Nine civil servants in Vinh City voluntarily retired early.

Specifically, in Official Letter No. 11633/UBND-TH dated December 26, 2024, from the People's Committee of Nghe An province regarding the approval of the list of subjects implementing the downsizing policy according to Government Decree 29/2023/ND-CP dated June 3, 2023, in the last six months of 2024 in Nghe An province, based on verification, the Department of Internal Affairs announces the approval of the results of the downsizing policy implementation at the People's Committee of Vinh City. Accordingly, in the first six months of 2025, this area will have 9 people who will retire early from January 1, 2025.

Nine civil servants were approved, including: Mr. Tran Quang Dai - Chairman of the People's Committee of Trung Do Ward; Mr. Nguyen Hong Quang - Vice Chairman of the People's Committee of Hung Chinh Commune; Mr. Hoang Dinh Hung - Secretary of the Party Committee and Chairman of the People's Council of Quang Trung Ward (after the merger with Quang Trung Ward); Ms. Vo Thi Tra Lan - Office and Statistics officer, People's Committee of Hong Son Ward (after the merger with Vinh Tan Ward); Mr. Luong Van Quyen - Culture and Social Affairs officer of Quang Trung Ward (after the merger with Quang Trung Ward); Mr. Dang Phuoc Dai - Military Commander, People's Committee of Nghi Lien Commune; Ms. Nguyen Thi Phuong - Chairwoman of the Women's Union of Le Mao Ward (after the merger with Quang Trung Ward); Mr. Thai Thanh Ha - Head of the Labor, War Invalids and Social Affairs Department of Vinh City (formerly); Mr. Duong Hai Long - Land Administration, Construction, Agriculture and Environment officer of Nghi Lien Commune.

Mr. Nguyen Thanh Tung, Head of the Internal Affairs Department of the Vinh City People's Committee, said: The aforementioned officials voluntarily retired under the downsizing program to facilitate the reorganization of the workforce after Cua Lo town was merged into Vinh City and to implement Resolution No. 18 of the Politburo on streamlining the administrative apparatus. Therefore, they will be considered and entitled to benefits according to regulations. Of the 9 officials retiring under the downsizing program, 8 retired early and 1 resigned.

According to Government Decree 29/2023/ND-CP dated June 3, 2023, individuals applying for early retirement will receive support ranging from a minimum of VND 128.06 million to a maximum of VND 584.3 million. However, from January 1, 2025, Decree 178/2024/ND-CP dated December 31, 2024, will come into effect with more favorable conditions and benefits. Therefore, the Vinh City People's Committee is considering further action, and the Department of Internal Affairs is seeking the opinion of the Ministry of Internal Affairs and awaiting the Circular guiding Government Decree 178/2024/ND-CP. In addition to the support policies under Decree 178/2024/ND-CP, if officials retire under the downsizing scheme, the province will have additional support policies, which are currently being developed by relevant departments and agencies for submission to the Provincial People's Committee and Provincial People's Council.

Previously, the Vinh City Party Committee held a ceremony to present early retirement decisions in accordance with Government Decree No. 29/2023/ND-CP on downsizing the workforce to two officials of the City Party Committee: Mr. Pham Trung Thanh, specialist at the City Party Committee Office, who retired 5 years early, and Mr. Le Duc Tho, specialist at the City Party Committee's Mass Mobilization Department, who retired 27 months early. At the same time, the City People's Committee agreed to allow seven other individuals to retire early from January 1, 2025.
