AH-1Z Viper, UH-1Y Venom for Ukraine: progress and costs
Procurement began with a letter of intent in October. The Amarillo line currently only handles contracts in Nigeria, so deliveries of AH-1Z and UH-1Y helicopters to Ukraine could be quick; the scale and financing are unclear.
Ukraine could receive AH-1Z Viper and UH-1Y Venom helicopters relatively quickly after the procurement process began with a letter of intent signed in October. This information was revealed in a lengthy exchange between a Flight Global reporter and Jeffrey Schlosser, Vice President of Bell, and compiled by Defense Express. Bell's production line in Amarillo, Texas, is currently only handling one contract for Nigeria, while contracts with the US Marine Corps, Bahrain, and the Czech Republic have been completed, leaving room for faster delivery. However, the size of the order and the funding for Ukraine's procurement package have not been disclosed.

Production capacity and delivery schedule
According to Bell, the Amarillo production line is currently focused on contracts for Nigeria. Deliveries to the US Marine Corps concluded in 2022, and orders for Bahrain and the Czech Republic have also just been completed. This gives Bell ample capacity to accept additional orders.
Defense Express notes that Nigeria's ordering process demonstrates Bell's flexibility: a license to order 12 AH-1Z Viper helicopters under a comprehensive arms supply worth $997 million was granted in April 2022, but the contract wasn't announced until March 2024, with a delivery deadline extending to 2028. Defense Express assesses that Bell likely has the production capacity to fulfill multiple contracts simultaneously. However, the potential volume of the Ukrainian order has not yet been disclosed.

Technical aspects and operational support
The aid package being discussed for Ukraine is expected to include both the AH-1Z Viper (armed helicopter) and the UH-1Y Venom (multipurpose transport helicopter). These two aircraft types share up to 85% of their components. This high degree of component compatibility can shorten maintenance times, reduce the burden on the spare parts supply chain, and simplify technical training.
In addition to attack helicopters, sources also mentioned the need for several UH-1Y Venom helicopters to form a more balanced squadron configuration for transport and support missions. With a high degree of component similarity, maintenance of mixed AH-1Z/UH-1Y formations would be easier.

Costs and funding
The funding for Ukraine's deal has not been disclosed. Defense Express estimates the procurement package could cost nearly $1 billion even if the quantity is not large. The closest reference is the Czech Republic's 2019 contract for 4 AH-1Z Viper and 8 UH-1Y Venom helicopters totaling $622 million; accounting for inflation over 6 years, the estimated figure rises to approximately $802 million.
On the other hand, Slovakia's decision to forgo the purchase of 12 AH-1Z Viper helicopters at a preferential price in exchange for weapons supplied to Ukraine, and instead opt for 12 Sikorsky UH-60 Black Hawk helicopters (part of Lockheed Martin) by the end of 2024, is seen as indirectly supporting the allocation of Bell's production capacity to new contracts. At the same time, this move could also be a clue to the initial scale of the attack helicopter package for Ukraine, although there has been no official confirmation.

Prospects
With the signed Expression of Intent and the Amarillo production line not overloaded, the possibility of delivering AH-1Z Viper and UH-1Y Venom to Ukraine within an early timeframe is plausible. However, the actual progress depends on the order size and financing mechanisms, information that has not yet been released.
