Eighty years of building, fighting, and maturing have affirmed the revolutionary nature and indomitable fighting spirit of the People's Public Security Force – a crucial and reliable armed force of the Party, State, and people. The history of the Vietnamese People's Public Security Force is a heroic history, its traditions are glorious, and its achievements are immense, making a significant contribution to the glorious history of the Vietnamese nation, leading the Vietnamese revolution through all obstacles and achieving one victory after another.

From its very inception, and throughout the two wars of resistance against French colonialism and American imperialism, the People's Public Security Force has always been inseparable from the people, closely coordinating with the People's Army, other forces, sectors, and levels, effectively playing a core and vanguard role in protecting security and order, safeguarding revolutionary achievements, protecting the Party, the people, and the socialist regime, combating and suppressing all types of crime, for the peaceful and happy lives of the people, achieving many silent but extremely glorious victories and accomplishments, making important contributions to the cause of national liberation and reunification.

Throughout the process of innovation, industrialization, modernization, and proactive international integration, the People's Public Security Force has set a leading example in effectively implementing the Party's guidelines and policies, and the State's laws and regulations; constantly striving, uniting, and working together to overcome all difficulties and challenges, together with the entire Party, people, and army to firmly protect security and order, defend the socialist Fatherland, actively participate in socio-economic development, care for the people's lives, and continuously contribute to maintaining peace and stability in the region and the world.

Under any circumstances, the People's Public Security Force has always upheld the spirit of dedication and readiness to sacrifice themselves for the country and the people. Tens of thousands of courageous individuals have emerged, sacrificing themselves for the cause of protecting national security and ensuring social order and safety, working tirelessly day and night to fulfill their duties.

Every achievement, every good deed, every effort made by police officers and soldiers has contributed to maintaining peace and stability in the country, respecting law and order, protecting the lives, property, and peaceful lives of the people, enhancing the glorious heroic tradition of the People's Police; and building and strengthening the trust, love, and attachment of the people to the Party, the State, and the People's Police force.

The loyalty, sacrifice, and immense contributions of generations of People's Public Security officers and soldiers to the national revolutionary cause have been recognized and highly appreciated by the Party, the State, and the people, and have been awarded many noble titles and honors. This shining epic of revolutionary heroism, crystallized by unwavering loyalty to the country, devotion to the people, the pure revolutionary nature, and the courageous sacrifice of countless People's Public Security officers and soldiers in the arduous and challenging struggle for national security and the peaceful and happy lives of the people, will forever be a source of pride for the Party, the State, the people, and the Vietnamese nation.

The tremendous achievements over the past 80 years are due to the fact that the Vietnam People's Public Security Force has always been under the absolute, direct, and comprehensive leadership of the Party in all aspects; embodying the nature of the Vietnamese working class, "knowing only that as long as the Party exists, we exist"; always striving and sacrificing for the independence and freedom of the Fatherland, for national security, social order and safety, and the peaceful and happy lives of the people; closely connected to the people, serving the people, relying on the people for work and combat; "staying awake so the people can sleep soundly, guarding so the people can enjoy themselves, taking the joy and happiness of the people as the purpose of their lives" is the source of strength that enables the People's Public Security Force to excellently fulfill all tasks entrusted by the Party, the State, and the people.

The Vietnam People's Public Security Force has always closely coordinated and collaborated with the People's Army, law enforcement agencies, and all levels and sectors, mobilizing the combined strength of the entire political system in the cause of protecting security and order. Generations of officers and soldiers have not shied away from hardship and sacrifice, demonstrating courage, resourcefulness, creativity, and skill in the struggle to protect security and order, becoming a "steel shield" and a "sharp sword." They are exemplary leaders in implementing the Party and State's policies and guidelines, fulfilling their role of "pioneering and leading the way," and as the force entrusted with the mission of directly protecting the Party, the efforts of police officers and soldiers are all the more necessary. International solidarity and cooperation contribute to the invincible strength of the Vietnam People's Public Security Force.

The entire Party, the entire people, and the entire army are striving to implement the Party's strategic policies with the determination to lead the country into a new era of development, strength, and prosperity. The "reorganization of the country" revolution, simultaneously operating a two-tiered local government system in 34 localities nationwide, opens up new development spaces and new driving forces, while also posing new demands on the task of protecting security and order.

