India advises tourists not to wear skirts to avoid being raped.
"Don't wear skirts, don't go out alone, and take pictures of taxi license plates" are some of the tips India gives to female tourists to avoid being harassed.
Responding to media questions about the safety of female tourists at a press conference on tourism security in Agra, India, Mahesh Sharma, India's Minister of Culture and Tourism, said that the country will provide a "tourist welcome kit" as soon as they disembark at the airport, according to the Indian Express.
This kit offers the most detailed advice for female travelers. It includes things to do and not to do when visiting India. This includes advice against wearing short skirts and going out alone at night in small towns. Additionally, female travelers are advised to take photos of the license plates of taxis or any other vehicles they use and send them to their friends.

In an interview with Mail Today regarding this advice, Eleonora, a freelance writer from Italy, said she dislikes wearing short skirts when traveling in India, as it attracts unnecessary attention from those around her and makes her feel unsafe.
Another tourist from Malaysia said that how one dresses is a personal matter, but in India, one cannot do so freely, especially when traveling alone.
These guidelines and the "tourist welcome kit" are among the measures India has implemented to address the decline in female tourists visiting the country, following the rape and murder of a medical student in Delhi in 2012, and several other recent attacks on female tourists.
