new development phase.
