4 steps to issue and change Driver's License online

According to the Vietnam Road Administration, the procedure for issuing and exchanging a driving license is applied when the driver fully meets the conditions. That is, the driving license is issued by the Department of Transport. The driving license must be in the driving license information system, the list of driving license issuance (management book). Currently, the driving license is not temporarily held or revoked. The documents required to issue and renew a Driver's License include: Driver's License, Citizen Identification Card/Identity Card, Health Certificate (to drive motor vehicles).

The agency handling this procedure is the Department of Transport of provinces and centrally-run cities or the Vietnam Road Administration.

Currently, online driver's license renewal is a public service with 2 levels. Level 3 public service of driver's license renewal applies to people with driver's licenses managed by the Department of Transport, which are still valid or expired for less than 3 months.

Level 4 public service issues International Driving Permits, applicable to Vietnamese people, foreigners with permanent residence cards in Vietnam, with a National Driving Permit issued by Vietnam made of PET material, still valid.

The procedure for issuing and exchanging a Driver's License (level 3) is carried out in 4 steps.

Step 1: Access the website of the Vietnam Road Administration: https://dichvucong.gplx.gov.vn/faces/registration/home.xhtml

Step 2: Proceed to select information to register online, specifically as follows:

Administrative procedure: Select administrative procedure (select level 3).

Handling agency: Choose the convenient Department of Transport to handle or the Vietnam Road Administration.

Reception location. This is where you will go to complete the procedures to change your Driver's License. Then, click register online to continue.

Step 3: Here, you enter your Driver's License number, enter both the numbers and letters. Click search, your information will appear.

Scroll down, there will be an option to add another Driver's License number. If you want to add more, otherwise skip this option.

The information section requires changes. If you have any changes to your Citizen ID/ID card or place of residence, please enter them. Otherwise, skip this section.

Profile components section, this section includes 3 types of documents, these are also the types of papers for you to bring when doing the procedure to change your Driver's License.

You can take a photo and insert it into a Word file, then upload the file. If you upload another file, it must be in the correct format: doc, docx, xls, xlsx, pdf, png, jpg, jpeg, gif and the file size must not be larger than 5MB.

Finally, the registration processing time, you choose the time you can come to the agency to change the Driver's License. Then choose the time, if the system reports that the number of applications at that time has reached the maximum number, you must choose another registration date.

Step 4: Submit your application successfully, you will receive a confirmation message. Go to the email you registered to get the verification code.

However, this confirmation email does not mean that your appointment has been accepted. 2-3 days before the processing registration date (appointment date), the officer will check your application. You will then receive an appointment confirmation letter if your application is valid or a rejection letter (with reasons) if your application is invalid.