Trong kỷ nguyên vươn mình của đất nước, trách nhiệm của lực lượng Công an nhân dân rất nặng nề nhưng vô cùng vinh quang. Hơn lúc nào hết, lực lượng Công an nhân dân phải luôn tự hào, phát huy truyền thống anh hùng, tiếp tục đoàn kết thống nhất, chung sức, đồng lòng, cùng với Quân đội nhân dân và ngành ngoại giao làm nòng cốt, cung cấp sự bảo đảm vững chắc, môi trường hòa bình, ổn định để toàn Đảng, toàn dân, toàn quân thực hiện thắng lợi các mục tiêu chiến lược của Đảng; tập trung vào các công tác trọng tâm sau:

Thứ nhất, trong bất cứ hoàn cảnh nào cũng phải bảo đảm sự lãnh đạo tuyệt đối, trực tiếp về mọi mặt của Đảng đối với Công an nhân dân, không ngừng củng cố bản chất giai cấp công nhân, sự gắn bó máu thịt với nhân dân. Sự lãnh đạo của Đảng là nguyên tắc bất biến, yêu cầu khách quan, nhân tố quyết định mọi thắng lợi của sự nghiệp bảo vệ an ninh, trật tự, của nhiệm vụ công tác công an; bất luận trong hoàn cảnh nào cũng phải giữ vững và tăng cường sự lãnh đạo tuyệt đối, toàn diện, trực tiếp về mọi mặt của Đảng đối với Công an nhân dân.

Giữ vững bản chất cách mạng; kiên định chủ nghĩa Marx-Lenin, tư tưởng Hồ Chí Minh trong xây dựng và tổ chức thực hiện chức năng, nhiệm vụ của công an; phát huy tính đảng, tính giai cấp, tính nhân dân của Công an nhân dân trong bảo vệ an ninh, trật tự là những yếu tố then chốt, quyết định để Công an nhân dân hoàn thành trọng trách mà Đảng, Nhà nước và Nhân dân tin cậy giao phó.

Toàn lực lượng công an phải luôn thấm nhuần sâu sắc lời căn dặn của Bác Hồ kính yêu “Công an của ta là Công an nhân dân, vì nhân dân mà phục vụ và dựa vào nhân dân mà làm việc"; quán triệt quan điểm “lấy dân làm gốc," “Trọng dân, gần dân, hiểu dân, học dân và có trách nhiệm với dân"; thực hiện tốt phương châm “Dân biết, dân bàn, dân làm, dân kiểm tra, dân giám sát, dân thụ hưởng", thường xuyên duy trì mối quan hệ gắn bó mật thiết với nhân dân, đồng cam, cộng khổ với mọi khó khăn, gian khổ của nhân dân, sẵn sàng hy sinh để cứu dân; quan tâm chăm lo, tham mưu giải quyết kịp thời những khó khăn, vướng mắc, tâm tư, nguyện vọng chính đáng của nhân dân, thật sự trở thành “điểm tựa bình yên của nhân dân". Đa dạng hóa các hình thức và tạo điều kiện cho nhân dân tích cực tham gia phong trào toàn dân bảo vệ an ninh Tổ quốc, xây dựng, củng cố “thế trận lòng dân” trong nền an ninh nhân dân, thế trận an ninh nhân dân gắn với nền quốc phòng toàn dân, thế trận quốc phòng toàn dân, xây dựng “pháo đài’ vững chắc trong trận tuyến bảo vệ an ninh, trật tự.

Thứ hai, lực lượng công an nhân dân phải thực hiện ở tầm mức cao sứ mệnh bảo vệ Đảng, bảo đảm thực hiện thắng lợi các chủ trương của Đảng; an ninh, trật tự phải tạo nền tảng cho thành công của phát triển. Bảo vệ Đảng trong giai đoạn cách mạng hiện nay không chỉ là bảo vệ vai trò lãnh đạo, cầm quyền của Đảng, bảo vệ chế độ xã hội chủ nghĩa, nền tảng tư tưởng, quan điểm, chủ trương, đường lối của Đảng; chủ quyền lãnh thổ, biên giới, biển, đảo, xử lý các tình huống khủng hoảng, tình huống khẩn cấp quốc gia, đẩy lùi các nguy cơ; mà còn phải bảo đảm thực hiện bằng được 2 mục tiêu 100 năm.

Trước mắt, bảo vệ Đảng đó là bảo đảm thành công đại hội đảng bộ các cấp tiến tới Đại hội đại biểu toàn quốc lần thứ XIV của Đảng, đảm bảo thắng lợi cuộc bầu cử đại biểu Quốc hội khóa XVI và Hội đồng nhân dân các cấp nhiệm kỳ 2026-2031. Bên cạnh đó, lực lượng Công an nhân dân tiếp tục thực hiện vai trò chủ công chống các hoạt động “diễn biến hòa bình," chống 4 nguy cơ mà Đảng ta đã chỉ ra từ Đại hội lần thứ 7.

