The Indian Air Force is collaborating with Israel to convert six Boeing 767s into refueling aircraft, aiming to address maintenance and spare parts challenges for the Il-78 series.

The Indian Air Force (IAF) is implementing a plan to modernize its aerial refueling force by switching to converted Boeing 767 aircraft, replacing its Russian-made Il-78 fleet. This decision comes as the IAF faces a severe shortage of combat aircraft and challenges in maintaining its aging weapons systems.

India wants to have up to 12 aerial refueling aircraft, and its Il-78MKI fleet will be supplemented with 6 upgraded Israeli Boeing 767s.

Billion-dollar project and implementation roadmap.

According to the plan, India will spend approximately $1 billion to purchase six used Boeing 767s and convert them into aerial refueling aircraft. This project will be a joint effort between India's Hindustan Aeronautics Limited (HAL) and Israel Aerospace Industries (IAI). Due to the complexity of the program, the first aircraft is expected to be delivered to the IAF between 2030 and 2031.

Notably, this program includes agreements on technology transfer. This allows New Delhi to gradually achieve self-reliance in the development and production of aerial refueling equipment in the future, in line with its defense industry's localization strategy.

The trend toward civilianization of military aircraft.

The use of commercial aircraft airframes to develop refueling aircraft is a common global trend today. For example, the European Airbus A330 MRTT is built on the A330-200, and the American KC-46A is developed directly from the Boeing 767 chassis. The advantage of this approach is the utilization of readily available components and a widespread global civilian maintenance network.

Why India prefers the Boeing 767 over the new Il-78

Currently, the IAF operates six Il-78MKI aircraft purchased over 20 years ago. Although Russia has offered the latest upgraded version, the Il-78MK-90A, India seems less interested. The main reasons stem from accumulated technical problems on the older fleet and the impact of international sanctions, which complicate the supply of spare parts and routine maintenance.

Conversely, the Boeing 767 is an extremely popular passenger aircraft, making it easier to find replacement parts on the global market. According to military experts, even with the addition of new aircraft, the IAF will likely maintain its current Il-78 fleet to meet the minimum total requirement of 12 refueling aircraft to maintain combat readiness.
