4 new regulations on obtaining land ownership certificates from July 1st that citizens need to know.

Decree No. 151/2025 has officially come into effect with significant changes in the land sector. Below are four new regulations that citizens need to be aware of when applying for a land ownership certificate.

1. The Chairman of the People's Committee at the commune level is authorized to issue the land ownership certificate for the first time.

According to Article 5 of the Decree, the Chairman of the People's Committee at the commune level officially has the authority to sign and issue land use right certificates to domestic individuals, Vietnamese citizens residing abroad, and local communities.

In addition, the People's Committee at the commune level is also empowered to perform many other tasks such as approving compensation, support, and resettlement plans; determining specific land prices; and determining the selling price of resettlement housing in the area.

2. The time required to complete the procedure is shortened.

The time for initial land registration has been shortened from 20 days to no more than 17 working days. Meanwhile, the time for issuing the initial land certificate remains unchanged at no more than 3 working days.

For land registration procedures, the processing time ranges from 1 to 20 working days depending on the case.

  • Transfer, gift, inheritance, and capital contribution of land use rights: no more than 8 working days.
  • Changes to land user information or land plot address: no more than 4 working days.
  • Correction of issued land ownership certificate: no more than 8 working days
  • Land use conversion: no more than 7 working days

3. You can choose where to submit your application within the same province.

According to Article 18 of the Decree, citizens can choose to submit their land registration applications at any unit within the same province or city, instead of being limited to submitting them only at the location of the land as before.

This regulation applies to initial land registration applications and applications for registration of changes in land and assets attached to land, giving people more flexibility in carrying out the procedures.

4. No confirmation of land conformity with planning regulations is required.

When processing land ownership certificates, the People's Committee at the commune level no longer needs to separately verify the land's conformity with planning regulations, the absence of disputes, and its stable use, as was previously required.

This will help shorten processing times and reduce administrative procedures, maximizing convenience for citizens when carrying out land-related procedures.

These changes are expected to contribute to improving the quality of public services, reducing waiting times, and facilitating citizens in carrying out land-related procedures.