Thứ ba, giữ vững vai trò tiên phong, gương mẫu, đi đầu trong thực hiện các chủ trương của Đảng, trước hết là triển khai thực hiện có hiệu quả 04 Nghị quyết chiến lược của Bộ Chính trị mới ban hành, là Nghị quyết 57, Nghị quyết 59, Nghị quyết 66 và Nghị quyết 68.

Lực lượng công an phải thấm nhuần, thực hiện bằng được căn dặn của Chủ tịch Hồ Chí Minh “Công an không thể đi sau công nghiệp, nông nghiệp, thương nghiệp, giao thông vận tải. Tốt nhất là công an đi bước trước", gương mẫu đi đầu và tích cực đồng hành, hỗ trợ cả hệ thống chính trị và toàn dân tổ chức thực hiện hiệu quả các chủ trương của Đảng.

Lực lượng công an phải chủ động nắm, kịp thời phát hiện, kiến nghị khắc phục những sơ hở, thiếu sót, tháo gỡ “điểm nghẽn” về cơ chế, chính sách; phòng ngừa, ngăn chặn từ sớm các biểu hiện chệch hướng, trục lợi, “lợi ích nhóm;" đấu tranh, ngăn chặn, vô hiệu hóa các hoạt động móc nối, tác động, chống phá thể chế, chính sách, pháp luật. Tập trung phát triển công nghiệp an ninh, cùng với công nghiệp quốc phòng thật sự là mũi nhọn của công nghiệp quốc gia, tham gia có hiệu quả, đóng góp trực tiếp vào quá trình phát triển chất lượng cao của đất nước.

Strongly promote activities to create a data economy; enhance the advisory and coordinating role in effectively implementing Project No. 06, supporting the political system in carrying out administrative procedures, and promptly achieving the goal of having all administrative procedures related to businesses implemented online, smoothly, seamlessly, transparently, and efficiently; 100% of administrative procedures are implemented regardless of administrative boundaries within the province. Actively carry out foreign affairs and international integration in security and order, firmly consolidate the security perimeter, and resolve complex security and order issues remotely; take the lead, pave the way, and facilitate international integration in other fields, focusing on the economic sector with the goal of high-quality, rapid, and sustainable development.

Fourth, strengthen measures to maintain security and order. Effectively implement the principle of "proactive security," preventing and promptly addressing potential threats and factors that could destabilize the system early, from afar, and at the grassroots level, avoiding passive or unexpected situations. Effectively implement measures to ensure internal political security, economic security, cybersecurity, digital security, data security, connectivity security, social security, and security in strategic and key areas. Focus on implementing preventive measures to sustainably reduce crime, building drug-free and crime-free communes, and ultimately a drug-free and crime-free province, laying the foundation for building socialist commune and province models. Continue to improve the effectiveness and efficiency of state management in security and order, consolidating a society that is orderly, disciplined, safe, and healthy, creating the greatest possible conditions for national development in the new era.

Fifth, focus on building a truly clean, strong, professional, elite, and modern People's Public Security force. Build highly effective grassroots Party organizations throughout the force; consistently prioritize political and ideological work; combat moral and lifestyle degradation; proactively fight against and thwart the plot to "depoliticize" the armed forces and separate the People's Public Security force from the Party's leadership. Promote the exemplary role and pioneering spirit of cadres and Party members, especially leaders, and effectively implement the motto "those above set a good example, those below actively follow."

Making the study and application of President Ho Chi Minh's Six Teachings a cultural necessity, a regular and practical activity, and deeply ingrained in the work and combat of each unit and each police officer and soldier. Paying attention to building a team of cadres and Party members with firm political resolve, fighting spirit, revolutionary offensive spirit, and strict discipline; daring to think, daring to act, daring to take responsibility, daring to innovate, and daring to sacrifice for the common good; always placing the national interest, the legitimate interests of the people above all else, always wholeheartedly serving the Fatherland and the people; building a team of leaders and commanders with outstanding capabilities, high prestige, and commensurate with the tasks.

Proud of its glorious 80-year tradition, the Party, State, and people always trust and hope that, under the leadership of the glorious Communist Party of Vietnam, and with the wholehearted trust, support, and assistance of the people, the People's Public Security force will uphold its revolutionary qualities and fine traditions, continue to be exemplary leaders, and be the core force in implementing the resolutions, directives, and conclusions of the Party, excellently fulfilling all assigned tasks, writing more glorious chapters in history, and together with the entire Party, people, and army, successfully implement the strategic policies and teachings of the great President Ho Chi Minh and the aspirations of the entire nation: "The entire Party and people unite and strive to build a peaceful, unified, independent, democratic, and prosperous Vietnam, making a worthy contribution to the world revolutionary cause."
