In the first five months of 2026, Nghe An province issued more than 3,400 real estate business licenses.
In order to facilitate citizens' practice of real estate business, from the beginning of 2026 to the present, under the decentralization of the Provincial People's Committee, the Nghe An Department of Construction has organized two examination rounds and issued 3,486 certificates to individuals practicing real estate business.
Specifically, in the first five months of 2026, there were 3,649 applications for the real estate business practice certificate exam, of which 3,486 passed and were granted certificates; the remaining 163 who did not pass will have to retake the exam organized by the Department of Construction to receive their certificates on May 14th.
To date, Nghe An province has issued 7,050 certificates to individuals wishing to practice real estate business, including 3,564 certificates issued in 2025 and 3,486 certificates issued in the first months of 2026.
Mr. Nguyen Tuan Tai, Head of the Science, Technology and Construction Materials Department of the Department of Construction, stated: The 2023 Real Estate Business Law stipulates that individuals and organizations establishing and operating real estate trading floors, and those eligible to receive commissions from real estate business activities, must possess a real estate business practice certificate. Based on this regulation, the demand for training and examinations to obtain this certificate has been steadily increasing since 2024.
According to Circular No. 04/2024/TT dated July 30, 2024, guiding the framework program for training and professional development in real estate brokerage and real estate exchange management issued by the Ministry of Construction:
To be awarded the certificate, learners must complete 32 hours of foundational knowledge courses, including 32 hours on housing, real estate, land law, civil transactions, etc.; and 24 hours of specialized knowledge covering two main topics: real estate brokerage, including an overview of real estate brokerage services, and the process and skills of real estate brokerage.
After completing the theoretical lessons, students must also undergo 16 practical sessions, surveys, and internships at trading floors or housing construction and real estate business investment projects before they can register to take the exam.
According to the 2023 Law on Real Estate Business, the examination and issuance of real estate business practice certificates to citizens are not limited by administrative boundaries, so citizens nationwide can participate in any province or city. Nghe An province held its earliest exam in early 2026, attracting many citizens from across the country. Therefore, out of 3,486 certificates issued by the Nghe An Provincial People's Committee, only 520 were granted to Nghe An residents, with the remainder going to people from other provinces.
Real estate business licenses are valid for 5 years from the date of issuance, and according to plan, provinces organize 1-2 examination sessions annually. Through annual examinations and certification, real estate professionals will supplement and update their knowledge on the development process of each housing project and new urban area; the legal rights and obligations of parties involved in investment, business, and real estate transactions.
A representative from the Department of Construction further shared: The examination and certification aim to provide legal knowledge regarding legitimate and lawful real estate business practices; to prevent and limit misleading or deceptive brokerage and consulting practices that conceal information from clients.
In the near future, information and data on individuals granted real estate business licenses will be synchronously connected with the national population data system VNeID, which will help the construction industry monitor and manage this activity; at the same time, the tax authorities will be able to track revenue and income generated from this activity for management purposes.
